平臺(tái)化履責(zé):企業(yè)社會(huì)責(zé)任實(shí)踐新范式

【摘要】:平臺(tái)化履責(zé)越來(lái)越成為領(lǐng)先企業(yè)實(shí)踐社會(huì)責(zé)任的新范式,但理論界對(duì)其卻缺乏研究。本文在將企業(yè)履責(zé)方式劃分為獨(dú)立自履、合作自履、價(jià)值鏈履責(zé)推動(dòng)和平臺(tái)化履責(zé)四種范式基礎(chǔ)上,分析了平臺(tái)化履責(zé)對(duì)傳統(tǒng)履責(zé)范式在社會(huì)治理方式、價(jià)值創(chuàng)造方式、社會(huì)責(zé)任邊界和社會(huì)責(zé)任管理上的超越,提出平臺(tái)化履責(zé)的四個(gè)前提條件,即道德資源和愛(ài)心資源的稀缺性假說(shuō)、社會(huì)價(jià)值本位的判斷標(biāo)準(zhǔn)假說(shuō)、平臺(tái)化資源配置的更優(yōu)效率假說(shuō)和社會(huì)主體多元價(jià)值偏好的更優(yōu)實(shí)現(xiàn)需求假說(shuō)。本文認(rèn)為,平臺(tái)化履責(zé)的基本目標(biāo)是要形成針對(duì)特定社會(huì)問(wèn)題的社會(huì)化解決機(jī)制,高階目標(biāo)則是要打造可持續(xù)的社會(huì)責(zé)任生態(tài)圈,其核心機(jī)制包括初創(chuàng)形成階段的搜尋機(jī)制和生成機(jī)制、擴(kuò)張成長(zhǎng)階段的觸發(fā)機(jī)制和吸納機(jī)制、穩(wěn)定運(yùn)行階段的協(xié)調(diào)機(jī)制和治理機(jī)制、自我更新或死亡階段的進(jìn)化機(jī)制和退出機(jī)制。本文還構(gòu)建了綜合社會(huì)問(wèn)題類型、企業(yè)社會(huì)回應(yīng)策略與企業(yè)影響力范圍的平臺(tái)化履責(zé)范式的適用情境模型,基于"平臺(tái)基礎(chǔ)—實(shí)現(xiàn)方式"區(qū)分出企業(yè)實(shí)施平臺(tái)化履責(zé)的六類戰(zhàn)略,即新創(chuàng)戰(zhàn)略、演化戰(zhàn)略、包絡(luò)戰(zhàn)略、購(gòu)買(mǎi)戰(zhàn)略、嫁接戰(zhàn)略和轉(zhuǎn)化戰(zhàn)略,提出企業(yè)應(yīng)當(dāng)結(jié)合應(yīng)用平臺(tái)化履責(zé)與傳統(tǒng)履責(zé)范式、重視多履責(zé)平臺(tái)管理與外部履責(zé)平臺(tái)接入、適時(shí)承擔(dān)與退出履責(zé)平臺(tái)提供者角色、綜合運(yùn)用多種治理機(jī)制并實(shí)施分類治理、更多采用基于互聯(lián)網(wǎng)的平臺(tái)化履責(zé)范式等建議。
[Abstract]:Platform accountability has become a new paradigm for leading enterprises to practice social responsibility, but there is a lack of research on it in theoretical circles. On the basis of dividing the corporate accountability mode into four paradigms: independent, cooperative, value chain, and platform, this paper analyzes the impact of platform accountability on the traditional accountability paradigm in social governance and value creation. Beyond the boundaries of social responsibility and the management of social responsibility, this paper puts forward four preconditions for the platform of responsibility, namely, the scarcity hypothesis of moral resources and love resources, the hypothesis of social value-based judgment criteria. The hypothesis of better efficiency in the allocation of resources based on platform and the hypothesis of optimal realization of multi-value preference of social agents. This paper argues that the basic goal of platform responsibility is to form a socialized solution mechanism for specific social problems, while the higher goal is to build a sustainable social responsibility ecosystem. Its core mechanisms include the search mechanism and generation mechanism in the initial stage of formation, the trigger mechanism and the absorption mechanism in the expansion and growth stage, the coordination mechanism and the governance mechanism in the stable operation phase. Evolutionary mechanism and exit mechanism of self-renewal or death stage. This paper also constructs a suitable situational model of the platform-based accountability paradigm, which integrates the types of social problems, the corporate social response strategies and the scope of corporate influence. Based on the "platform foundation-realization mode", the paper distinguishes six kinds of strategies for enterprises to implement platform responsibility, that is, innovation strategy, evolution strategy, envelope strategy, purchase strategy, grafting strategy and transformation strategy. The paper puts forward that enterprises should combine the application platform accountability and traditional accountability paradigm, attach importance to multi-duty platform management and external accountability platform access, timely assume and exit the role of responsibility platform provider, comprehensively use a variety of governance mechanisms and implement classified governance. More use of the Internet-based platform-based accountability paradigm and other recommendations.
