【摘要】：目前,我國正處于加快發(fā)展的轉(zhuǎn)型期,在這個時期,地方政府發(fā)展區(qū)域經(jīng)濟面臨著諸多的問題和挑戰(zhàn),在這種背景下,本文重點分析轉(zhuǎn)型期地方政府區(qū)域經(jīng)濟發(fā)展有關(guān)作為的問題,希望給國內(nèi)地方政府提供一些借鑒和啟示。 本文在分析國內(nèi)外研究現(xiàn)狀以及有關(guān)基礎(chǔ)理論的基礎(chǔ)上,重點研究了三個方面的問題：第一,對國內(nèi)地方政府在發(fā)展區(qū)域經(jīng)濟中的問題進行了深入剖析。客觀地講,由于我國是計劃經(jīng)濟時代向市場經(jīng)濟時代轉(zhuǎn)變,許多政府職能沒有界定清楚,出現(xiàn)了政府越位、缺位、錯位等諸多的問題。全面分析這些問題,有利于本文針對問題提出對策與建議。第二,對國內(nèi)一些地方政府的經(jīng)驗教訓進行了深入分析。以濟南市市中區(qū)、杭州市下城區(qū)為例,分析了這兩個區(qū)級政府在發(fā)展區(qū)域經(jīng)濟中的好經(jīng)驗、好做法；以重慶市地方政府、內(nèi)蒙古呼和浩特市清水河縣政府為例,分析了他們在經(jīng)濟發(fā)展中出現(xiàn)的問題,這些經(jīng)驗和教訓,對于國內(nèi)縣區(qū)級政府發(fā)展地域經(jīng)濟,具有重要的啟示作用。第三,對國內(nèi)縣區(qū)級政府經(jīng)濟行為定位進行了分析。根據(jù)轉(zhuǎn)型期的特點及對地方政府經(jīng)濟行為的影響,明確了科學發(fā)展、實事求是、因地制宜、市場主導四個基本原則,主要是對于地方政府經(jīng)濟行為定位及發(fā)展經(jīng)濟措施進行了重點分析,對于地方政府發(fā)展經(jīng)濟的保障措施進行了研究。 論文的創(chuàng)新點就在于結(jié)合自己政府機關(guān)工作的優(yōu)勢,對于一些經(jīng)濟發(fā)展中的措施進行了深入思考和研究,特別是在對濟南市市中區(qū)的經(jīng)濟發(fā)展中,提出了一些自己的看法。同時,結(jié)合工作實際,對于下一步地方政府發(fā)展經(jīng)濟行為,提出了一些創(chuàng)新性的觀點和對策。論文的不足之處在于自己的理論水平有限,對于一些問題的研究還不夠深入,下一步需要繼續(xù)改進和完善。
[Abstract]:At present, our country is in the transition period of accelerating development, in this period, the local government is faced with many problems and challenges in the development of regional economy, in this context. This paper focuses on the analysis of the regional economic development of local governments in the transitional period, hoping to provide some reference and inspiration to the local governments in China. Based on the analysis of domestic and foreign research status and related basic theories, this paper focuses on three aspects: first. This paper makes a thorough analysis of the problems of local governments in the development of regional economy. Objectively speaking, due to the transition from planned economy to market economy, many government functions have not been clearly defined. The emergence of government offside, vacancy, dislocation and many other problems. A comprehensive analysis of these problems is conducive to this paper to put forward countermeasures and suggestions. Second. The experiences and lessons of some local governments in China are analyzed in depth. Taking the central district of Jinan and the lower part of Hangzhou as an example, the good experiences and practices of the two regional governments in the development of regional economy are analyzed. Taking the local government of Chongqing and the government of Qingshuihe County of Hohhot City, Inner Mongolia as an example, this paper analyzes their problems in economic development. These experiences and lessons are of great importance to the development of regional economy for the local governments at the county and district levels in China. Third, it analyzes the orientation of the economic behavior of the domestic county and district government. According to the characteristics of the transition period and the impact on the economic behavior of the local government, it clarifies the scientific development and seeks truth from facts. According to local conditions, there are four basic principles of market leading, mainly focusing on the orientation of local government's economic behavior and economic development measures, and researching on the safeguard measures of local government's economic development. The innovation of the thesis lies in the combination of the advantages of the work of our government agencies, some measures of economic development have been deeply considered and studied, especially in the economic development of the central district of Jinan. At the same time, combined with the actual work, the next step for the local government to develop economic behavior. Some innovative viewpoints and countermeasures are put forward. The deficiency of this paper is that its theoretical level is limited and the research on some problems is not deep enough. The next step is to continue to improve and improve.
