【摘要】：構(gòu)建服務(wù)型政府是公共行政發(fā)展和改革的世界性潮流,也是促進我國政府機構(gòu)改革的重要舉措。因此,我國許多地方政府也從不同實踐角度對構(gòu)建服務(wù)型政府進行了積極的研究和探索。與此同時,招商引資作為各地方政府工作的突出重點,取得了前所未有的成就。但目前我國地方政府的招商引資工作大多數(shù)都是由政府主導(dǎo)的,忽視了市場和中介的作用,使得招商引資工作遇到了瓶頸,有許多問題和不足亟待解決。因此,在構(gòu)建服務(wù)型政府的大背景下,各地方政府的招商引資工作應(yīng)順應(yīng)服務(wù)型政府的要求作出相應(yīng)的改變,以改進目前各地招商引資工作中出現(xiàn)的問題和不足,確保招商引資工作的順利推進,這也將有利于加快構(gòu)建服務(wù)型政府的步伐。本文是針對新邵縣政府招商引資的個案研究,文章以新公共服務(wù)理論為理論基礎(chǔ),并在服務(wù)型政府視角下展開說明的。文章中指出,服務(wù)型政府具有有限、有效、責(zé)任、法治和透明五個特征,它們對于地方政府的招商引資工作都有其應(yīng)然要求。而現(xiàn)階段,在新邵縣政府的大力推進下,招商引資工作取得了一些的成效,比如積極出臺招商引資的優(yōu)惠政策,不斷優(yōu)化招商引資的環(huán)境,大力發(fā)展園區(qū)經(jīng)濟等等。但同時新邵縣采取的是以政府為主導(dǎo)的招商引資模式,這在一定程度上與服務(wù)型政府的要求是相違背的,使得其在招商引資過程中呈現(xiàn)出一些問題和不足。因此,為了更好地推進新邵縣政府招商引資工作的發(fā)展,筆者根據(jù)問題分析出原因并結(jié)合國內(nèi)外關(guān)于政府招商引資方面的實際經(jīng)驗,針對如何改進新邵縣政府招商引資工作提出了幾點建議：正確定位政府職能；建立健全法律制度環(huán)境；打造優(yōu)質(zhì)的招商環(huán)境；鼓勵中介招商；開放政府透明度；不斷提高政府工作人員的思想認識和專業(yè)素養(yǎng)。
[Abstract]:Building a service-oriented government is a world trend in the development and reform of public administration, and it is also an important measure to promote the reform of government institutions in China. Therefore, many local governments of our country have carried out active research and Exploration on the construction of service-oriented government from different practical angles. At the same time, investment and investment, as a prominent focus of the work of local governments, has made unprecedented achievements. But at present, most of the local government's investment promotion is led by the government, ignoring the role of market and intermediary, which makes investment attracting work encounter bottlenecks, and there are many problems and shortcomings to be solved. Therefore, in the background of building a service-oriented government, the local government's investment work should conform to the requirements of service-oriented government to make corresponding changes, to improve the country's investment work problems and insufficient investment, ensure the smooth progress of the work, which will help to accelerate the construction of a service-oriented government the pace of. This paper is a case study of Xinshao county government's investment promotion. The article is based on the theory of new public service and explains under the perspective of service-oriented government. The article points out that the service-oriented government has five characteristics: limited, effective, responsibility, rule of law and transparency. They have the right demand for local government's investment promotion. At the present stage, under the vigorous promotion of Xinshao county government, investment promotion has made some achievements, such as actively introducing preferential policies for attracting investment, constantly optimizing the environment of attracting investment and vigorously developing the park economy and so on. But at the same time, Xinshao county adopts a government led investment mode, which is contrary to the requirements of the service-oriented government to some extent, making it appear some problems and shortcomings in the process of attracting foreign investment. Therefore, in order to better promote the development of investmentattraction Xinshao county government, according to the analysis of reasons and practical experience about government investment both at home and abroad, aiming at how to improve the investment promotion of Xinshao county government puts forward several suggestions: correct positioning of government functions; establish and perfect the legal system to build high-quality investment environment; encourage intermediary investment environment;; open government transparency; constantly improve the government staff ideological and professional quality.
