ZY公司中層領(lǐng)導(dǎo)干部勝任能力研究

【摘要】:隨著經(jīng)濟全球化的加速發(fā)展,國內(nèi)國際企業(yè)間的競爭越來越激烈,對企業(yè)管理人員的要求越來越高,而作為國家的經(jīng)濟命脈、經(jīng)濟支柱,國有企業(yè)的發(fā)展壯大關(guān)系國民經(jīng)濟的持續(xù)發(fā)展,新的歷史條件下,以習(xí)近平同志為核心的黨中央提出了“優(yōu)化領(lǐng)導(dǎo)干部知識結(jié)構(gòu)和專業(yè)結(jié)構(gòu)”的要求,對提升國有企業(yè)領(lǐng)導(dǎo)干部勝任能力提出了更高的標(biāo)準(zhǔn)。國有企業(yè)中層領(lǐng)導(dǎo)干部的素質(zhì)和能力,直接影響著企業(yè)決策上傳下達(dá)、經(jīng)營目標(biāo)有效落實。中層領(lǐng)導(dǎo)干部的勝任能力,對企業(yè)發(fā)展壯大帶來直接影響。如何客觀評價國有企業(yè)中層領(lǐng)導(dǎo)干部素質(zhì),使他們更能夠勝任其在大型國企中的職位,是現(xiàn)階段企業(yè)高管面臨的富有挑戰(zhàn)性的問題之一。ZY公司作為典型的國有特大型企業(yè),對國民經(jīng)濟發(fā)展起著重要作用,其中層管理人員勝任能力,影響更代表著國有企業(yè)中層管理人員勝任能力。本文以ZY公司中層管理人員為研究對象,分析ZY公司中層管理人員存在的勝任能力方面的問題,并找到問題原因和解決辦法。首先,通過國內(nèi)外文獻(xiàn)綜述,總結(jié)提煉了國內(nèi)外學(xué)者提出的關(guān)于勝任能力的相關(guān)概念和理論,還從各類文獻(xiàn)中對勝任能力評價體系進(jìn)行了重點學(xué)習(xí)掌握。第二,通過勝任能力相關(guān)概念的學(xué)習(xí)研究,總結(jié)提煉,得到項初始勝任能力要素,通過德爾菲法進(jìn)行重要性篩選后得到ZY公司中層管理人員勝任能力要素共20項,運用歸類化處理建立起ZY公司中層管理人員勝任能力評價標(biāo)準(zhǔn);第三,通過問卷調(diào)查法對ZY公司中層管理人員勝任能力現(xiàn)狀進(jìn)行評估,找出目前ZY公司在中層管理人員勝任能力評估方面存在的問題,然后進(jìn)行了深層次的原因分析。第四,通過行為事件訪談技術(shù)(BEI),采用結(jié)構(gòu)化訪談技術(shù)以及模塊化的記錄方式,對ZY公司各主要業(yè)務(wù)板塊部分中層領(lǐng)導(dǎo)干部進(jìn)行了訪談和實證分析,并進(jìn)行了勝任能力的評估,得到評分較低的幾個因子,最后針對存在問題的原因提出改進(jìn)措施。
[Abstract]:With the accelerated development of economic globalization, the competition between domestic and international enterprises is becoming more and more intense, and the requirements for enterprise managers are becoming higher and higher. As the lifeblood of the country's economy, the economic pillar, The development of state-owned enterprises is related to the sustained development of the national economy. Under the new historical conditions, the Party Central Committee, with Comrade Xi Jinping as the core, has put forward the requirement of "optimizing the knowledge structure and professional structure of leading cadres." A higher standard has been put forward to enhance the competence of leading cadres in state-owned enterprises. The quality and ability of middle-level leading cadres in state-owned enterprises directly affect the decision-making and effective implementation of business objectives. The competence of middle-level leading cadres has a direct impact on the development and growth of enterprises. How to objectively evaluate the quality of middle-level leading cadres in state-owned enterprises and make them more competent in their positions in large state-owned enterprises is one of the challenging problems faced by senior executives at present. It plays an important role in the development of national economy. This paper takes the middle-level managers of ZY Company as the research object, analyzes the competency problems of the middle-level managers in ZY Company, and finds out the causes of the problems and the solutions to the problems. First, through the domestic and foreign literature review, summarized and refined the domestic and foreign scholars about the competence related concepts and theories, but also from all kinds of literature on competency evaluation system focus on learning and mastering. Second, through the study of competency related concepts, summarize and refine, get the initial competency elements, through Delphi method to select the importance of the mid-level managers of ZY total of 20 competency elements. Using categorization to establish the ZY company middle-level management competency evaluation criteria; third, through the questionnaire survey to evaluate the status quo of ZY mid-level managers competency, This paper finds out the problems existing in the competency evaluation of middle managers in ZY Company, and then makes a deep analysis of the causes. Fourth, through the behavior event interview technology, (BEI), adopts the structured interview technology and the modularization record method, has carried on the interview and the demonstration analysis to the ZY company each main business section part middle level leader cadre, and has carried on the competency appraisal. Several factors with low score were obtained. Finally, the improvement measures were put forward for the reasons of the problems.
