【摘要】：隨著經(jīng)濟(jì)的飛速發(fā)展,原本的粗放型經(jīng)濟(jì)發(fā)展模式已經(jīng)無(wú)法滿足人們對(duì)于環(huán)境保護(hù)的要求�，F(xiàn)如今環(huán)境污染屢屢見(jiàn)報(bào),人們的環(huán)境保護(hù)意識(shí)逐步加強(qiáng)。對(duì)于企業(yè)來(lái)說(shuō),經(jīng)濟(jì)效益和環(huán)境效益協(xié)調(diào)發(fā)展,走可持續(xù)發(fā)展道路已經(jīng)是共識(shí)。晉江市作為國(guó)家級(jí)生態(tài)市,將綠色發(fā)展作為城鎮(zhèn)發(fā)展的主旋律。如何在經(jīng)濟(jì)發(fā)展與環(huán)境保護(hù)中取得平衡,一直以來(lái)都是晉江市政府在追求的目標(biāo)。而制革行業(yè)是晉江市經(jīng)濟(jì)發(fā)展的支柱產(chǎn)業(yè)之一,以牛皮為主原料進(jìn)行加工處理。雄峰制革有限公司主要進(jìn)行藍(lán)濕皮加工,產(chǎn)生的制革廢水是一種高濃度有機(jī)廢水,其中含鉻廢水主要污染因子為三價(jià)鉻、總鉻;綜合廢水主要來(lái)源于復(fù)鞣工序及地表沖洗廢水,主要污染因子為pH、COD、SS、色度、油類等。本文通過(guò)對(duì)雄峰制革有限公司進(jìn)行研究,對(duì)如何構(gòu)建清潔生產(chǎn)管理體系進(jìn)行了詳細(xì)的策劃。論文在清潔生產(chǎn)管理體系、ISO14000環(huán)境管理體系、PDCA循環(huán)等理論指導(dǎo)下,構(gòu)建了以現(xiàn)狀分析、籌劃與組織、目標(biāo)與方案、考核評(píng)審、效益評(píng)價(jià)為主要內(nèi)容的清潔生產(chǎn)管理體系。主要研究?jī)?nèi)容有:首先,通過(guò)對(duì)企業(yè)的現(xiàn)狀分析找出企業(yè)存在的問(wèn)題和不足;其次,通過(guò)籌劃和組織,建立一個(gè)以最高領(lǐng)導(dǎo)為組長(zhǎng)的體系運(yùn)行小組,對(duì)于清潔生產(chǎn)管理體系的正常運(yùn)行起到關(guān)鍵性作用;再次,通過(guò)確立清潔生產(chǎn)管理體系需要達(dá)到的目標(biāo),制定相應(yīng)的工作方案,并且為了該方案能夠被員工積極執(zhí)行建立了相應(yīng)的考核和獎(jiǎng)勵(lì)制度。最后,通過(guò)對(duì)建立清潔生產(chǎn)管理體系的經(jīng)濟(jì)效益、環(huán)境效益、社會(huì)效益進(jìn)行分析,確保企業(yè)能夠積極地建立并持續(xù)的將該體系穩(wěn)定的運(yùn)行下去�？梢钥闯�,通過(guò)建立清潔生產(chǎn)管理體系,可以在保護(hù)環(huán)境的同時(shí)取得良好的經(jīng)濟(jì)效益、環(huán)境效益和社會(huì)效益。從長(zhǎng)遠(yuǎn)來(lái)看,能夠提高企業(yè)的競(jìng)爭(zhēng)力。本文通過(guò)對(duì)雄峰制革有限公司構(gòu)建清潔生產(chǎn)管理體系進(jìn)行研究,旨在為晉江市制革企業(yè)進(jìn)行清潔生產(chǎn)管理提供理論和實(shí)踐依據(jù),并探索出一個(gè)符合企業(yè)利益的清潔生產(chǎn)管理體系。同時(shí)希望能夠?qū)x江市其他污染企業(yè)節(jié)能、降耗、減排起到一定的借鑒作用,共同為打造適宜居住的城市生活環(huán)境貢獻(xiàn)一份力量。
[Abstract]:With the rapid development of economy, the original extensive economic development model has been unable to meet the requirements of environmental protection. Nowadays, environmental pollution is frequently reported, and people's awareness of environmental protection is gradually strengthened. For enterprises, the coordinated development of economic and environmental benefits, sustainable development has been a consensus. Jinjiang as a state-level ecological city, green development as the main theme of urban development. How to strike a balance between economic development and environmental protection has always been the goal pursued by Jinjiang Municipal Government. Leather industry is one of the pillar industries of Jinjiang city's economic development. Xiong Feng Tannery Co., Ltd. mainly carries on the blue wet skin processing, the tannery wastewater produced is a kind of high concentration organic wastewater, the main pollution factor of the chromium-containing wastewater is trivalent chromium, total chromium; The synthetic wastewater mainly comes from retanning process and surface washing wastewater. The main pollution factors are pH,COD,SS, chromaticity, oil and so on. Based on the research of Xiong Feng Tannery Co., Ltd, this paper makes a detailed plan on how to construct cleaner production management system. Under the guidance of Cleaner production Management system, ISO14000 Environment Management system and PDCA cycle, this paper constructs a Cleaner production Management system which is composed of current situation analysis, planning and organization, objectives and schemes, assessment and evaluation, and benefit evaluation. The main research contents are as follows: first, through the analysis of the current situation of enterprises to find out the problems and shortcomings of enterprises; Secondly, through planning and organizing, establishing a system operation team with the highest leader as the leader plays a key role in the normal operation of cleaner production management system. Thirdly, through the establishment of the Cleaner production Management system to achieve the goals, to formulate the corresponding work plan, and in order to be able to be actively implemented by the staff to establish a corresponding assessment and reward system. Finally, by analyzing the economic, environmental and social benefits of establishing a cleaner production management system, we can ensure that the enterprise can actively establish and continue to run the system stably. It can be seen that by establishing cleaner production management system, good economic, environmental and social benefits can be obtained while protecting the environment. In the long run, it can improve the competitiveness of enterprises. This paper studies the construction of cleaner production management system in Xiong Feng Tannery Co., Ltd. in order to provide theoretical and practical basis for clean production management of leather enterprises in Jinjiang. And to explore a clean production management system in line with the interests of enterprises. At the same time, I hope to be able to other pollution enterprises in Jinjiang City energy saving, consumption reduction, emission reduction play a certain reference role, together to create a livable urban living environment contribution to a force.
