【摘要】：傳統(tǒng)經(jīng)濟發(fā)展帶來的許多社會、環(huán)境問題，已成為威脅人類生存和發(fā)展的嚴峻挑戰(zhàn)。怎樣處理經(jīng)濟發(fā)展與資源、環(huán)境的矛盾，保障經(jīng)濟社會的可持續(xù)發(fā)展，，越來越成為人們廣泛關注的問題。循環(huán)經(jīng)濟作為一種符合可持續(xù)發(fā)展理念的經(jīng)濟增長模式，成為各國解決經(jīng)濟發(fā)展與資源、環(huán)境沖突的有效途徑。在循環(huán)經(jīng)濟發(fā)展模式下，產(chǎn)業(yè)結構的調(diào)整與升級也被賦予了新的內(nèi)涵。 當前資源瓶頸和環(huán)境破壞已成為制約浙江省經(jīng)濟社會發(fā)展的重要因素。如何進行有效的產(chǎn)業(yè)結構調(diào)整，在根本上突破資源瓶頸的束縛，減輕生態(tài)環(huán)境的壓力，已經(jīng)成為擺在我們面前的一個重要課題。 本文通過對循環(huán)經(jīng)濟發(fā)展與產(chǎn)業(yè)結構優(yōu)化的相關性進行分析來說明發(fā)展循環(huán)經(jīng)濟有利于促進產(chǎn)業(yè)結構的優(yōu)化調(diào)整和升級，并運用數(shù)學工具構建了循環(huán)經(jīng)濟理念下的產(chǎn)業(yè)結構調(diào)整模型。從發(fā)展循環(huán)經(jīng)濟的角度出發(fā)，針對浙江省產(chǎn)業(yè)結構現(xiàn)狀進行分析，運用經(jīng)濟效益、資源效率和環(huán)境承載力三者的相互關系的模型對浙江省產(chǎn)業(yè)現(xiàn)狀進行生態(tài)評價。根據(jù)浙江省的現(xiàn)狀和經(jīng)濟發(fā)展存在的問題，提出在浙江省產(chǎn)業(yè)結構調(diào)整中注入循環(huán)經(jīng)濟理念，促進浙江省產(chǎn)業(yè)結構的優(yōu)化和升級，克服浙江省經(jīng)濟發(fā)展過程中存在的資源瓶頸，緩解環(huán)境壓力，實現(xiàn)浙江省經(jīng)濟社會的可持續(xù)發(fā)展。從循環(huán)經(jīng)濟模式下產(chǎn)業(yè)結構調(diào)整的目標、重點等方面制定了一個循環(huán)經(jīng)濟理念下的浙江省產(chǎn)業(yè)結構優(yōu)化體系。 本文研究主要分為以下幾個部分： 首先是緒論與相關理論研究，在介紹研究背景與意義以及國內(nèi)外研究現(xiàn)狀的基礎上，分析循環(huán)經(jīng)濟影響產(chǎn)業(yè)結構優(yōu)化的機理，闡述循環(huán)經(jīng)濟基本理論，并嘗試構建循環(huán)經(jīng)濟理論下的產(chǎn)業(yè)結構優(yōu)化模型。 其次是對浙江產(chǎn)業(yè)結構特點進行分析，對資源環(huán)境進行評價。通過研究浙江產(chǎn)業(yè)結構演進軌跡，重點探討浙江產(chǎn)業(yè)結構現(xiàn)狀，分析其存在的問題，并對浙江省產(chǎn)業(yè)結構的生態(tài)情況進行評價。 再次是探討在循環(huán)經(jīng)濟模式下如何實現(xiàn)浙江產(chǎn)業(yè)結構優(yōu)化。分析以循環(huán)經(jīng)濟發(fā)展促進浙江產(chǎn)業(yè)結構優(yōu)化的意義。在產(chǎn)業(yè)結構優(yōu)化目標的基礎上，通過實證分析，探討基于循環(huán)經(jīng)濟的浙江省產(chǎn)業(yè)結構優(yōu)化重點，提出如何優(yōu)化浙江省產(chǎn)業(yè)結構的對策和建議。 最后得出本文研究結論：產(chǎn)業(yè)結構要在循環(huán)經(jīng)濟“3R”原則的指導下優(yōu)化升級，實現(xiàn)經(jīng)濟的可持續(xù)發(fā)展�；谘h(huán)經(jīng)濟的浙江省產(chǎn)業(yè)結構優(yōu)化的目標是資源節(jié)約、生產(chǎn)清潔、經(jīng)濟高效和產(chǎn)業(yè)結構的合理化、高度化與生態(tài)化。優(yōu)化重點是改造傳統(tǒng)產(chǎn)業(yè)，大力發(fā)展高新產(chǎn)業(yè)，提升服務業(yè)比重等。
[Abstract]:Many social and environmental problems brought the traditional economic development, has become a serious challenge to the threat of human survival and development. How to deal with the economic development and resources, environmental contradictions, social economic sustainable development, has increasingly become a widespread concern. Circular economy is a sustainable development model of economic growth. Become the problems of economic development and resources, effective way of environmental conflict. In the development of circular economy mode, the adjustment and upgrading of industrial structure has also been given a new connotation.
The bottleneck of resources and environmental damage has become an important factor restricting economic and social development of Zhejiang province. How to adjust the industrial structure effectively, fundamentally break the shackles of the bottleneck of resources, alleviate the pressure of the environment, has become an important topic in front of us.
Based on the development of circular economy and the relationship between the industrial structure optimization is analyzed to illustrate the development of circular economy is conducive to promote the optimization of industrial structure adjustment and upgrading, and use mathematical tools to build up the industrial structure adjustment model under the concept of circular economy development. Starting from the perspective of circular economy, analyzing the current situation of Zhejiang province industry structure, the use of economic benefits, the relationship between three resources efficiency and environmental load model for the ecological evaluation of the current situation of Zhejiang province industry. According to the present situation and problems of the economic development of Zhejiang Province, put forward the concept of circular economy in Zhejiang Province, with the adjustment of industrial structure, promote the optimization and upgrading of the industrial structure of Zhejiang Province, to overcome the bottleneck of resources Zhejiang Province in the process of economic development, ease the pressure on the environment, realize the sustainable development of economy and society in Zhejiang province. From the circular economy mode The aim of the adjustment of the industrial structure is to make an optimization system of industrial structure in Zhejiang Province under the concept of circular economy.
This paper is divided into the following parts:
The first is the introduction and Research on related theories, based on introducing the background and significance of the research status at home and abroad on the study of circular economy analysis of influence mechanism of industrial structure optimization, discusses the basic theory of circular economy, and try to build a model of industrial structure optimization based on circular economy theory.
Secondly, we will analyze the characteristics of Zhejiang's industrial structure and evaluate the resources and environment. By studying the evolution track of Zhejiang's industrial structure, we will focus on the status quo of Zhejiang's industrial structure, analyze its existing problems, and evaluate the ecological situation of Zhejiang's industrial structure.
Once again, we discuss how to realize the optimization of the industrial structure in Zhejiang under the mode of circular economy to promote the optimization of industrial structure in Zhejiang. Analysis of the significance to the development of circular economy. Based on the goal of the optimization of the industrial structure, through empirical analysis, the study of the recycling economy in Zhejiang Province Based on the industrial structure optimization, puts forward how to optimize the industrial structure of Zhejiang province and the countermeasures and suggestions.
Finally, the article draws a conclusion: to upgrade in the "3R" principle of circular economy under the guidance of the industrial structure, to realize the sustainable development of economy. The circular economy and optimize the industrial structure of Zhejiang Province Based on resource conservation, cleaner production, economic efficiency and rationalization of industrial structure, height and ecological optimization is focused on. The transformation of traditional industries, develop high-tech industries, increase the proportion of the service industry.
