【摘要】：我國縣域經(jīng)濟占據(jù)著十分重要的位置，是國民經(jīng)濟的主體。縣域經(jīng)濟良好發(fā)展是國家政權(quán)得以鞏固的基礎(chǔ)，它的發(fā)展強化了國民經(jīng)濟的根基。由于歷史和政策等原因，中國縣域經(jīng)濟的發(fā)展不是很完善，為此，黨的“十六大”提出了“壯大縣域經(jīng)濟”的號召。 論文采用規(guī)范分析與實證分析方法相結(jié)合的研究方法，闡述了黑龍江省湯原縣域經(jīng)濟發(fā)展情況和發(fā)展特點，對存在的主要問題及其原因進行了詳實的分析，最后針對湯原縣域經(jīng)濟發(fā)展中所存在的問題，提出了促進湯原縣縣域經(jīng)濟發(fā)展的對策和建議，可以為黑龍江湯原縣縣域經(jīng)濟的發(fā)展提供一定的政策參考。 當(dāng)前，湯原縣發(fā)展具有經(jīng)濟規(guī)模不斷擴大、經(jīng)濟增長速度越來越快、城鎮(zhèn)化進程加快等特點。在闡釋黑龍江省湯原縣縣域經(jīng)濟發(fā)展現(xiàn)狀的基礎(chǔ)上，，分析了其在發(fā)展中所存在的主要問題：就業(yè)率低與發(fā)展成本高、地方政府財力不足、地區(qū)發(fā)展不平衡、經(jīng)濟發(fā)展后勁不足及產(chǎn)業(yè)結(jié)構(gòu)不盡合理等。而教育資源有限及科技水平低、縣域經(jīng)濟自主增長乏力、地理區(qū)位的不利影響、體制、教育資源和科技水平的束縛、對縣域產(chǎn)業(yè)協(xié)調(diào)發(fā)展的重要性認識不夠則是這些問題產(chǎn)生的主要原因。 針對黑龍江省湯原縣縣域經(jīng)濟的實際發(fā)展情況及問題，最終得以提出促進黑龍江省湯原縣縣域經(jīng)濟發(fā)展的對策建議。首先提出了立足本地資源優(yōu)勢和三次產(chǎn)業(yè)協(xié)調(diào)發(fā)展原則；進而提出了促進湯原縣縣域經(jīng)濟發(fā)展的對策：促進科技水平提高、拓寬財政籌資渠道、發(fā)展效益型農(nóng)業(yè)，轉(zhuǎn)變經(jīng)濟增長方式。
[Abstract]:The county economy occupies a very important position and is the main part of the national economy. The good development of the county economy is the basis for the consolidation of the state power. Its development has strengthened the foundation of the national economy. Because of the history and policy, the development of China's county economy is not very perfect. Therefore, the 16th National Congress of the Party put forward the call to "strengthen the county economy". This paper adopts the research method of combining normative analysis and empirical analysis, expounds the development and characteristics of Tangyuan County economy in Heilongjiang Province, and makes a detailed analysis of the main problems and their causes. Finally, aiming at the problems existing in the development of Tangyuan county economy, this paper puts forward some countermeasures and suggestions to promote the development of Tangyuan county economy, which can provide a certain policy reference for the development of Heilongjiang Tangyuan county county economy. At present, the development of Tangyuan County has the characteristics of expanding the economic scale, increasing the speed of economic growth, speeding up the process of urbanization, etc. On the basis of explaining the present situation of the county economic development in Tangyuan County, Heilongjiang Province. The main problems in development are analyzed: low employment rate, high development cost, insufficient local government financial resources and unbalanced regional development. However, limited educational resources and low level of science and technology, lack of independent growth of the county economy, adverse effects of geographical location, system, educational resources and technological level constraints. Insufficient understanding of the importance of coordinated development of county industries is the main reason for these problems. In view of the actual development situation and problems of county economy in Tangyuan County of Heilongjiang Province. Finally, the countermeasures and suggestions to promote the county economy development in Tangyuan County, Heilongjiang Province are put forward. Firstly, the principle of coordinated development of three industries based on the advantages of local resources is put forward. The countermeasures to promote the development of county economy in Tangyuan County are put forward, such as improving the level of science and technology, widening the channels of finance financing, developing beneficial agriculture and changing the mode of economic growth.
