【摘要】：企業(yè)是技術(shù)創(chuàng)新的主體,加強企業(yè)研發(fā)機構(gòu)建設(shè)是強化企業(yè)技術(shù)創(chuàng)新主體地位的重要途徑。企業(yè)研發(fā)機構(gòu)既是企業(yè)依靠科技創(chuàng)新贏得競爭優(yōu)勢的重要制度安排,也是區(qū)域創(chuàng)新體系的重要組成部分,在集聚創(chuàng)新資源,開發(fā)新技術(shù)、新產(chǎn)品,帶動行業(yè)技術(shù)進步和產(chǎn)業(yè)轉(zhuǎn)型升級方面具有重要作用。通過比較分析廣東、江蘇、浙江等我國發(fā)達省份企業(yè)研發(fā)機構(gòu)建設(shè)情況,對企業(yè)研發(fā)機構(gòu)建設(shè)情況進行重點監(jiān)測,全面了解其建設(shè)情況、發(fā)展趨勢及存在問題,并提出加大創(chuàng)新投入力度、鼓勵企業(yè)建設(shè)研發(fā)機構(gòu)、加強產(chǎn)學(xué)研合作、強化人才引進培養(yǎng)、強化知識產(chǎn)權(quán)意識等政策建議。
[Abstract]:Enterprise is the main body of technological innovation, and strengthening the construction of enterprise R & D institution is an important way to strengthen the main position of enterprise technological innovation. Enterprise R & D institutions are not only an important institutional arrangement for enterprises to gain competitive advantages by relying on scientific and technological innovations, but also an important part of the regional innovation system. They are gathering innovative resources, developing new technologies and new products. Driving industry technology progress and industrial transformation and upgrading has an important role. By comparing and analyzing the situation of enterprise R & D institution construction in Guangdong, Jiangsu, Zhejiang and other developed provinces of China, and monitoring the construction of enterprise R & D institution, we can fully understand its construction situation, development trend and existing problems. It also puts forward some policy suggestions, such as increasing innovation input, encouraging enterprises to build R & D institutions, strengthening cooperation between production, teaching and research, strengthening the introduction and training of talents, and strengthening the consciousness of intellectual property.
