【摘要】：區(qū)域經(jīng)濟(jì)的平衡發(fā)展是區(qū)域經(jīng)濟(jì)發(fā)展的內(nèi)在要求和基本的空間演變規(guī)律。在當(dāng)今世界經(jīng)濟(jì)發(fā)展過(guò)程中,無(wú)論是發(fā)展中國(guó)家還是發(fā)達(dá)國(guó)家都存在區(qū)域經(jīng)濟(jì)不平衡問(wèn)題,區(qū)域經(jīng)濟(jì)發(fā)展不平衡性是普遍存在的。經(jīng)濟(jì)發(fā)展的不平衡性程度在適當(dāng)?shù)姆秶鷥?nèi)能促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步、人民生活水平和幸福指數(shù)的提高,但是過(guò)分懸殊的區(qū)域經(jīng)濟(jì)不平衡,則會(huì)阻礙區(qū)域經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步,甚至有可能會(huì)導(dǎo)致社會(huì)不安定,一國(guó)或區(qū)域經(jīng)濟(jì)癱瘓。2004年,國(guó)家針對(duì)中部6省制定了中部崛起戰(zhàn)略,旨在提升中部地區(qū)經(jīng)濟(jì)發(fā)展,縮小與東部的差距。2012年國(guó)務(wù)院又批復(fù)了《中原經(jīng)濟(jì)區(qū)規(guī)劃》,進(jìn)一步明確和細(xì)化了中部崛起戰(zhàn)略的相關(guān)內(nèi)容與要求。中原經(jīng)濟(jì)區(qū)是全國(guó)主體功能區(qū)規(guī)劃的重點(diǎn)開(kāi)發(fā)區(qū)域,其以河南省為主體,涵蓋山西、河北、安徽、山東等省份的部分地區(qū)。河南省作為中原經(jīng)濟(jì)區(qū)的核心區(qū)域,是我國(guó)的經(jīng)濟(jì)大省、人口大省、農(nóng)業(yè)大省和新興工業(yè)大省,河南省的區(qū)域經(jīng)濟(jì)平衡發(fā)展對(duì)中部地區(qū)乃至全國(guó)的經(jīng)濟(jì)平衡發(fā)展與社會(huì)穩(wěn)定具有極其重要的意義。本文首先回顧了國(guó)內(nèi)外學(xué)術(shù)界關(guān)于區(qū)域經(jīng)濟(jì)平衡發(fā)展的主要理論,其次對(duì)理論的內(nèi)容和適用性進(jìn)行了評(píng)述,在此基礎(chǔ)上對(duì)河南省18個(gè)市和四大經(jīng)濟(jì)區(qū)的經(jīng)濟(jì)發(fā)展的平衡性進(jìn)行分析。在分析過(guò)程中運(yùn)用定性和定量相結(jié)合的分析方法,運(yùn)用單指標(biāo)分析法和多指標(biāo)綜合測(cè)算法對(duì)河南省省轄市層面的區(qū)域經(jīng)濟(jì)不平衡性進(jìn)行科學(xué)的定量分析,并對(duì)定量研究的結(jié)果進(jìn)行了分析與判定。根據(jù)分析結(jié)果,可以清晰地發(fā)現(xiàn),河南省18個(gè)市和四大經(jīng)濟(jì)區(qū)的區(qū)域經(jīng)濟(jì)發(fā)展不平衡程度過(guò)大,而且這種不平衡還會(huì)加劇;中原城市群是河南經(jīng)濟(jì)發(fā)展的核心,但是對(duì)周圍城市和地區(qū)輻射帶動(dòng)效應(yīng)差,豫北經(jīng)濟(jì)區(qū)和豫西豫西南經(jīng)濟(jì)區(qū)的有些城市和地區(qū)的經(jīng)濟(jì)發(fā)展對(duì)資源依賴性強(qiáng)、產(chǎn)業(yè)結(jié)構(gòu)單一,發(fā)展?jié)摿^低。最后,本論文根據(jù)以上研究對(duì)河南省區(qū)域經(jīng)濟(jì)失衡的深層次原因進(jìn)行了多角度討論和全面分析,建立了區(qū)域經(jīng)濟(jì)均衡發(fā)展機(jī)制。
[Abstract]:The balanced development of regional economy is the inherent requirement of regional economic development and the basic law of spatial evolution. Regional economic imbalances exist in both developing and developed countries. The imbalance of regional economic development is universal. The degree of imbalance in economic development can promote regional economic development, social progress, the improvement of people's living standard and happiness index. However, excessive disparity in regional economic imbalance will hinder regional economic development and social progress, and may even lead to social instability, a country or regional economic paralysis. 2004. The state has formulated a strategy for the rise of the central region in order to promote the economic development of the central region and narrow the gap between the central region and the east. In 2012, the State Council approved the Central Plains Economic Zone Plan. The Central Plains Economic Zone is the main function of the national planning of key development areas, its Henan Province as the main body, covering Shanxi, Hebei, Anhui. As the core region of the Central Plains Economic Zone, Henan Province is the economic province, the population province, the agriculture province and the emerging industry province of our country. The balanced development of regional economy in Henan province is of great significance to the balanced economic development and social stability in the central region and even the whole country. Firstly, this paper reviews the main theories of regional economic balance development in domestic and foreign academic circles. On. Secondly, the content and applicability of the theory are reviewed. On this basis, this paper analyzes the balance of economic development of 18 cities and four economic zones in Henan Province. In the process of analysis, the qualitative and quantitative analysis method is used. Using single index analysis method and multi-index comprehensive calculation method, this paper carries on the scientific quantitative analysis to the regional economic imbalance at the provincial and municipal level in Henan Province, and analyzes and judges the results of the quantitative research, according to the results of the analysis. It can be clearly found that 18 cities in Henan Province and the four major economic zones of the regional economic development imbalance degree is too large, and this imbalance will be aggravated; Urban agglomeration in Central Plains is the core of Henan's economic development, but it has poor radiation-driving effect on surrounding cities and regions. The economic development of some cities and regions in North Henan Economic Zone and Southwest Henan Economic Zone is strongly dependent on resources. The industrial structure is single and the development potential is low. Finally, based on the above research, this paper discusses and analyzes the deep-seated causes of the regional economic imbalance in Henan Province from various angles, and establishes the mechanism of balanced development of regional economy.
