【摘要】：《山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃》中明確提出要加強(qiáng)海洋生態(tài)文明建設(shè)，大力發(fā)展循環(huán)經(jīng)濟(jì)，認(rèn)真貫徹落實(shí)國(guó)家節(jié)能減排政策，以提高資源產(chǎn)出率為目標(biāo)，探索創(chuàng)新循環(huán)經(jīng)濟(jì)發(fā)展模式，促進(jìn)海洋循環(huán)經(jīng)濟(jì)發(fā)展。城市是山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展的載體，山東半島藍(lán)色經(jīng)濟(jì)建設(shè)對(duì)城市循環(huán)經(jīng)濟(jì)的發(fā)展提出了新的要求，發(fā)展城市循環(huán)經(jīng)濟(jì)是作為建設(shè)山東半島藍(lán)色經(jīng)濟(jì)區(qū)，實(shí)現(xiàn)海洋生態(tài)文明的重要途徑和重要內(nèi)容，符合山東半島藍(lán)色經(jīng)濟(jì)區(qū)生態(tài)保護(hù)原則的題中之義，與藍(lán)色經(jīng)濟(jì)發(fā)展相輔相成、互相促進(jìn)。 本論文研究主要結(jié)合理論研究與實(shí)證分析、文獻(xiàn)分析和系統(tǒng)論相結(jié)合、定性分析與定量分析相結(jié)合的方法。試圖通過(guò)對(duì)城市循環(huán)經(jīng)濟(jì)發(fā)展的概述，，結(jié)合山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃與發(fā)展戰(zhàn)略，分析山東半島藍(lán)色經(jīng)濟(jì)區(qū)和城市循環(huán)經(jīng)濟(jì)發(fā)展的相互關(guān)系，對(duì)山東半島六城市循環(huán)經(jīng)濟(jì)發(fā)展模式進(jìn)行比較和論述，建立新的沿海城市循環(huán)經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系，對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)六城市循環(huán)經(jīng)濟(jì)發(fā)展水平作出科學(xué)評(píng)價(jià)，根據(jù)評(píng)價(jià)結(jié)果和各城市的發(fā)展成果，對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展提出相應(yīng)的對(duì)策與建議。 本論文主要進(jìn)行了以下研究： 1、城市循環(huán)經(jīng)濟(jì)理論與實(shí)踐分析：理論上，對(duì)國(guó)內(nèi)外城市循環(huán)經(jīng)濟(jì)和我國(guó)沿海城市循環(huán)經(jīng)濟(jì)體系和評(píng)價(jià)指標(biāo)體系進(jìn)行闡述，實(shí)踐上，城市循環(huán)經(jīng)濟(jì)實(shí)踐狀況進(jìn)行概述，對(duì)國(guó)內(nèi)外沿海城市循環(huán)經(jīng)濟(jì)實(shí)踐范例進(jìn)行分析綜述。 2、山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)背景下城市循環(huán)經(jīng)濟(jì)發(fā)展關(guān)系分析：對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)下對(duì)城市循環(huán)經(jīng)濟(jì)新的要求進(jìn)行了概述。 3、山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)分析：建立適合沿海城市循環(huán)經(jīng)濟(jì)發(fā)展的評(píng)價(jià)指標(biāo)體系，根據(jù)2011年發(fā)展數(shù)據(jù)，運(yùn)用SPSS分析方法對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行了統(tǒng)計(jì)評(píng)價(jià)，并對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析。對(duì)六個(gè)城市的循環(huán)經(jīng)濟(jì)發(fā)展模式進(jìn)行了總結(jié)。 4、深化山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展的對(duì)策分析與建議：根據(jù)山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展的具體情況和具體要求，以及山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)得出的結(jié)論，分析山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)的發(fā)展重點(diǎn)和方向，對(duì)深化山東半島藍(lán)色經(jīng)濟(jì)區(qū)城市循環(huán)經(jīng)濟(jì)發(fā)展提出相應(yīng)的建議和策略。 5、最后提出了明確藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展內(nèi)涵，強(qiáng)化藍(lán)色經(jīng)濟(jì)區(qū)循環(huán)經(jīng)濟(jì)發(fā)展認(rèn)同感；加強(qiáng)法律保護(hù)和地方監(jiān)管，推廣循環(huán)產(chǎn)業(yè)體系和循環(huán)產(chǎn)業(yè)鏈發(fā)展；構(gòu)建特色發(fā)展模式，從推進(jìn)工業(yè)結(jié)構(gòu)調(diào)整，優(yōu)化循環(huán)經(jīng)濟(jì)產(chǎn)業(yè)體系，循環(huán)型服務(wù)業(yè)體系建設(shè)，和循環(huán)型社會(huì)體系建設(shè)等三個(gè)方面構(gòu)建循環(huán)經(jīng)濟(jì)發(fā)展模式，統(tǒng)籌規(guī)劃經(jīng)濟(jì)發(fā)展，制定協(xié)調(diào)發(fā)展機(jī)制等方面對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)中的城市循環(huán)經(jīng)濟(jì)發(fā)展提出對(duì)策建議。
[Abstract]:The "Development Plan for the Blue Economic Zone of the Shandong Peninsula" clearly proposes to strengthen the construction of marine ecological civilization, vigorously develop circular economy, conscientiously implement the national policy on energy conservation and emission reduction, and aim at improving the productivity of resources. The city is the carrier of the development of the blue economic zone of Shandong Peninsula, and the blue economic construction of Shandong Peninsula puts forward new requirements for the development of the urban circular economy. The development of urban circular economy is an important way and important content to construct the blue economic zone of Shandong Peninsula and realize the marine ecological civilization, which accords with the meaning of ecological protection principle of the blue economic zone of Shandong Peninsula. And blue economic development complement each other, promote each other. This paper mainly combines theoretical research and empirical analysis, literature analysis and system theory, qualitative analysis and quantitative analysis. Based on the development planning and development strategy of Shandong Peninsula Blue Economic Zone, this paper analyzes the relationship between Shandong Peninsula Blue Economic Zone and the development of urban circular economy. This paper compares and discusses the development models of circular economy in six cities of Shandong Peninsula, and establishes a new evaluation index system for the level of circular economy development in coastal cities. This paper makes a scientific evaluation on the development level of circular economy in six cities in the blue economic zone of Shandong Peninsula, according to the evaluation results and the development results of each city. This paper puts forward the corresponding countermeasures and suggestions for the development of urban circular economy in the blue economic zone of Shandong Peninsula. This thesis mainly carries on the following research: 1. The theory and practice analysis of urban circular economy: theoretically, it expounds the domestic and foreign city circular economy and our coastal city circular economy system and evaluation index system, in practice. This paper summarizes the practice of urban circular economy, and analyzes and summarizes the practice examples of circular economy in coastal cities at home and abroad. 2. Under the background of the construction of the blue economic zone of Shandong Peninsula, this paper analyzes the relationship between the development of urban circular economy and the new requirements of the urban circular economy under the construction of the blue economic zone of Shandong Peninsula. 3. Evaluation and analysis of the development level of urban circular economy in the blue economic zone of Shandong peninsula: establish an evaluation index system suitable for the development of circular economy in coastal cities, according to the development data of 2011. The development level of urban circular economy in blue economic zone of Shandong Peninsula is statistically evaluated by using SPSS analysis method, and the evaluation results are analyzed, and the development modes of circular economy in six cities are summarized. 4. To deepen the countermeasures and suggestions for the development of urban circular economy in the blue economic zone of Shandong Peninsula: according to the specific conditions and specific requirements of the development of the blue economic zone of Shandong Peninsula. As well as the Shandong Peninsula blue economic zone city circular economy development level evaluation conclusion, analyzes the Shandong peninsula blue economic zone construction development key point and the direction. Some suggestions and strategies are put forward to deepen the development of urban circular economy in the blue economic zone of Shandong Peninsula. Finally, it puts forward the definition of the development of blue economic zone, and strengthens the identity of circular economy development of blue economic zone; Strengthening legal protection and local supervision and promoting the development of circular industrial system and circular industrial chain; Construct the characteristic development mode, from three aspects of promoting the adjustment of industrial structure, optimizing the industrial system of circular economy, constructing the system of circular service industry, and constructing the system of circular society, the development mode of circular economy is constructed. This paper puts forward countermeasures and suggestions for the development of urban circular economy in the construction of blue economic zone of Shandong Peninsula from the aspects of overall planning of economic development and establishment of coordinated development mechanism.
