【摘要】：本文將企業(yè)研發(fā)行為分為"是否研發(fā)"和"投入多少"兩個(gè)階段,就政府補(bǔ)貼對(duì)不同所有制企業(yè)研發(fā)決策的影響進(jìn)行研究.理論方面,構(gòu)建企業(yè)研發(fā)決策的兩階段模型,討論了補(bǔ)貼對(duì)企業(yè)研發(fā)投資的作用機(jī)制.實(shí)證方面,以中國(guó)工業(yè)企業(yè)為對(duì)象,選擇Heckman兩步法和2SLS分別處理了樣本選擇性偏誤及變量間的內(nèi)生性問(wèn)題,對(duì)來(lái)自國(guó)有、私營(yíng)和外資企業(yè)的分類(lèi)樣本進(jìn)行了檢驗(yàn),結(jié)果表明:在不同的所有權(quán)性質(zhì)下,政府補(bǔ)貼對(duì)企業(yè)研發(fā)投資的作用存在一定差別,國(guó)有企業(yè)面對(duì)優(yōu)惠政策的傾斜和需要擔(dān)負(fù)的社會(huì)責(zé)任,從事技術(shù)創(chuàng)新活動(dòng)的概率較高,但由于特殊的產(chǎn)權(quán)關(guān)系和預(yù)算軟約束等原因,缺乏擴(kuò)大研發(fā)投入的動(dòng)力;對(duì)于治理機(jī)制完善的外資企業(yè)和處于市場(chǎng)競(jìng)爭(zhēng)弱勢(shì)地位的私營(yíng)企業(yè)而言,政府補(bǔ)貼的研發(fā)激勵(lì)效果更為明顯.
[Abstract]:In this paper, the R & D behavior of enterprises is divided into two stages: "whether R & D" and "how much investment", and the influence of government subsidies on R & D decisions of enterprises with different ownership is studied. In theory, a two-stage model of R & D decision is constructed, and the mechanism of subsidy on R & D investment is discussed. On the empirical side, taking Chinese industrial enterprises as the object, Heckman two-step method and 2SLS are selected to deal with the sample selective errors and the endogeny between variables, respectively, and the classified samples from state-owned, private and foreign-funded enterprises are tested. The results show that under different ownership nature, there are some differences in the role of government subsidies in R & D investment of enterprises, and state-owned enterprises face the tilt of preferential policies and the social responsibility they need to bear. The probability of engaging in technological innovation activities is high, but due to the special property rights relationship and soft budget constraints, there is a lack of motivation to expand R & D investment. For the foreign-funded enterprises with perfect governance mechanism and the private enterprises in the weak position of market competition, the R & D incentive effect of government subsidy is more obvious.
