【摘要】：黨的十八屆三中全會以后,在改組組建國有資本投資、運營公司改革實踐中,對國資監(jiān)管機構(gòu)與國有資本投資、運營公司關(guān)系的認(rèn)識更加明確清晰。未來的監(jiān)管要向市場化、法制化轉(zhuǎn)變;要準(zhǔn)確把握國資監(jiān)管機構(gòu)對"兩類公司"的授權(quán)事項;以國有企業(yè)的功能定位為依據(jù)實行分類監(jiān)管,從單純管理向管理與服務(wù)并重轉(zhuǎn)變。國有資本投資、運營公司也應(yīng)不斷加強承接能力建設(shè),更好地實行市場化運營和專業(yè)化管理。
[Abstract]:After the third Plenary session of the 18th CPC Central Committee, in the practice of restructuring and establishing state-owned capital investment and operating company reform, the understanding of the relationship between state-owned capital investment and operation company is clearer and clearer. In the future, supervision should be changed to marketization and legalization; it is necessary to accurately grasp the authorization items of "two kinds of companies" by state capital supervision agencies; to implement classified supervision on the basis of the functional orientation of state-owned enterprises, and to change from simple management to management and service as well. The state-owned capital investment and operation company should also strengthen the construction of undertaking capacity and implement market-oriented operation and specialized management.
