【摘要】：國有企業(yè)重組是國企改革與發(fā)展歷史進程中的一條主線,受多種因素的交互影響,我國國有企業(yè)重組帶有明顯的周期性。其中,政府偏好及其戰(zhàn)略安排在國有企業(yè)重組過程中始終處于主體和主導地位,影響和決定著重組的方向、進程和績效;國有企業(yè)經(jīng)營狀況是政府國企重組戰(zhàn)略發(fā)生改變的更深層次原因;管理者的規(guī)模偏好則是影響國有企業(yè)重組的重要內(nèi)生動因。當前我國國有企業(yè)重組進入新一輪活躍期,為提高重組績效,應注重國有企業(yè)重組戰(zhàn)略的頂層設計,遵循分類重組的原則,優(yōu)先重組資產(chǎn)專用性高、協(xié)同效應顯著的企業(yè),同時結合國有企業(yè)混合所有制改革,將非國有經(jīng)濟納入國企重組視野,此外,在配置外部資源的同時也要注重企業(yè)內(nèi)部資源的再整合。
[Abstract]:The reorganization of state-owned enterprises is a main line in the course of the reform and development of state-owned enterprises. Influenced by many factors, the reorganization of state-owned enterprises in China has obvious periodicity. Among them, government preference and its strategic arrangement are always in the main and leading position in the process of state-owned enterprise reorganization, which influence and determine the direction, process and performance of the reorganization. The operating condition of state-owned enterprises is the deeper reason for the change of the reorganization strategy of state-owned enterprises, and the preference of scale of managers is the important endogenous cause of influencing the reorganization of state-owned enterprises. At present, the reorganization of state-owned enterprises in our country has entered a new active period. In order to improve the performance of reorganization, we should pay attention to the top-level design of the reorganization strategy of state-owned enterprises, follow the principle of classified reorganization, give priority to enterprises with high asset specificity and significant synergistic effect. At the same time, combined with the reform of mixed ownership of state-owned enterprises, the non-state-owned economy should be brought into the vision of state-owned enterprise reorganization. In addition, while allocating external resources, we should also pay attention to the re-integration of internal resources of enterprises.
