【摘要】：采用1995-2014年美國對中國反傾銷案例HS編碼六分位數(shù)據(jù),本文對反傾銷對中國出口產(chǎn)品質(zhì)量的影響進(jìn)行了研究。研究結(jié)果表明:反傾銷調(diào)查對中國出口產(chǎn)品質(zhì)量具有較大的負(fù)面影響,其中,肯定性裁決和征收反傾銷稅對裁決后第一年的出口產(chǎn)品質(zhì)量的負(fù)面影響最大,這種負(fù)面影響在隨后的年份里逐漸得到緩和,研究結(jié)果同時顯示,否定性裁決對涉案產(chǎn)品質(zhì)量提升有一定的促進(jìn)作用。反傾銷不僅僅對中國企業(yè)的出口數(shù)量產(chǎn)生了不利影響,對中國企業(yè)的出口質(zhì)量也產(chǎn)生了顯著的抑制作用,這使得反傾銷對中國出口的損害進(jìn)一步擴(kuò)大,這就提醒我們對申訴國的反傾銷調(diào)查,絕不能一味地消極回避,而應(yīng)該積極應(yīng)訴,以避免反傾銷裁定成立后對中國出口產(chǎn)品質(zhì)量升級不可逆的負(fù)面影響。
[Abstract]:Based on the six quartile data encoded by HS from 1995 to 2014, this paper studies the impact of antidumping on the quality of China's export products. The results show that the anti-dumping investigation has a great negative impact on the quality of China's export products. Among them, the affirmative ruling and the imposition of anti-dumping duties have the greatest negative impact on the quality of export products in the first year after the award. The negative effect was gradually moderated in the following years, and the results also showed that the negative decision could promote the quality improvement of the products involved. Anti-dumping not only has a negative impact on the export quantity of Chinese enterprises, but also has a significant inhibitory effect on the export quality of Chinese enterprises. This has made anti-dumping damage to China's exports further expanded. This reminds us that the anti-dumping investigation of the appellate country should not blindly avoid passively, but should actively respond to the lawsuit, so as to avoid the negative impact of the anti-dumping ruling on the quality upgrade of China's export products irreversibly after the establishment of the anti-dumping ruling.
