【摘要】：隨著全球一體化進(jìn)程的加速,綠色供應(yīng)鏈管理模式在各行各業(yè)中得到了廣泛的認(rèn)可及運(yùn)用。在當(dāng)前形勢下,加快發(fā)展木漿造紙,在造紙工業(yè)實(shí)施綠色供應(yīng)鏈的管理模式,科學(xué)的發(fā)展現(xiàn)代林業(yè)生態(tài)和造紙業(yè)。本文以云南省林紙一體化為研究對象,首先,從供應(yīng)鏈角度分析目前云南省林紙產(chǎn)業(yè)的現(xiàn)狀,從原材料供應(yīng)環(huán)節(jié)、生產(chǎn)加工環(huán)節(jié)、流通環(huán)節(jié)和回收環(huán)節(jié)分析云南省林紙供應(yīng)鏈。在原材料供應(yīng)的環(huán)節(jié)中存在客觀制約林紙一體化發(fā)展的因素,如云南森林資源總量豐富,但南北分布不均勻、林木的生產(chǎn)力發(fā)展不充分等因素影響了木材的有效供應(yīng);在森林經(jīng)營管理水平方面,效率較低,林權(quán)不清晰制約了林主市場參與,林業(yè)市場缺乏活力等問題。在造紙工業(yè)環(huán)節(jié),企業(yè)的整體規(guī)模效益不高,產(chǎn)業(yè)缺乏規(guī)模,未形成產(chǎn)業(yè)群體;造紙工業(yè)發(fā)展過程中帶來的大氣、水環(huán)境污染的生態(tài)問題具有不可逆性,較短時間難以修復(fù)。在流通環(huán)節(jié),云南林紙一體化的交通基礎(chǔ)設(shè)施不夠完善,在廢紙品回收環(huán)節(jié),廢紙回收未形成健全的體系。其次,通過Lotka-Volterra模型測算云南2005年-2015年云南林紙一體化綠色供應(yīng)鏈的林紙產(chǎn)業(yè)與林業(yè)生態(tài)的關(guān)系,測算結(jié)果表明,當(dāng)前云南林紙一體化發(fā)展中存在林紙產(chǎn)業(yè)與林業(yè)生態(tài)發(fā)展不協(xié)調(diào)的現(xiàn)象,其原因是多方面的,一方面是云南省在國內(nèi)重要的生態(tài)地位,國家對于林業(yè)生態(tài)政策的有所側(cè)重;另一方面,云南省整體的經(jīng)濟(jì)發(fā)展水平一定程度上制約林紙供應(yīng)鏈的發(fā)展;最后是林紙供應(yīng)鏈利益相關(guān)者政府部門、企業(yè)與林農(nóng)不同目標(biāo)驅(qū)動下,利益分割的差異。再次,在云南省林紙產(chǎn)業(yè)與林業(yè)生態(tài)發(fā)展不和諧的背景下,介紹了芬蘭林紙一體化、日本林紙一體化及巴西林紙一體化,云南省可以適當(dāng)?shù)亟梃b它們的做法;最后從林業(yè)產(chǎn)權(quán)、原料林管理、林紙產(chǎn)業(yè)群、廢紙回收、政策支持、交通建設(shè)、清潔生產(chǎn)、生態(tài)補(bǔ)償機(jī)制八個方面提出實(shí)現(xiàn)云南省林紙一體化綠色供應(yīng)鏈良好發(fā)展的建議。
[Abstract]:With the acceleration of global integration, green supply chain management model has been widely recognized and applied in various industries. Under the current situation, we should speed up the development of wood pulp and paper, implement the management mode of green supply chain in paper industry, and scientifically develop modern forestry ecology and paper industry. In this paper, the integration of forest and paper in Yunnan Province is taken as the research object. Firstly, the present situation of forest paper industry in Yunnan Province is analyzed from the point of view of supply chain, raw material supply link, production and processing link, circulation link and recycling link. In the supply of raw materials, there are some factors that restrict the development of forest- paper integration, such as the abundance of forest resources in Yunnan, but the uneven distribution between the north and the south, the insufficient development of forest productivity and so on, which affect the effective supply of wood. In the aspect of the level of forest management and management, the efficiency is low, the forest right is not clear, the participation of forest main market is restricted, the forestry market lacks vitality and so on. In the process of papermaking industry, the whole scale benefit of the enterprise is not high, the industry lacks the scale, and the industrial group is not formed. The ecological problems caused by the atmospheric and water environment pollution in the development process of the paper industry are irreversibility and difficult to repair in a short period of time. In the circulation link, the transportation infrastructure of Yunnan forest paper integration is not perfect, in the waste paper recovery link, the waste paper recovery has not formed the perfect system. Secondly, through Lotka-Volterra model, the relationship between forest paper industry and forestry ecology of Yunnan forest paper integrated green supply chain from 2005 to 2015 is calculated. At present, there is a phenomenon that forest paper industry and forestry ecological development do not coordinate in the development of forest paper integration in Yunnan province. The reasons are various. On the one hand, Yunnan province has an important ecological status in China, and the state has some emphasis on forestry ecological policy. On the other hand, the whole economic development level of Yunnan province restricts the development of forest paper supply chain to a certain extent; finally, the difference of interest division between enterprises and forest farmers driven by different objectives of government departments and forestry paper supply chain stakeholders. Thirdly, against the background of disharmony between forest paper industry and forestry ecology in Yunnan Province, the paper introduces the integration of forest paper in Finland, forest paper in Japan and forest paper in Brazil, which can be used for reference by Yunnan Province; finally, from the perspective of forestry property right, Eight aspects of raw material forest management, forest paper industry cluster, waste paper recovery, policy support, traffic construction, cleaner production and ecological compensation mechanism are proposed to realize the good development of green supply chain in Yunnan Province.
