【摘要】：有效發(fā)揮國有企業(yè)的經(jīng)濟政治功能是國家自主性的重要保障,有效發(fā)揮其政治經(jīng)濟功能是國家能力有效性的必要條件,而有效發(fā)揮其政治社會功能更是國家權(quán)威合法性的主要來源。提升國家自主性、國家能力有效性和國家權(quán)威合法性是一定規(guī)模且分布合理的國有企業(yè)、國有資本存在的正當性理據(jù)。從先發(fā)國家國有資本演化的政治邏輯看,在民族國家建設(shè)時代國有資本的規(guī)模大,分布廣;在民主國家建設(shè)時代國有資本的規(guī)模小,分布狹窄;在福利國家建設(shè)時代國有資本的規(guī)模和分布均不斷地有限擴張。國有資本的演進不斷推進了先發(fā)國家的國家治理現(xiàn)代化,先發(fā)國家國有資本的演化規(guī)律對后發(fā)國家具有重要的借鑒意義。
[Abstract]:Giving full play to the economic and political functions of state-owned enterprises is an important guarantee of national autonomy, and giving full play to their political and economic functions is a necessary condition for the effectiveness of national capabilities. And effectively exerting its political and social function is the main source of the legitimacy of state authority. To promote national autonomy, the validity of national capacity and the legitimacy of state authority are the justifications for the existence of state-owned capital in a certain scale and reasonably distributed state-owned enterprises. From the perspective of the political logic of the evolution of the national capital, the scale of the state-owned capital is large and the distribution is wide in the nation-state construction era, and the scale of the state-owned capital is small and the distribution is narrow in the democratic country construction era. In the welfare state construction era, the scale and distribution of state-owned capital are constantly expanding. The evolution of state-owned capital has pushed forward the modernization of the governance of the first-developed countries, and the law of the evolution of the state-owned capital of the first-developed countries has important significance for reference to the latecomer countries.
