【摘要】：近年來,伴隨我國經(jīng)濟的迅猛發(fā)展,對經(jīng)濟發(fā)展質(zhì)量及經(jīng)濟增長背后深層次原因也引發(fā)了各界的探究。在這種背景下,土地財政問題越來越多地成為國內(nèi)外學者廣泛關注的焦點。土地出讓金作為地方政府的一項預算外收入,近幾年伴隨著城市規(guī)模的不斷擴張,在地方財政收入中占據(jù)較大比重,這歸根結(jié)底取決于地方政府日益增長的財政支出以及拉動地方經(jīng)濟增長的需求。同時,伴隨房地產(chǎn)市場的繁榮發(fā)展,與土地相關的諸如土地增值稅、契稅等土地稅收收入也不斷增長,通過數(shù)據(jù)分析證明,土地財政是經(jīng)濟增長的重要影響因素。 一方面,地方政府將大量的城市新增土地通過有償出讓的方式轉(zhuǎn)讓給開發(fā)商或使用者,從而獲得巨額的土地出讓金與土地稅收收入,轉(zhuǎn)而投入到城鎮(zhèn)基礎設施或其他與經(jīng)濟發(fā)展相關聯(lián)的項目上去。土地資源作為一種重要的生產(chǎn)要素為地方政府進行城市建設提供資金支持,彌補因地方政府財權事權不對稱而引起的財政資金缺口,為城市經(jīng)濟的發(fā)展做出巨大的貢獻。 另一方面,由于我國土地資源有限,不可能無限制地依靠出讓土地來維持地方財政支出,所以土地財政所帶來的經(jīng)濟增長是不可持續(xù)的。隨著土地財政權重的持續(xù)加大,地方城市發(fā)展過程中各種問題日益凸顯。城市規(guī)模擴張嚴重、耕地面積逐漸萎縮、土地資源浪費嚴重以及房價居高不下等弊端日益暴露,不僅僅給國家宏觀調(diào)控造成了巨大的壓力,更影響到人民的安居樂業(yè)及國家的長治久安。 因此,在肯定土地財政對經(jīng)濟增長的正向效應的基礎上,通過對國外土地相關制度的借鑒,我國應適時調(diào)整我國未來土地制度發(fā)展的方向,改革政府現(xiàn)行征地制度和土地直接經(jīng)營制度,深化財稅體制改革,建立合理的政績考核體系,以適應市場經(jīng)濟發(fā)展的要求,為經(jīng)濟可持續(xù)、穩(wěn)健發(fā)展奠定基礎。
[Abstract]:In recent years , along with the rapid development of our country ' s economy , the deep reason behind the quality of economic development and the economic growth has also led to the research of various circles . In this background , the problem of land finance has become the focus of the scholars at home and abroad . On the one hand , the local government transfers large amount of urban new land to the developer or the user through paid - out transfer , thus obtaining the huge land transfer and the land tax revenue , and turning on to the urban infrastructure or other projects associated with the economic development . The land resources serve as an important production element to provide financial support for the urban construction of the local government , and make up for the great contribution to the development of the urban economy due to the financial gap caused by the asymmetry of the local government ' s property right . On the other hand , because of the limited land resources of our country , it is impossible to rely on the land to maintain the local financial expenditure , so the economic growth of the land finance is unsustainable . With the increasing of the weight of the land financial resources , the problems of the local urban development are becoming more and more prominent . Therefore , on the basis of affirming the positive effect of land finance on economic growth , through the reference of foreign land - related system , our country should adjust our country ' s future land system development direction , reform the government ' s current land acquisition system and the land direct management system , deepen the reform of the financial and taxation system , and establish a reasonable system of performance appraisal , so as to meet the requirements of the development of the market economy , and lay the foundation for the sustainable and steady development of the economy .
