【摘要】:資源密集型和環(huán)境污染型的粗放型發(fā)展方式已經(jīng)導(dǎo)致嚴(yán)重的社會(huì)、經(jīng)濟(jì)和環(huán)境問題,嚴(yán)重制約我國經(jīng)濟(jì)的可持續(xù)發(fā)展。研究我國產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)經(jīng)濟(jì)發(fā)展與生態(tài)化之間的相互作用關(guān)系、空間分布規(guī)律、演化規(guī)律、關(guān)鍵影響因素以及基于資源稟賦的產(chǎn)業(yè)布局的優(yōu)化問題,對(duì)優(yōu)化產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng),實(shí)現(xiàn)可持續(xù)發(fā)展,具有重要理論意義和應(yīng)用價(jià)值。論文在對(duì)產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)內(nèi)涵界定的基礎(chǔ)上,從我國產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)產(chǎn)業(yè)布局現(xiàn)狀及資源稟賦分析、我國產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)經(jīng)濟(jì)發(fā)展與生態(tài)化之間的相互作用關(guān)系,以及考慮生態(tài)—經(jīng)濟(jì)相互作用關(guān)系和資源稟賦的產(chǎn)業(yè)布局優(yōu)化三個(gè)方面進(jìn)行了研究。首先對(duì)我國省域產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)的產(chǎn)業(yè)布局現(xiàn)狀、經(jīng)濟(jì)社會(huì)資源稟賦、自然資源稟賦和產(chǎn)業(yè)環(huán)境現(xiàn)狀與目標(biāo)進(jìn)行分析。其中,產(chǎn)業(yè)布局現(xiàn)狀主要從優(yōu)勢產(chǎn)業(yè)、產(chǎn)業(yè)同構(gòu)性和產(chǎn)業(yè)關(guān)聯(lián)三個(gè)方面進(jìn)行分析;經(jīng)濟(jì)社會(huì)資源稟賦主要從勞動(dòng)力資源、資本資源和科技資源三個(gè)方面進(jìn)行對(duì)比分析。結(jié)果發(fā)現(xiàn):除上海和北京外,其余各省優(yōu)勢產(chǎn)業(yè)主要集中在工業(yè)行業(yè);中部和西部地區(qū)部分省份間存在明顯的產(chǎn)業(yè)結(jié)構(gòu)同構(gòu)現(xiàn)象;經(jīng)濟(jì)社會(huì)資源從東部、中部向西部呈現(xiàn)逐步遞減的趨勢;西部地區(qū)與東中部地區(qū)相比,自然資源稟賦優(yōu)勢較為突出。對(duì)經(jīng)濟(jì)—生態(tài)相互作用關(guān)系的研究,首先基于PSR理論框架從產(chǎn)業(yè)經(jīng)濟(jì)發(fā)展和產(chǎn)業(yè)生態(tài)化兩個(gè)維度構(gòu)建產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)績效評(píng)價(jià)指標(biāo)體系。在此基礎(chǔ)上借助EKC理論對(duì)省域生態(tài)—經(jīng)濟(jì)相互作用關(guān)系模式、空間特征、演化規(guī)律及關(guān)鍵影響因素進(jìn)行研究,結(jié)果發(fā)現(xiàn)得到:生態(tài)—經(jīng)濟(jì)相互作用關(guān)系存在六種典型模式,分別為U型、倒U、N型、倒N、M型和W型。隨著經(jīng)濟(jì)發(fā)展水平的提高,生態(tài)—經(jīng)濟(jì)相互作用關(guān)系有從M型向N型和倒N型,然后向U型,最后向倒U型轉(zhuǎn)變的動(dòng)態(tài)演化規(guī)律。在不同經(jīng)濟(jì)發(fā)展階段,決定生態(tài)—經(jīng)濟(jì)相互作用關(guān)系的關(guān)鍵影響因素存在差異。產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)生態(tài)—經(jīng)濟(jì)相互作用關(guān)系和資源稟賦共同決定產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)布局優(yōu)化問題。根據(jù)產(chǎn)業(yè)生態(tài)經(jīng)濟(jì)系統(tǒng)所處相互作用關(guān)系階段不同,分別建立產(chǎn)業(yè)布局多目標(biāo)規(guī)劃模型。將各省市所處的生態(tài)—經(jīng)濟(jì)相互作用關(guān)系階段分為良性互動(dòng)階段和失調(diào)階段,良性互動(dòng)階段是隨著經(jīng)濟(jì)發(fā)展生態(tài)化水平提高的階段,產(chǎn)業(yè)布局優(yōu)化問題可以轉(zhuǎn)化為在滿足資源環(huán)境約束條件下,實(shí)現(xiàn)經(jīng)濟(jì)效益最大化的多目標(biāo)規(guī)劃問題;失調(diào)階段是指隨著經(jīng)濟(jì)發(fā)展生態(tài)惡化的階段,產(chǎn)業(yè)布局優(yōu)化問題可以轉(zhuǎn)化為在滿足經(jīng)濟(jì)增長和資源環(huán)境約束下,實(shí)現(xiàn)資源消耗和污染物排放最小化的多目標(biāo)規(guī)劃問題。在多目標(biāo)規(guī)劃的基礎(chǔ)上,從產(chǎn)業(yè)經(jīng)濟(jì)技術(shù)特征和產(chǎn)業(yè)環(huán)境特征兩個(gè)方面構(gòu)建優(yōu)勢產(chǎn)業(yè)群選擇指標(biāo)體系并利用Weaver-Thomas模型對(duì)區(qū)域優(yōu)勢產(chǎn)業(yè)群進(jìn)行識(shí)別,并選取北京、廣東和陜西三個(gè)典型區(qū)域進(jìn)行案例分析。最后,提出支撐優(yōu)勢產(chǎn)業(yè)群發(fā)展的最佳資源配置方案。
[Abstract]:The extensive development of resource intensive and environment pollution has caused serious social, economic and environmental issues, seriously restricting the sustainable development of China's economy. Study on the interaction relationship between economic development and ecological industry ecological economy system in China, the spatial distribution and evolution of the key impact factors and based on optimization the problem of resource endowment industry layout, to optimize the industrial ecological economic system, realize sustainable development, has important theoretical significance and application value. Based on the definition of the connotation of the industrial ecological economy system, from the analysis of China's industrial eco economic system of industrial layout and current situation of resource endowment, the interaction relationship between economic development and ecological industrial ecological economy system in our country, and considering the ecological and economic interaction and resource industry layout optimization in three aspects Was studied. Firstly the industrial layout situation of provincial industrial ecological economy system in our country, the economic and social resources, analyze the situation and target of natural resources endowment and industrial environment. The status of industrial layout, mainly from the three aspects of advantage industry, industrial isomorphism and industrial correlation analysis; economic and social resources mainly from three aspects of labor resources, capital resources and technological resources were analyzed. The results showed that in addition to Shanghai and Beijing, the provinces industries mainly concentrated in the industrial sectors; the central and western regions of the existing industrial structure isomorphism phenomenon obviously among provinces; economic and social resources from the eastern, central to the West gradually decreasing trend compared with the western region; the eastern and central regions, natural resource endowment advantage is more prominent. Research on the economic interaction between the first. The framework of PSR theory from the industrial economic development and industrial ecology in two dimensions of the performance evaluation index system of industry based on ecological economic system. On the basis of using the EKC theory to the provincial eco - economic interaction model, spatial characteristics, evolution and the key influencing factors were studied, the results showed that: there are six kinds of typical models eco economic interactions were U type, N type, U, N, M and W. According to the industrial ecological economic system for the stage of interaction between different industrial layout are established the multi-objective programming model. The relationship between the stage of ecological economic interaction in various provinces and cities are divided into benign interaction phase and offset phase, positive interaction with the economic development stage is the ecological improvement stage, industrial layout the optimization problem can be transformed to meet the constraints of resource and environment, realize the multi-objective programming problem of maximizing the economic benefits; imbalance stage refers to the worsening of the ecological and economic development, industrial layout optimization problem can be transformed to meet the economic growth and the restriction of resource and environment, realize the multi-objective programming problems in resource consumption and pollutant emissions minimum. Based on multi-objective planning, construction advantages from two aspects of economic and technical features and characteristics of industrial environment The index system of industrial cluster selection is identified by Weaver-Thomas model, and three typical regions of Beijing, Guangdong and Shaanxi are analyzed. Finally, the best resource allocation scheme supporting the development of superior industrial clusters is proposed.
