我國(guó)突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理研究

【摘要】:突發(fā)自然災(zāi)害難以預(yù)料,難以預(yù)先設(shè)計(jì)解決方案,如何應(yīng)對(duì)突發(fā)自然災(zāi)害一直是我國(guó)政府和社會(huì)各界關(guān)注的焦點(diǎn)。從國(guó)內(nèi)國(guó)外的理論研究與實(shí)踐探索來(lái)看,有效應(yīng)對(duì)突發(fā)自然災(zāi)害的核心是建構(gòu)由政府、NGO組織、企業(yè)組織以及公民等多元主體組成的治理網(wǎng)絡(luò)。隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的不斷完善和企業(yè)組織力量的不斷壯大,政府與企業(yè)良好協(xié)同關(guān)系的建立成為突發(fā)自然災(zāi)害治理網(wǎng)絡(luò)中不可或缺的重要一環(huán)。本文將突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理作為研究主題,運(yùn)用文獻(xiàn)研究法、對(duì)比研究法和案例分析法對(duì)該問(wèn)題進(jìn)行了系統(tǒng)研究。首先,對(duì)國(guó)內(nèi)外相關(guān)研究成果進(jìn)行了文獻(xiàn)梳理,界定了相關(guān)概念,闡述了理論基礎(chǔ)。接著闡明了突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理的必要性與可行性,認(rèn)為國(guó)家治理能力現(xiàn)代化的提出,企業(yè)社會(huì)責(zé)任的承擔(dān)以及企業(yè)的功能優(yōu)勢(shì)讓我們看到了政企協(xié)同治理的必要性。而政企的共同愿景與資源依賴以及西方國(guó)家的政企應(yīng)急經(jīng)驗(yàn)和我國(guó)現(xiàn)實(shí)實(shí)踐則讓我們從理論和現(xiàn)實(shí)層面看到了政企協(xié)同治理的可行性。以協(xié)同學(xué)理論為基礎(chǔ),嘗試提出了政府與企業(yè)有效協(xié)同治理實(shí)現(xiàn)的應(yīng)然架構(gòu),即制度規(guī)制、文化契合、技術(shù)支撐和組織保障。制度體系決定著突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理的功能地位與行為空間;文化體系左右著政企的行為選擇,影響著應(yīng)急制度的發(fā)揮成效;信息共享能力和資源整合能力是政企有效協(xié)同的技術(shù)支撐;組織結(jié)構(gòu)則是政企協(xié)同治理的載體。從法制保障和實(shí)踐探索層面,總結(jié)了政府與企業(yè)在協(xié)同應(yīng)對(duì)突發(fā)自然災(zāi)害領(lǐng)域取得成效。通過(guò)相關(guān)案例分析,指出我國(guó)突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理仍然存在著動(dòng)力不足、過(guò)程失序以及行為失范等困境。以政企協(xié)同治理有效實(shí)現(xiàn)的應(yīng)然架構(gòu)為分析框架,從制度、文化、技術(shù)和組織四個(gè)維度對(duì)突發(fā)自然災(zāi)害應(yīng)對(duì)中政企協(xié)同治理困境進(jìn)行了深層次的成因分析,例如,應(yīng)急法律不健全、應(yīng)急預(yù)案互通性差、激勵(lì)制度不完善,政企價(jià)值分歧、傳統(tǒng)理念桎梏、風(fēng)險(xiǎn)認(rèn)知不足,信息共享與資源整合能力不足以及組織機(jī)構(gòu)不健全等。最后,針對(duì)困境產(chǎn)生的原因,提出從構(gòu)建政企協(xié)同制度體系,塑造政企協(xié)同理念與風(fēng)險(xiǎn)認(rèn)知,提高政企協(xié)同技術(shù)能力以及創(chuàng)新政企協(xié)同組織體系等方面來(lái)完善突發(fā)自然災(zāi)害應(yīng)對(duì)中的政企協(xié)同治理。
[Abstract]:Sudden natural disasters are difficult to predict and design solutions in advance. How to deal with sudden natural disasters has always been the focus of our government and social circles. From the theoretical research and practical exploration at home and abroad, the core of the effective response to sudden natural disasters is to construct a governance network composed of government, NGO organizations, enterprise organizations and citizens, and so on. With the continuous improvement of the socialist market economy and the growing strength of the enterprise organization, the establishment of a good cooperative relationship between the government and the enterprise has become an indispensable and important part in the network of natural disaster management. In this paper, the cooperative governance of government and enterprises in the response to sudden natural disasters is taken as the research topic, and the problem is systematically studied by using the literature research method, the comparative research method and the case analysis method. First of all, the domestic and foreign related research results are reviewed, the relevant concepts are defined, and the theoretical basis is expounded. Secondly, it expounds the necessity and feasibility of coordinated governance of government and enterprises in response to sudden natural disasters, and points out that the modernization of national governance capacity is proposed. The undertaking of corporate social responsibility and the functional advantages of enterprises make us see the necessity of government-enterprise coordination governance. The common vision and resource dependence of the government and enterprise, the emergency experience of the western countries and the reality of our country make us see the feasibility of the cooperative governance between the government and the enterprise in theory and reality. Based on the theory of Synergetics, this paper tries to put forward the necessary framework for the realization of effective cooperative governance between government and enterprise, that is, institutional regulation, cultural fit, technical support and organizational guarantee. The system determines the function and behavior space of government and enterprise coordinated governance in the response to sudden natural disasters, the cultural system determines the behavior choice of government and enterprise, and affects the effectiveness of emergency system. The ability of information sharing and resource integration is the technical support for the effective cooperation between government and enterprise, and the organizational structure is the carrier of cooperative governance between government and enterprise. From the level of legal system guarantee and practice exploration, the paper summarizes the achievements of government and enterprises in the field of responding to sudden natural disasters. Through the analysis of relevant cases, it is pointed out that there are still some difficulties in the coordinated governance of government and enterprises in the response to sudden natural disasters in China, such as lack of motive force, process disorder and behavior irregularity. Based on the framework of government-enterprise cooperative governance, this paper analyzes the causes of government-enterprise cooperative governance from four dimensions of system, culture, technology and organization. For example, the paper analyzes the causes of government-enterprise cooperative governance in response to natural disasters The emergency law is not perfect, the interoperability of emergency plan is poor, the incentive system is not perfect, the value of government and enterprise is different, the shackles of traditional idea, the risk cognition is insufficient, the ability of information sharing and resources integration is insufficient, and the organization is not perfect, etc. Finally, according to the causes of the dilemma, the paper puts forward the idea of establishing the system of government-enterprise coordination and the concept of government-enterprise coordination and risk cognition In order to improve the cooperative management of government and enterprise in natural disaster, we should improve the technical ability of cooperation between government and enterprise and innovate the system of cooperation between government and enterprise.
