【摘要】：改革開(kāi)放以來(lái),B區(qū)作為SZ市經(jīng)濟(jì)特區(qū)的重要組成部分之一,充分利用特區(qū)的政策優(yōu)勢(shì),相對(duì)廉價(jià)的用地、勞工等成本優(yōu)勢(shì)和毗連港澳的地緣人文優(yōu)勢(shì),大力招商引資,發(fā)展加工制造業(yè),區(qū)域經(jīng)濟(jì)30余年來(lái)快速發(fā)展,經(jīng)濟(jì)總量急劇擴(kuò)張,經(jīng)濟(jì)實(shí)力大幅提升,建立了以工業(yè)為主體的外向型經(jīng)濟(jì)大區(qū)。 然而,2008年金融危機(jī)爆發(fā)以來(lái)全球經(jīng)濟(jì)滯漲、國(guó)內(nèi)經(jīng)濟(jì)增速放緩深刻影響了B區(qū)以出口為導(dǎo)向的外向型經(jīng)濟(jì)的增長(zhǎng)；同時(shí)B區(qū)面臨著因于發(fā)展進(jìn)程的轉(zhuǎn)型升級(jí)的客觀要求。如何在錯(cuò)綜復(fù)雜的國(guó)際國(guó)內(nèi)經(jīng)濟(jì)環(huán)境中充分發(fā)掘自身優(yōu)勢(shì),尋找有利機(jī)會(huì),吸引更多優(yōu)質(zhì)外資進(jìn)一步營(yíng)造優(yōu)勢(shì)發(fā)展經(jīng)濟(jì),成了現(xiàn)階段擺在B區(qū)面前的重要而迫切的現(xiàn)實(shí)課題。 本文作者結(jié)合在該領(lǐng)域多年的工作實(shí)踐經(jīng)驗(yàn),在招商引資有關(guān)理論的指導(dǎo)下,利用PEST模型、SWOT分析法、IFE-EFE矩陣、4Rs策略等現(xiàn)代戰(zhàn)略管理工具,對(duì)B區(qū)利用外資的外部機(jī)會(huì)和威脅、內(nèi)部?jī)?yōu)勢(shì)和劣勢(shì)進(jìn)行了細(xì)致的分析；指出B區(qū)招商引資面臨有利的S+O外部環(huán)境和內(nèi)部環(huán)境,應(yīng)實(shí)施積極的、主動(dòng)的擴(kuò)張性戰(zhàn)略并提出了目標(biāo)集聚、國(guó)際化和CI導(dǎo)入三戰(zhàn)略,冀為該區(qū)在新的宏觀環(huán)境下、新的發(fā)展階段,更好地組織招商引資、發(fā)展區(qū)域經(jīng)濟(jì)、實(shí)現(xiàn)區(qū)域發(fā)展戰(zhàn)略目標(biāo)。
[Abstract]:Since the reform and opening up, as an important part of SZ special economic zone, area B has made full use of the special zone's policy advantages, relatively cheap land, labor and other cost advantages, and adjacent to Hong Kong and Macao's geographical and cultural advantages. In the past 30 years, the regional economy has developed rapidly, the total amount of economy has expanded rapidly, the economic strength has been greatly improved, and the export-oriented economic region with industry as the main body has been established. However, since the financial crisis broke out in 2008, the stagflation of the global economy, the slowdown of domestic economic growth has deeply affected the export-oriented growth of export-oriented economy in area B; At the same time, area B is faced with the objective requirements of transformation and upgrading due to the development process. How to fully explore its own advantages and opportunities in the intricate international and domestic economic environment. Attracting more high quality foreign capital to further create advantages to develop the economy has become an important and urgent practical issue in front of area B at the present stage. In this paper, the author combines the practical experience in this field for many years, under the guidance of the theory of attracting investment, using the PEST model SWOT analysis method of IFE-EFE matrix. 4Rs strategy and other modern strategic management tools, the external opportunities and threats, internal strengths and weaknesses of the utilization of foreign capital in area B are analyzed in detail. It is pointed out that area B faces favorable external and internal environment of S O, and should carry out positive and active expansionary strategy and put forward three strategies of target agglomeration, internationalization and CI introduction. In the new macro environment and new stage of development, Hebei province can better organize investment, develop regional economy and realize the strategic goal of regional development.
