【摘要】：基于水資源核算、環(huán)境會計核算和資產負債表基本理論與方法,本文提出了針對水權益實體的水資源會計核算框架,包括主要概念、制度基礎、基本假設、確認基礎、核算科目等,構建了水會計憑證、水會計賬簿和水會計報表的實物型水會計核算體系,設計了水資源流量表、水資源權益變動表和水資源資產負債表的表式結構,并選取供水企業(yè)為核算主體進行算例分析。研究成果不僅可為水權益實體提供涉水活動全過程的水資源信息,實現了將會計核算的過程化控制理論與方法在水資源精細化管理中的應用,也可為國家或地區(qū)掌握經濟體水資源活動規(guī)律,從微觀會計核算層面向宏觀資源環(huán)境核算層面擴展奠定基礎。
[Abstract]:Based on the basic theories and methods of water resources accounting, environmental accounting and balance sheet, this paper puts forward a framework of water resources accounting for water equity entities, including the main concepts, institutional basis, basic assumptions, confirmation basis. The water accounting voucher, the water accounting book and the water accounting statement are constructed, the water resource flow table, the water resources equity change statement and the water resources balance sheet are designed, the structure of the water resource flow table, the water resources equity change statement and the water resources balance sheet are designed. And selected water supply enterprises as the main accounting for the case analysis. The research results can not only provide the water resources information of the whole process of the water rights and interests entity, but also realize the application of the accounting process control theory and method in the water resources fine management. It can also lay a foundation for a country or a region to grasp the laws of water resources activities in an economy and expand from the micro accounting level to the macro resource environment level.
