【摘要】：以創(chuàng)業(yè)帶動(dòng)就業(yè)是優(yōu)化大學(xué)生資源配置的重要舉措,能夠激發(fā)年輕勞動(dòng)力的創(chuàng)新活力。通過對(duì)71份國(guó)家創(chuàng)業(yè)政策的分析,發(fā)現(xiàn)當(dāng)前我國(guó)大學(xué)生創(chuàng)業(yè)政策偏重命令工具,激勵(lì)工具其次,而能力建設(shè)工具、重組工具和勸告工具使用偏少;內(nèi)容上,創(chuàng)新教育和創(chuàng)新文化較多,而關(guān)于創(chuàng)業(yè)壁壘、創(chuàng)業(yè)融資和商務(wù)支持的較少。大學(xué)生創(chuàng)業(yè)政策遵循著一定的政治、經(jīng)濟(jì)、文化、技術(shù)和教育邏輯,它們推動(dòng)著創(chuàng)業(yè)政策的決定與執(zhí)行。為了優(yōu)化大學(xué)生創(chuàng)業(yè)政策,需強(qiáng)化頂層設(shè)計(jì),打造緊密的政策體系;綜合決策邏輯,樹立高效的政策目標(biāo);協(xié)調(diào)工具組合,提供豐富的政策形式;優(yōu)化內(nèi)容供給,形成健全的政策內(nèi)容;完善配套系統(tǒng),確�？捎玫恼哔Y源。
[Abstract]:Employment driven by entrepreneurship is an important measure to optimize the allocation of college students' resources, which can stimulate the innovative vitality of young labor force. Through the analysis of 71 national entrepreneurship policies, it is found that the current entrepreneurship policy of college students in our country is focused on the command tool, the incentive tool is the second, while the capacity-building tool, the reorganization tool and the advice tool are less used. There are more innovative education and innovation culture, but less entrepreneurial financing and business support. College students' entrepreneurial policies follow certain political, economic, cultural, technological and educational logic, which promote the decision and implementation of entrepreneurial policies. In order to optimize the college students' entrepreneurship policy, we should strengthen the top-level design, build a close policy system; integrate decision-making logic, set up efficient policy objectives; coordinate the combination of tools to provide rich policy forms; optimize the content supply. Form a sound policy content; improve the supporting system to ensure the availability of policy resources.
