【摘要】:經(jīng)濟發(fā)展方式與勞動力就業(yè)是相互聯(lián)系相互制約的,共同影響一國的經(jīng)濟發(fā)展。當(dāng)前,由于資源和環(huán)境對經(jīng)濟發(fā)展的制約,我國亟待轉(zhuǎn)變現(xiàn)有的粗放型經(jīng)濟發(fā)展模式,采用更加注重經(jīng)濟發(fā)展質(zhì)量的集約型經(jīng)濟發(fā)展模式。在轉(zhuǎn)變經(jīng)濟發(fā)展方式的過程中,需求結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)以及要素投入的變化都會對勞動力就業(yè)產(chǎn)生一定的影響。如何在促進經(jīng)濟發(fā)展方式轉(zhuǎn)變的同時兼顧解決就業(yè)問題,推進我國就業(yè)總量的提升與就業(yè)結(jié)構(gòu)的完善,以實現(xiàn)在經(jīng)濟發(fā)展方式轉(zhuǎn)變過程中有效促進就業(yè)是本文研究的主要內(nèi)容。 國內(nèi)外經(jīng)濟學(xué)者的研究成果為探析我國經(jīng)濟發(fā)展方式轉(zhuǎn)變與勞動力就業(yè)的關(guān)系提供了堅實的理論基礎(chǔ)。許多國家經(jīng)濟發(fā)展的經(jīng)驗事實都充分說明了在轉(zhuǎn)變經(jīng)濟發(fā)展方式的過程中,勞動力就業(yè)的波動是必然的。在經(jīng)濟發(fā)展方式轉(zhuǎn)變的過程中,,促進就業(yè)增長與阻礙就業(yè)增長的因素共同作用,使得就業(yè)規(guī)模不能有效的擴大,就業(yè)結(jié)構(gòu)的變動也難以趨于合理。本文首先從理論上分析了經(jīng)濟發(fā)展和就業(yè)之間的相關(guān)關(guān)系,認為經(jīng)濟發(fā)展與就業(yè)之間存在著相互促進的關(guān)系。接著,根據(jù)我國經(jīng)濟發(fā)展方式轉(zhuǎn)變的國內(nèi)外背景以及轉(zhuǎn)變的過程,揭示了轉(zhuǎn)變經(jīng)濟發(fā)展方式的內(nèi)涵,尤其在促進勞動力就業(yè)過程中要注重“以人為本”的理念。通過對我國經(jīng)濟發(fā)展的就業(yè)現(xiàn)狀的分析,包括基本分析、就業(yè)彈性的分析以及國際比較分析,發(fā)現(xiàn)我國的經(jīng)濟發(fā)展未能有效地促進就業(yè),經(jīng)濟增長與就業(yè)增長、產(chǎn)業(yè)結(jié)構(gòu)與就業(yè)結(jié)構(gòu)之間仍然存在著發(fā)展的不協(xié)調(diào)。接下來,針對我國仍然處在需求結(jié)構(gòu)不合理、產(chǎn)業(yè)結(jié)構(gòu)不完善、要素投入不足的現(xiàn)狀,從我國經(jīng)濟發(fā)展方式轉(zhuǎn)變的三大主要內(nèi)容對就業(yè)產(chǎn)生的影響進行探析,包括需求結(jié)構(gòu)的各因素變動對就業(yè)規(guī)模的影響、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級對就業(yè)結(jié)構(gòu)的影響以及要素投入中技術(shù)進步和勞動者素質(zhì)提升對就業(yè)的影響。 綜合本文的分析,在我國經(jīng)濟發(fā)展方式轉(zhuǎn)變的過程中,必須通過積極擴大消費需求、促進第三產(chǎn)業(yè)和新興產(chǎn)業(yè)發(fā)展、大力發(fā)展教育等對策來有效促進就業(yè)規(guī)模的增加和就業(yè)結(jié)構(gòu)的改善,實現(xiàn)經(jīng)濟發(fā)展方式轉(zhuǎn)變與就業(yè)空間拓展的雙重目標。
[Abstract]:The mode of economic development and employment are interrelated and mutual restraint, mutual influence the economic development of a country. At present, due to the restriction of resources and environment on economic development, our country need to change the extensive economic development mode of the existing, the intensive economic development mode, pay more attention to the quality of economic development. In the process of transformation of the mode of economic development in the demand structure, industrial structure and change of input elements will have a certain impact on the employment of labor force. At the same time, how to change the mode of economic development in promoting the consideration of solving the employment problem, promote the perfection of China's total employment promotion and employment structure, in order to achieve in the process of transformation of economic development mode in the effective promotion of employment is the main the research content of this paper.
Provide a solid theoretical basis between the research results of domestic and foreign scholars for the economic transformation of the mode of China's economic development and labor employment. In the economic development of many countries are fully explained in the process of changing the mode of economic development, employment volatility is inevitable. In the process of changing the mode of economic development in the, promote employment growth and employment growth factors hinder the common effect of the employment scale can not be effectively enlarged, the change of employment structure is also difficult to become more reasonable. This paper theoretically analyzes the relationship between economic development and employment, think the relation of mutual promotion between economic development and employment. Then, according to the process of change China's economic development mode and the transformation of the domestic and international background, reveals the meaning of changing the mode of economic development, especially in promoting labor employment In the process should pay attention to the "people-oriented" concept. Through the analysis of the current employment situation of China's economic development, including basic analysis, analysis and international comparative analysis of employment elasticity, it is found that the economic development of our country to effectively promote employment, economic growth and employment growth, between industrial structure and employment structure still exists in the development of no coordination. Next, in view of our country is still in the demand structure is not reasonable, the industrial structure is not perfect, the shortage of inputs the status quo, analysis of effects of three main content from China's economic development mode change of employment, including the factors of demand structure changes on employment scale, industrial structure optimization and upgrading technology impact on the employment structure, inputs in progress and improve quality of workers to employment.
Finally, in the process of China's economic development mode change, must by actively expand consumer demand, promote the third industry and the development of emerging industries, vigorously develop education and Countermeasures to effectively promote the employment scale and the improvement of employment structure, the dual goals change the mode of economic development and employment space development.
