【摘要】：洛陽(yáng)是我國(guó)重要的工業(yè)基地和河南省副中心城市，經(jīng)濟(jì)社會(huì)發(fā)展水平高、資源環(huán)境承載能力強(qiáng)，但開放型經(jīng)濟(jì)發(fā)展水平較低。在全球經(jīng)濟(jì)一體化進(jìn)程加快和境內(nèi)外產(chǎn)業(yè)加速向我國(guó)中西部地區(qū)轉(zhuǎn)移的新形勢(shì)下，加強(qiáng)對(duì)洛陽(yáng)開放型經(jīng)濟(jì)發(fā)展問題的研究，明確其發(fā)展重點(diǎn)并給出對(duì)策建議，對(duì)促進(jìn)洛陽(yáng)經(jīng)濟(jì)社會(huì)發(fā)展、助推中原經(jīng)濟(jì)區(qū)建設(shè)具有重要的理論和現(xiàn)實(shí)意義。 本文以開放型經(jīng)濟(jì)理論為支撐，采取量化研究與比較分析相結(jié)合的辦法，深入分析了洛陽(yáng)市開放型經(jīng)濟(jì)的發(fā)展現(xiàn)狀及存在的突出問題，并運(yùn)用SWOT分析法，客觀評(píng)價(jià)了洛陽(yáng)市開放型經(jīng)濟(jì)發(fā)展的環(huán)境條件，同時(shí)理論聯(lián)系實(shí)際，研究論證并提出了洛陽(yáng)市開放型經(jīng)濟(jì)發(fā)展的戰(zhàn)略重點(diǎn)及相關(guān)對(duì)策建議。 本文在概述開放型經(jīng)濟(jì)發(fā)展理論的基礎(chǔ)上，首先明確了度量開放型經(jīng)濟(jì)發(fā)展水平的基本指標(biāo)——經(jīng)濟(jì)開放度，并說明提升經(jīng)濟(jì)開放度能有效拉動(dòng)經(jīng)濟(jì)增長(zhǎng)；其次，在總結(jié)回顧洛陽(yáng)市開放型經(jīng)濟(jì)發(fā)展成就的基礎(chǔ)上，通過與鄭州市對(duì)比，指出洛陽(yáng)市在開放型經(jīng)濟(jì)發(fā)展中存在進(jìn)出口規(guī)模小、利用外資總量少、經(jīng)濟(jì)開放度低等突出問題，并進(jìn)行了深入的原因分析；再次，運(yùn)用SWOT分析法，客觀評(píng)價(jià)了洛陽(yáng)市開放型經(jīng)濟(jì)發(fā)展的優(yōu)勢(shì)、劣勢(shì)及面臨的機(jī)遇與挑戰(zhàn)；最后，結(jié)合洛陽(yáng)市產(chǎn)業(yè)發(fā)展基礎(chǔ)和資源環(huán)境條件，，研究提出洛陽(yáng)市應(yīng)選擇“產(chǎn)業(yè)優(yōu)先”和“貿(mào)易轉(zhuǎn)型”發(fā)展戰(zhàn)略，從擴(kuò)大開放招商、承接產(chǎn)業(yè)轉(zhuǎn)、優(yōu)化貿(mào)易結(jié)構(gòu)、打造開放平臺(tái)等方面入手，力爭(zhēng)實(shí)現(xiàn)開放型經(jīng)濟(jì)大跨越、大發(fā)展，以提升洛陽(yáng)經(jīng)濟(jì)開放度、助推中原經(jīng)濟(jì)區(qū)建設(shè)。
[Abstract]:Luoyang is a sub center of China's important industrial base in Henan province and the city, the level of economic and social development, resources and environment carrying capacity, but the level of the open economy is low. In the new situation of global economic integration process to speed up the inside and outside the industry to accelerate the transfer to the central and western regions of China, to strengthen the research on the problems of Luoyang open type of economic development, the focus of development and gives countermeasures and suggestions to promote Luoyang's economic and social development, has important theoretical and practical significance to boost the construction of the Central Plains Economic Zone.
In this paper, the open economy theory, taking quantitative research and comparative analysis method, in-depth analysis of the present situation of Luoyang's open economy and existing problems, and the use of SWOT analysis, objective evaluation of the Luoyang city economic development environment, and theory with practice, research and demonstration and put forward the strategic focus of the city of Luoyang economic development and relevant countermeasures and suggestions.
Based on the theoretical overview of the development of open economy, the first clear the measure of the level of the open economy the basic index of the degree of economic openness, and enhance economic openness can effectively stimulate economic growth; secondly, on the basis of a review of Luoyang open economy development achievements, by comparing with the city of Zhengzhou it points out that Luoyang in the development of an open economy in the import and export of small scale, the total foreign capital investment, economic openness problems and low, we analyze the reason; thirdly, using SWOT analysis method, objective evaluation of the Luoyang city economic development strengths, weaknesses and opportunities and challenges; finally, the combination of Luoyang City Industrial Development Foundation and resource conditions, research proposed "industry priority" and "trade transformation" development strategy of Luoyang City, from the opening bidding business, to undertake production We should strive to achieve an open economic leap and great development in order to enhance the openness of Luoyang's economy and boost the construction of the Central Plains Economic Zone.
