【摘要】：實(shí)現(xiàn)民族地區(qū)經(jīng)濟(jì)的可持續(xù)發(fā)展,努力建設(shè)社會(huì)主義新農(nóng)村新牧區(qū),不僅是構(gòu)建社會(huì)主義和諧社會(huì)的現(xiàn)實(shí)需要,更是推動(dòng)我國政治、經(jīng)濟(jì)全局發(fā)展的根本要求。為了縮小呼倫貝爾市牧區(qū)與發(fā)達(dá)地區(qū)的差距,實(shí)現(xiàn)民族地區(qū)經(jīng)濟(jì)跨越式發(fā)展,促進(jìn)和諧社會(huì)建設(shè),需要國家出臺(tái)財(cái)政、金融等多項(xiàng)優(yōu)惠政策、充分發(fā)揮金融在現(xiàn)代經(jīng)濟(jì)中的核心作用,以新的思路、新的舉措解決現(xiàn)實(shí)的矛盾和問題,力促民族地區(qū)經(jīng)濟(jì)金融協(xié)調(diào)持續(xù)健康發(fā)展。當(dāng)前,呼倫貝爾市牧區(qū)經(jīng)濟(jì)雖然有了長足的發(fā)展,但扎實(shí)有效地建設(shè)少數(shù)民族地區(qū)新牧區(qū),在牧區(qū)人口不斷增加,畜牧業(yè)生產(chǎn)資源十分有限、牧業(yè)生產(chǎn)發(fā)展緩慢、牧民收入水平較低情況下,僅靠牧業(yè)、牧區(qū)和牧民自身的發(fā)展肯定不行,必須依靠外部力量的支持和幫助,主要是國家實(shí)施優(yōu)惠政策和增加人力、物力投入等措施,但更重要的還是依靠資金的投入。 建設(shè)社會(huì)主義新農(nóng)村新牧區(qū),需要資金的持續(xù)推動(dòng),需要金融的大力支持。從呼倫貝爾市牧區(qū)金融服務(wù)需求多領(lǐng)域、多層次、多類型、多元化的態(tài)勢與金融支持的現(xiàn)狀看,新牧區(qū)建設(shè)還面臨融資機(jī)制不健全,儲(chǔ)蓄不能有效轉(zhuǎn)化為投資；金融生態(tài)環(huán)境較差,資金外流情況嚴(yán)重,吸引資金注入的條件有待進(jìn)一步改善；政策性金融和商業(yè)性金融都十分薄弱；金融創(chuàng)新不夠,金融產(chǎn)品單一,牧業(yè)風(fēng)險(xiǎn)保障體系不健全等“金融弱化”,金融對(duì)牧區(qū)經(jīng)濟(jì)滲透力較差的困難。破解以上難題,關(guān)鍵在于找準(zhǔn)建設(shè)社會(huì)主義新牧區(qū)的金融支撐點(diǎn),著力推動(dòng)金融深化,拓寬多層次融資渠道,建立更加靈活的融資機(jī)制,創(chuàng)新金融產(chǎn)品,提升金融服務(wù)新牧區(qū)建設(shè)的能力,增加信貸資金有效供給,以此促進(jìn)呼倫貝爾市牧區(qū)經(jīng)濟(jì)社會(huì)的快速發(fā)展和進(jìn)步。
[Abstract]:To achieve sustainable economic development in minority areas, and strive to build a new socialist countryside and pasture is not only the reality of building a socialist harmonious society is to promote China's political and economic development. The global fundamental requirements in order to narrow the pastoral area of Hulun Buir city and the developed regions gap, realize the great leap forward economic development in minority areas, to promote the construction of harmonious society promulgated by the state, financial needs, financial and other preferential policies, give full play to the core role of Finance in the modern economy, with new ideas, new initiatives to solve the contradictions and problems of reality, urged the economic and financial sustainable and healthy development of ethnic areas. At present, economy in pastoral area of Hulun Buir city although there has been considerable development, but solid and effective the construction of new pastoral areas in minority areas, increasing population in pastoral areas, animal husbandry is very limited resources, animal husbandry production and slow development of herdsmen Under the low income level, the development of animal husbandry alone, pastoral areas and herdsmen themselves is definitely not acceptable. We must rely on the support and help of external forces, mainly by implementing preferential policies and increasing manpower and material input, but more importantly, we must rely on capital input.
The construction of socialist new countryside and new pastoral areas, continue to promote the need for funds, needs financial support from financial services and pastoral areas of Hulun Buir in various fields, multi-level, multi type, diversification trend and current situation of financial support, construction of new pastoral areas is also facing the financing mechanism is not perfect, can savings into investment; financial ecology poor environment, capital outflows serious, attracting capital injection conditions needs to be further improved; policy finance and commercial finance are very weak; financial innovation is not enough, a single financial products, risk guarantee system of animal husbandry is not perfect "financial weakening", the financial difficulties of pastoral economic penetration is poor. Key to solve the above problems. The financial support to identify the construction of new socialist pastoral areas, efforts to promote financial deepening, broadening the multi-level financing channels, to establish a more flexible financing Mechanism, innovate financial products, enhance the ability of building new pastoral areas in financial services, and increase effective supply of credit funds, so as to promote the rapid development and progress of economic and social in Hulun Buir pastoral area.
