【摘要】：黨的十六屆三中全會強調“要大力發(fā)展縣域經濟”之后，縣域經濟的發(fā)展研究得到前所未有的重視和關注，取得了眾多成果，相關理論也逐漸成為各級政府制定經濟政策、謀劃經濟發(fā)展的重要理論工具。我國幅員遼闊，地大物博，共與14個主權國家接壤，推動沿邊型縣域經濟的快速平穩(wěn)發(fā)展，對于我國的總體發(fā)展戰(zhàn)略和興邊富民的現實需求，都有重要的意義，沿邊型縣域經濟發(fā)展成為縣域經濟研究領域當中重要的一種類型，具有非常鮮明的特色。盡管關于縣域經濟發(fā)展的研究已經很多，但相對于邊境地區(qū)迅速發(fā)展的現實和不斷變化的情況來說，針對性的研究仍然不夠。改革開放以來，特別是自1992年以來，邊境地區(qū)的迅速崛起，已經成為帶動沿邊省份經濟社會事業(yè)發(fā)展的重要力量之一，其中，中俄兩國沿邊地區(qū)的發(fā)展具有特殊的地位，滿洲里、黑河、綏芬河、琿春等口岸城市發(fā)展迅速，戰(zhàn)略地位不斷提高。在這些城市當中，黑龍江省綏芬河市作為“中東鐵路”上連接中國東北、俄羅斯遠東兩個經濟圈的重要節(jié)點，百年來，特別是近二十年來，得到了充分的發(fā)展，雄踞綏滿產業(yè)帶東端，是具有明顯區(qū)位優(yōu)勢、政策優(yōu)勢，以第三產業(yè)為主導，城鄉(xiāng)統(tǒng)籌發(fā)展的沿邊型縣域經濟發(fā)展研究的經典范本。 在上述背景下，本文將首先對縣域經濟的概念、特征和發(fā)展趨勢進行研究，，并結合實際，研究這些特征和發(fā)展趨勢在綏芬河市的具體體現。通過對國內具有一定參考意義的成熟縣域經濟發(fā)展道路進行分析，進而得出在縣域經濟的發(fā)展過程中，必須找準發(fā)展定位、爭取政策優(yōu)勢、優(yōu)化發(fā)展環(huán)境和培植優(yōu)勢產業(yè)等啟示。通過對綏芬河市的基本情況、發(fā)展階段、主要成就和基本特色等幾個方面的研究，全面了解綏芬河市縣域經濟發(fā)展的現狀；通過從區(qū)位優(yōu)勢、政策優(yōu)勢、基礎優(yōu)勢、人文優(yōu)勢等幾個方面具體分析，說明綏芬河市縣域經濟發(fā)展不可替代的優(yōu)勢地位；通過研究政策優(yōu)勢淡化、產業(yè)結構基礎薄弱、競爭日趨激烈、國際形勢敏感等幾個方面的不利因素，深入分析管理權限較低、發(fā)展空間受限、通關能力不足等制約要素。在此基礎上，得出大綏芬河區(qū)域，特別是綏芬河市未來仍將是中國沿邊型縣域經濟發(fā)展的開拓者和領頭羊，推進其又好又快的發(fā)展，對我國邊境地區(qū)的繁榮穩(wěn)定具有重要意義的基本結論，進而提出綏芬河市發(fā)展縣域經濟應當遵循大力發(fā)展商貿旅游業(yè)、積極推動工業(yè)轉型升級、集中精力推進園區(qū)建設、有序推進農村城市化、加強與周邊地區(qū)的優(yōu)勢互補等基本原則，提出要進一步加強理論研究、積極爭取有利政策、優(yōu)化經濟發(fā)展環(huán)境、完善相關部門職能、注重形成政策導向、加大宣傳培訓力度、做好多元配套服務、大力推動市民增收等意見和建議，為相關決策提供參考，同時希望對綏芬河市縣域經濟發(fā)展的研究可以為全國其他沿邊城市的發(fā)展提供一定的參考和借鑒作用。

China has a vast, vast territory and abundant resources, with a total of 14 sovereign countries bordering to promote the rapid and stable development, the border of county economy, the demand for real overall development strategy of our country and the frontier, has important significance for the development of county economy, the county domain economic research become one of the important types, has very distinct characteristics. Although there is a lot of research about the development of county economy, but compared to the rapid development of border areas and the reality of the changing situation, targeted research is still not enough. Since the reform and opening up. Especially since 1992, the rapid rise in the border area, has become an important force of the development of social undertakings, promote the economy of border provinces, has a special status, the development of Sino Russian border area in Manchuria, Heihe, Suifenhe, Hunchun and other port city development rapidly, continuously improve the strategic position. In the city, as a "Heilongjiang city of Suifenhe Province on the eastern railway connecting China northeast, an important node in the Russian Far East economic circle of two, one hundred years, especially in the past twenty years, has been fully developed, the top ranked Eastern Industrial Zone is full of Sui, has obvious geographical advantages, the policy advantages of the third industry as the leading, classic template study on the border of the development of county economy of urban and rural development.
Under the above background, this will be the first concept of county economy, studied the characteristics and development trend, combined with the actual, concrete embodiment to study these characteristics and development trend in the city of Suifenhe. The county economic development path based on the mature domestic has certain reference significance for analysis, and then draw in the process of development of the county economy. We must identify the development of positioning, strive for the policy advantage, optimize the development environment and cultivate the advantages of industry enlightenment. The basic situation of Suifenhe City, the stage of development, research on several aspects of the main achievements and basic characteristics, fully understand the current situation of County Economic Development in Suifenhe city; from the geographical advantage, policy advantage, advantage, specific analysis several aspects of cultural advantages, illustrate the irreplaceable advantages of Suifenhe city county economic development status; through the study of the policy advantages of desalination, industrial structure The foundation is weak, the increasingly fierce competition, unfavorable factors and other sensitive aspects of the international situation, in-depth analysis of management authority is low, development space is limited, inadequate clearance capacity constraints. On this basis, the Suifenhe area, especially the city of Suifenhe in the future will still be the type of County Economic Development of border China pioneer and leader sheep, promote the fast development, the basic conclusion is of great significance to the prosperity and stability of the border area of our country, and puts forward the development of county economy in Suifenhe city should follow the development of tourism and trade, and actively promote industrial restructuring and upgrading, to focus on promoting the construction of the park, orderly rural city, strengthen the basic principles and the surrounding area the complementary advantages, proposed to further strengthen theoretical research, actively strive for a favorable policy environment for economic development, improve the functions of relevant departments, pay attention to form A policy oriented, increase publicity and training, make multiple matching services, opinions and suggestions to promote public income, provide a reference for the related decision, and hope to give some reference to the development of the economic development of counties in Suifenhe city to the border.
