【摘要】：新疆巴音郭楞蒙古自治州旅游業(yè)發(fā)展較晚且發(fā)展水平與發(fā)達(dá)地區(qū)存在一定差距，近年來，，巴州旅游業(yè)發(fā)展勢(shì)頭強(qiáng)勁，取得了可喜可賀的成績(jī)，并產(chǎn)生了良好的社會(huì)經(jīng)濟(jì)效應(yīng)，對(duì)巴州地區(qū)的經(jīng)濟(jì)影響日益增大。眾所周知，旅游產(chǎn)業(yè)的發(fā)展離不開區(qū)域經(jīng)濟(jì)的支持，區(qū)域經(jīng)濟(jì)的增長(zhǎng)也需要旅游業(yè)的推動(dòng)。探討巴州地區(qū)旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)的相互促進(jìn)作用以及協(xié)調(diào)發(fā)展程度正是本文研究的目的。本文定性地分析了巴州地區(qū)旅游產(chǎn)業(yè)的發(fā)展條件及特征，闡述了旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)之間相互促進(jìn)的關(guān)系。借助物理學(xué)中的耦合度函數(shù)建立了巴州地區(qū)旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)耦合協(xié)調(diào)度的指標(biāo)體系、計(jì)算方法及模型，并對(duì)巴州地區(qū)2004—2011年旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)協(xié)調(diào)度經(jīng)濟(jì)分析，得出以下結(jié)論： （1）運(yùn)用SPSS軟件對(duì)巴州地區(qū)GDP及旅游收入建立回歸模型并進(jìn)行相關(guān)分析，結(jié)果表明，二者間具有很強(qiáng)的關(guān)聯(lián)性。巴州地區(qū)增加1元的旅游收入，GDP大約增加33元，說明，巴州地區(qū)旅游業(yè)發(fā)展的帶動(dòng)作用比較明顯且潛力巨大。 （2）巴州地區(qū)旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)耦合協(xié)調(diào)度由2004年的極度失調(diào)逐步轉(zhuǎn)變?yōu)?007年的瀕臨失調(diào)，進(jìn)而轉(zhuǎn)變?yōu)?011年的良好協(xié)調(diào)。耦合協(xié)調(diào)度呈現(xiàn)越來越好，越來越優(yōu)化的趨勢(shì)。 （3）巴州地區(qū)旅游產(chǎn)業(yè)與區(qū)域經(jīng)濟(jì)耦合分為三個(gè)階段：2004—2006年的失調(diào)期階段，表現(xiàn)為旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)之間的耦合協(xié)調(diào)度由極度失調(diào)經(jīng)嚴(yán)重失調(diào)，最后轉(zhuǎn)變?yōu)檩p度失調(diào)。2007--2008年的過渡期，表現(xiàn)為2007年旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)之間的耦合協(xié)調(diào)度類型為瀕臨失調(diào)，2008年變成勉強(qiáng)協(xié)調(diào)。2009-2011年的協(xié)調(diào)期，這兩年旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)之間的耦合協(xié)調(diào)度類型經(jīng)歷了初級(jí)協(xié)調(diào)、中級(jí)協(xié)調(diào)達(dá)到良好協(xié)調(diào)。 （4）從旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)兩個(gè)子系統(tǒng)各自的發(fā)展變化情況可以看出，2004-2011年巴州地區(qū)旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)的發(fā)展均呈現(xiàn)逐步上升趨勢(shì)。巴州地區(qū)旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)在2004-2005年之間發(fā)展最為緩慢，2005年以后，巴州地區(qū)經(jīng)過大力發(fā)展經(jīng)濟(jì)，提高投資環(huán)境，轉(zhuǎn)變管理模式，致使旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)得到了飛躍式的發(fā)展，2005-2011年6年間旅游產(chǎn)業(yè)和區(qū)域經(jīng)濟(jì)幾乎都呈現(xiàn)直線增長(zhǎng)。 （5）為實(shí)現(xiàn)巴州地區(qū)區(qū)域經(jīng)濟(jì)與旅游產(chǎn)業(yè)實(shí)現(xiàn)優(yōu)質(zhì)協(xié)調(diào)，區(qū)域經(jīng)濟(jì)發(fā)展環(huán)境得以快速改善，旅游產(chǎn)業(yè)實(shí)現(xiàn)高速發(fā)展，在此提出以下建議與對(duì)策：強(qiáng)化基礎(chǔ)設(shè)施建設(shè)、拓展旅游市場(chǎng)服務(wù)能力及空間范圍、調(diào)整旅游產(chǎn)品結(jié)構(gòu)、加強(qiáng)旅游宣傳力度、加大旅游教育培訓(xùn)、提高專業(yè)人才素質(zhì)、深化區(qū)域旅游合作、促進(jìn)旅游可持續(xù)旅游發(fā)展。
[Abstract]:Xinjiang Bayingulang Mongolia Autonomous Prefecture tourism development is late and there is a certain gap between the level of development and developed regions, in recent years, the development of tourism in Bazhou strong momentum, has made gratifying achievements. And has produced good social and economic effects, the economic impact on the Bazhou region is increasing. As we all know, the development of tourism industry can not be separated from the support of regional economy. The growth of regional economy also needs the promotion of tourism. The purpose of this paper is to probe into the interaction between tourism industry and regional economy and the degree of coordinated development in Bazhou region. This paper qualitatively analyzes the tourism in Bazhou area. The development conditions and characteristics of the tourism industry. This paper expounds the mutual promotion relationship between tourism industry and regional economy, and establishes the index system, calculation method and model of the coupling and coordination degree between tourism industry and regional economy in Bazhou area with the help of the coupling degree function in physics. And from the economic analysis of the degree of coordination between tourism industry and regional economy in Bazhou region from 2004 to 2011, the following conclusions are drawn: 1) using SPSS software to establish the regression model of GDP and tourism income in Bazhou area and carry on the correlation analysis, the result shows that there is a strong correlation between the two, and the tourism income of Bazhou area increases by 1 yuan. The increase of GDP is about 33 yuan, which shows that the tourism development in Bazhou has obvious driving effect and great potential. 2) the degree of coupling and coordination between tourism industry and regional economy in Bazhou has gradually changed from the extreme maladjustment in 2004 to the borderline maladjustment in 2007. In 2011, the degree of coupling and coordination is becoming better and better. 3) the coupling of tourism industry and regional economy in Bazhou region is divided into three stages: the maladjustment period from 2004 to 2006. It shows that the degree of coupling and coordination between tourism industry and regional economy changes from extreme maladjustment to serious maladjustment, and finally to the transition period of light maladjustment from 2007 to 2008. In 2007, the degree of coupling and coordination between tourism industry and regional economy was on the verge of maladjustment, and in 2008 it became the coordination period of barely coordinated. 2009-2011. The type of coupling coordination between tourism industry and regional economy has experienced primary coordination and intermediate coordination has achieved good coordination. 4) it can be seen from the development and change of tourism industry and regional economy. From 2004 to 2011, the tourism industry and regional economy in Bazhou showed an upward trend, and the tourism industry and regional economy in Bazhou showed the slowest development in 2004-2005. After 2005, through vigorously developing economy, improving investment environment and changing management mode, the tourism industry and regional economy have been developed by leaps and bounds. Between 2005 and 2011, the tourism industry and regional economy almost all showed a linear growth. In order to realize the high quality coordination between regional economy and tourism industry in Bazhou region, the environment of regional economic development can be improved rapidly and the tourism industry can develop at a high speed. The following suggestions and countermeasures are put forward: strengthen the construction of infrastructure, expand the service capacity and space of tourism market, adjust the structure of tourism products, strengthen tourism propaganda, and increase tourism education and training. Improve the quality of professionals, deepen regional tourism cooperation, and promote sustainable tourism development.
