【摘要】：壟斷行業(yè)國有企業(yè)改革的首要任務(wù)在于打破壟斷、引入競爭,即對壟斷行業(yè)進(jìn)行競爭化改造,包括縱向產(chǎn)業(yè)結(jié)構(gòu)的運(yùn)營模式改造和橫向產(chǎn)業(yè)結(jié)構(gòu)的競爭模式改造。深化壟斷行業(yè)國有企業(yè)改革,總的方向是放松規(guī)制,包括放松進(jìn)入規(guī)制和放松價(jià)格規(guī)制,在改革路徑和時(shí)序上要采取平穩(wěn)過渡的漸進(jìn)方式,嚴(yán)格實(shí)施公平競爭審查制度。在國企分類改革方面,應(yīng)根據(jù)國有企業(yè)的合理分類,針對不同類別的企業(yè)采取不同的改革舉措。要通過界定功能、劃分類別,實(shí)現(xiàn)分類發(fā)展、分類監(jiān)管、分類定責(zé)、分類考核,提高監(jiān)管的針對性、考核評價(jià)的科學(xué)性、激勵的有效性,并建立起分類改革的動態(tài)調(diào)整機(jī)制。
[Abstract]:The most important task of the reform of state-owned enterprises in monopoly industry is to break monopoly and introduce competition, that is to say, to reform monopoly industry competitively, including the operation mode of vertical industrial structure and the competition mode of horizontal industrial structure. To deepen the reform of state-owned enterprises in monopoly industry, the general direction is to relax the regulation, including the deregulation of entry regulation and price regulation, to adopt the gradual way of smooth transition in the path and timing of the reform, and to strictly implement the fair competition examination system. In the reform of the classification of state-owned enterprises, different reform measures should be taken according to the reasonable classification of state-owned enterprises. We should define the function, classify the category, realize the classification development, classify the supervision, classify the responsibility, classify the examination, improve the pertinence of the supervision, assess the scientific nature of the evaluation, and establish the dynamic adjustment mechanism of the classification reform.
