【摘要】：本文剖析了近年來湖南縣域科技發(fā)展現(xiàn)狀和目前國內(nèi)外科技創(chuàng)新創(chuàng)業(yè)發(fā)展形勢,系統(tǒng)提出了長株潭區(qū)、環(huán)洞庭湖區(qū)、大湘南區(qū)、大湘西區(qū)等不同生態(tài)區(qū)位縣域科技發(fā)展中技術(shù)與產(chǎn)業(yè)協(xié)同創(chuàng)新創(chuàng)業(yè)的重點,并就切實加強對縣域科技改革政策的頂層設(shè)計和統(tǒng)籌推進,整合現(xiàn)有各類科技計劃,進一步完善部門會商、廳縣會商機制,逐步建立專業(yè)中介機構(gòu)管理科研項目的機制,支持科技人員開展科技開發(fā)、技術(shù)推廣、試驗示范等技術(shù)服務(wù),依法保護知識產(chǎn)權(quán)和經(jīng)營所得,設(shè)立縣域科技創(chuàng)新創(chuàng)業(yè)專項資金等創(chuàng)新舉措進行了闡述。
[Abstract]:This paper analyzes the status quo of science and technology development in Hunan county in recent years and the development situation of science and technology innovation at home and abroad at present, and puts forward systematically the Chang-Zhu-Tan District, the Ring Dongting Lake District, the Great Hunan Southern region, and so on. The key points of technological and industrial collaborative innovation and pioneering in the development of science and technology in counties in different ecological areas, such as Western Hunan, and in order to effectively strengthen the top-level design and overall promotion of the policy of scientific and technological reform at the county level, and to integrate all kinds of existing scientific and technological plans, To further improve the mechanism for departmental and county consultation, to gradually establish a mechanism for specialized intermediary institutions to manage scientific research projects, and to support scientific and technological personnel in carrying out technical services such as scientific and technological development, technical popularization, and testing and demonstration. Legal protection of intellectual property rights and operating income, the establishment of county-level scientific and technological innovation and entrepreneurship special funds and other innovative measures were elaborated.
