【摘要】：自二十世紀(jì)八十年代鄧小平總書(shū)記提出改革開(kāi)放以來(lái)，，我國(guó)的經(jīng)濟(jì)開(kāi)發(fā)區(qū)在國(guó)家政策指導(dǎo)下得到飛速發(fā)展。據(jù)相關(guān)數(shù)據(jù)統(tǒng)計(jì)，在僅占國(guó)土面積萬(wàn)分之一的土地上，五十四個(gè)國(guó)家經(jīng)濟(jì)開(kāi)發(fā)區(qū)產(chǎn)生的GDP（國(guó)內(nèi)生產(chǎn)總值）占到了全國(guó)生產(chǎn)總值的4.49%，工業(yè)增加值達(dá)到7.85%。大量的數(shù)據(jù)表明，現(xiàn)階段經(jīng)濟(jì)開(kāi)發(fā)區(qū)的成功發(fā)展已成為引領(lǐng)我國(guó)經(jīng)濟(jì)飛速發(fā)展的領(lǐng)頭羊。但具體到實(shí)際情況中，各地經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展?fàn)顩r卻存在很大的差距：成熟經(jīng)濟(jì)開(kāi)發(fā)區(qū)中，園區(qū)內(nèi)的投融資、管理經(jīng)驗(yàn)、園區(qū)與城市的協(xié)調(diào)發(fā)展、產(chǎn)業(yè)集聚和企業(yè)的集約化程度上有著較為成熟的運(yùn)作模式，而落后的經(jīng)濟(jì)開(kāi)發(fā)區(qū)中因經(jīng)驗(yàn)不足，存在盲目照搬發(fā)達(dá)開(kāi)發(fā)區(qū)發(fā)展模式的現(xiàn)象，少數(shù)地區(qū)的領(lǐng)導(dǎo)班子因政績(jī)需要，違背自身實(shí)際的發(fā)展需求、盲目追求數(shù)據(jù)上的經(jīng)濟(jì)效益，嚴(yán)重?fù)p害了經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展，造成國(guó)內(nèi)經(jīng)濟(jì)開(kāi)發(fā)區(qū)兩極分化懸殊。 本文對(duì)膠南開(kāi)發(fā)區(qū)建設(shè)和發(fā)展過(guò)程中經(jīng)驗(yàn)和教訓(xùn)進(jìn)行深入的研究，對(duì)城市與開(kāi)發(fā)區(qū)區(qū)域的協(xié)調(diào)發(fā)展、園區(qū)內(nèi)的產(chǎn)業(yè)集約化程度、產(chǎn)業(yè)集聚狀況、先進(jìn)的管理模式進(jìn)行探討分析，利用現(xiàn)代管理學(xué)、現(xiàn)代經(jīng)濟(jì)學(xué)和區(qū)域規(guī)劃等原理對(duì)膠南開(kāi)發(fā)區(qū)的區(qū)域經(jīng)濟(jì)進(jìn)行分析。全文共分五章： 第一章導(dǎo)論闡述了研究背景和意義，同時(shí)對(duì)國(guó)內(nèi)外專(zhuān)家學(xué)者關(guān)于經(jīng)濟(jì)開(kāi)發(fā)區(qū)發(fā)展的研究動(dòng)態(tài)和成果進(jìn)行述評(píng)。 第二章為膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展研究，主要對(duì)膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)的發(fā)展歷程取得的主要成就、發(fā)展能力進(jìn)行了分析。膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)在經(jīng)濟(jì)發(fā)展、科技創(chuàng)新、生態(tài)建設(shè)、開(kāi)放水平、拓展區(qū)規(guī)劃建設(shè)等方面，已具備整體升級(jí)為國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)的條件。 第三章對(duì)經(jīng)濟(jì)開(kāi)發(fā)區(qū)發(fā)展中遇到的共性問(wèn)題進(jìn)行分析，針對(duì)膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)發(fā)展現(xiàn)狀，指出膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)在園區(qū)發(fā)展定位、產(chǎn)業(yè)層次、集群發(fā)展態(tài)勢(shì)、土地利用率、管理體制五個(gè)方面存在的問(wèn)題。 第四章針對(duì)膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)存在的問(wèn)題提出相應(yīng)的對(duì)策建議，根據(jù)膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)戰(zhàn)略定位以及對(duì)園區(qū)產(chǎn)業(yè)、企業(yè)的現(xiàn)狀分析研究，提出加快推進(jìn)“以高端技術(shù)為支撐的先進(jìn)制造業(yè)和生產(chǎn)性服務(wù)業(yè)”應(yīng)成為膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)制造業(yè)未來(lái)的發(fā)展方向。 第五章為結(jié)語(yǔ)與展望，主要是展望了膠南經(jīng)濟(jì)開(kāi)發(fā)區(qū)未來(lái)的發(fā)展前景。
[Abstract]:Since 1980s, General Secretary Deng Xiaoping put forward the reform and opening up, China's economic development zones under the guidance of national policies have been rapid development. According to relevant statistics. On land that accounts for only 1/10000 of the land area, 54 national economic development zones generate 4.49% of the country's gross domestic product (GDP). The industrial added value has reached 7.85. A large number of data show that the successful development of the economic development zone has become the leader of the rapid economic development of our country, but in the actual situation. However, there is a big gap in the development of local economic development zones: in mature economic development zones, investment and financing in the park, management experience, and coordinated development between the park and the city. Industrial agglomeration and the intensive degree of enterprises have a more mature mode of operation, but in the backward economic development zone due to lack of experience, there is a phenomenon of blindly copying the development model of the developed development zone. Due to the need of political achievements, the leading groups in a few regions run counter to their actual development needs and blindly pursue economic benefits on the data, thus seriously harming the development of economic development zones. Cause the domestic economic development zone polarization disparity. In this paper, the construction and development of Jiaonan development zone experience and lessons in-depth study, the coordinated development of the city and the development zone, the degree of industrial intensification in the park, industrial agglomeration. The advanced management mode is discussed and analyzed, and the regional economy of Jiaonan Development Zone is analyzed by using the principles of modern management, modern economics and regional planning. The paper is divided into five chapters: The first chapter introduces the background and significance of the research, and reviews the research trends and achievements of domestic and foreign experts and scholars on the development of economic development zones. The second chapter is the development of Jiaonan Economic Development Zone, mainly on the development of Jiaonan Economic Development Zone, the main achievements of the development process, the development capacity of the analysis. Jiaonan Economic Development Zone in economic development, scientific and technological innovation. Ecological construction, open level, development planning and construction, etc., have all the conditions for upgrading to national level economic and technological development zone. The third chapter analyzes the common problems encountered in the development of economic development zone, and points out the development orientation, industrial level and cluster development situation of Jiaonan economic development zone in view of the current development situation of Jiaonan economic development zone. The problems of land utilization ratio and management system. Chapter 4th puts forward corresponding countermeasures and suggestions for the problems existing in Jiaonan Economic Development Zone, according to the strategic positioning of Jiaonan Economic Development Zone and the analysis and research on the present situation of the industry and enterprises in Jiaonan Economic Development Zone. It is suggested that speeding up the development of advanced manufacturing and producer services supported by high-end technology should be the future development direction of manufacturing industry in Jiaonan Economic Development Zone. Chapter 5th is the conclusion and prospect, mainly looking forward to the future development prospects of Jiaonan Economic Development Zone.
