【摘要】：目前我國(guó)各級(jí)政府對(duì)安全生產(chǎn)的監(jiān)管越來(lái)越重視,而安全生產(chǎn)領(lǐng)域里面,中小企業(yè)的監(jiān)管是相對(duì)難度較大,管理較落后的部分。我國(guó)對(duì)中小企業(yè)安全生產(chǎn)管理方面的研究相對(duì)較少,而它作為政府對(duì)社會(huì)進(jìn)行管理的一項(xiàng)重要內(nèi)容,通過(guò)對(duì)這一課題的研究,把對(duì)安全生產(chǎn)管理的研究延伸到具體的安全生產(chǎn)領(lǐng)域,能更進(jìn)一步地細(xì)化、豐富政府管理的研究?jī)?nèi)容。本文通過(guò)對(duì)余姚中小企業(yè)安全生產(chǎn)管理的研究,對(duì)安全生產(chǎn)管理關(guān)系參與各方進(jìn)行多維分析,以完善目前對(duì)余姚中小企業(yè)安全生產(chǎn)管理辦法的政策。而從中小企業(yè)安全生產(chǎn)管理入手,深入分析存在的突出問(wèn)題,并借鑒國(guó)外中小企業(yè)安全生產(chǎn)監(jiān)管成功經(jīng)驗(yàn),更能提出針對(duì)性的對(duì)策措施,為中小企業(yè)安全生產(chǎn)管理的實(shí)踐提供理論指導(dǎo)。本文分為五個(gè)部分進(jìn)行研究。第一部主要為研究背景、意義,國(guó)內(nèi)外研究現(xiàn)狀和研究?jī)?nèi)容、方法的闡述。第二部分闡述中小企業(yè)安全生產(chǎn)的相關(guān)概念和監(jiān)管必要性。介紹安全生產(chǎn)和安全生產(chǎn)監(jiān)管兩個(gè)概念,同時(shí)闡述對(duì)中小企業(yè)安全生產(chǎn)監(jiān)管的重要性和必要性。第三部分為余姚市中小企業(yè)安全生產(chǎn)問(wèn)題產(chǎn)生的原因分析。從政府監(jiān)管不到位和企業(yè)主體責(zé)任落實(shí)不到位兩方面進(jìn)行分析。第四部分研究總結(jié)發(fā)達(dá)國(guó)家對(duì)中小企業(yè)安全生產(chǎn)監(jiān)管的經(jīng)驗(yàn),并找到借鑒之處。發(fā)達(dá)國(guó)家對(duì)中小企業(yè)安全生產(chǎn)監(jiān)管的經(jīng)驗(yàn)方面,主要從嚴(yán)格監(jiān)管、重視培訓(xùn)、安全體系完善、中介機(jī)構(gòu)成熟四方面闡述。借鑒意義從安全生產(chǎn)監(jiān)管體制、文化機(jī)制、社會(huì)制約機(jī)制、技術(shù)保障體系四方面闡述。第五部分,通過(guò)前面部分的研究分析,總結(jié)余姚市中小企業(yè)安全生產(chǎn)監(jiān)管的對(duì)策。主要有四個(gè)方面,一是強(qiáng)化對(duì)政府相關(guān)部門的管理,二是完善科學(xué)的監(jiān)管體系,三是加強(qiáng)全社會(huì)重視安全生產(chǎn)的氛圍營(yíng)造,四是加強(qiáng)企業(yè)自身的安全生產(chǎn)建設(shè)。
[Abstract]:At present, governments at all levels of our country pay more and more attention to the supervision of production safety, but in the field of safety production, the supervision of small and medium-sized enterprises is relatively difficult and the management is relatively backward. The research on safety production management of small and medium-sized enterprises in our country is relatively few, and it is an important content of the government to manage the society, through the research of this subject, It can further refine and enrich the research content of government management by extending the research of safety production management to the concrete field of production safety. Based on the study of safety production management in Yuyao small and medium-sized enterprises, this paper makes a multidimensional analysis on the relationship between the safety production management and the parties involved in it, in order to perfect the present policy of safety production management for small and medium-sized enterprises in Yuyao. Starting from the safety production management of small and medium-sized enterprises, the paper analyzes the outstanding problems in depth, and draws lessons from the successful experiences of foreign small and medium-sized enterprises in the supervision of production safety, so as to put forward more targeted countermeasures and measures. To provide theoretical guidance for the practice of production safety management in small and medium-sized enterprises. This paper is divided into five parts to study. The first part mainly for the research background, significance, domestic and foreign research status and research content, method elaboration. The second part elaborates the related concept and the supervision necessity of the small and medium-sized enterprises safe production. This paper introduces the concepts of safe production and supervision of production safety, and expounds the importance and necessity of supervision of production safety in small and medium-sized enterprises. The third part is the cause analysis of the production safety problem of Yuyao small and medium-sized enterprises. From the government supervision is not in place and the implementation of corporate responsibility is not in place two aspects of analysis. The fourth part studies and summarizes the experience of supervision of small and medium-sized enterprises in developed countries, and finds some references. The experience of supervision of small and medium-sized enterprises in developed countries is mainly described from four aspects: strict supervision, emphasis on training, improvement of safety system and maturity of intermediary organizations. Reference significance from safety production supervision system, cultural mechanism, social restriction mechanism, technical security system four aspects. The fifth part, through the previous part of research and analysis, summed up the Yuyao small and medium-sized enterprises production safety supervision countermeasures. There are four main aspects, one is to strengthen the management of relevant government departments, the other is to improve the scientific regulatory system, third, to strengthen the whole society to pay attention to the creation of safe production atmosphere, and fourth, to strengthen the construction of enterprises' own safety production.
