數(shù)字化時(shí)代的區(qū)域衛(wèi)生信息平臺(tái)頂層設(shè)計(jì)研究
[Abstract]:In recent years, the government has made great efforts to build a regional health information platform, which is dedicated to the safe and standardized information sharing among medical service institutions, aiming to have a positive impact on business processes and the effect of medical services. However, the planning and design of the regional health information platform is relatively traditional, and the environment and technological development in the medical field have changed greatly, that is, the platform involves the coordination of multiple interests and the arrangement of complex technical components. It challenges the development and application of the platform. Therefore, the research of digital platform and medical information system emphasizes that the top-level design of a comprehensive system is of great significance to promote the deep application of the platform. Based on the theory of service leading logic and network entity system, a framework model is proposed from the perspective of social technology system. Taking the Foshan regional health information platform as an example, the author conducted in-depth interviews with relevant organizations and personnel involved in the design, implementation and application of the platform, and clarified the interactive process of social and technical elements in the regional health information platform. To deepen and expand the theoretical framework. The results show that the roles of medical service providers and recipients in the regional health information platform are becoming blurred, and the platform promotes the value creation among different members by integrating and sharing diverse resources such as information, knowledge and institutions. Accordingly, technical components are organized into a five-tier architecture to facilitate resource integration and reuse on the platform. Based on this, a comprehensive top-level design framework of regional health information platform is proposed, which integrates social and technical elements. The service leading logic is integrated into the research of the regional health information platform, and the role of the platform in the digitalized medical service reform environment is discussed. It makes up for the deficiency of analyzing the platform problem from the point of view of product output. In addition, it emphasizes the key role of platform technology in the research of value creation, and points out that value creation should be established on the basis of integrating and reorganizing heterogeneous resources, thus expanding the research scope of value creation. The top-level design architecture not only emphasizes the service consciousness of the platform in practice, but also expounds the concrete process of realizing the value creation of medical service, which provides a reference for the construction of regional health information platform in various regions of the country.
