【摘要】：隨著經(jīng)濟全球化的深度發(fā)展,國內(nèi)制造企業(yè)面臨著越來越激烈的競爭環(huán)境,降低物資采購費用是每一個制造企業(yè)面臨的重要課題。物資采購費用包括生產(chǎn)性物料費用和非生產(chǎn)性物料費用,由于生產(chǎn)性物料費用是生產(chǎn)成本的主要組成部分,一直以來都是企業(yè)高度關(guān)注的內(nèi)容,直接性物料采購的管理也日臻完善,而非生產(chǎn)性物料,主要指MRO (Maintenance, Repair and Operations)物料,由于物料品種多、采購頻繁、價值低等因素,長期未引起企業(yè)的重視,MRO物料費用還有較大的降幅空間,同時MRO物料對企業(yè)生產(chǎn)運行有著非常關(guān)鍵的作用,尤其對化工企業(yè)而言,裝置能否長期穩(wěn)定運行對企業(yè)整體效益影響很大,因此提高MRO物料管理水平對國內(nèi)制造企業(yè)有較大的意義。本文以GH化工公司MRO物料采購管理為研究對象,首先闡述了供應(yīng)鏈與采購管理、電子化采購、MRO物料管理及供應(yīng)商管理等相關(guān)理論,然后結(jié)合采購現(xiàn)狀,運用文獻資料法、對比分析法、統(tǒng)計調(diào)查法,通過實例分析,指出GH化工公司在MRO物料采購計劃管理、采購流程管理、供應(yīng)商管理等方面存在的問題。以先進的供應(yīng)鏈管理理論進行指導(dǎo),同時結(jié)合作者本人多年的工作經(jīng)驗,提出了MRO物料需求計劃改進措施、電子化采購方案、供應(yīng)商選擇評價及改善供應(yīng)商關(guān)系等四個方面的改進措施。最后提出了改進方案的實施效果評價,從而得出GH化工公司的MRO物料管理水平得到較大提高。本文的創(chuàng)新之處在于提出了MRO物料采購計劃管理改進的措施,建立跨部門計劃平衡會制度,利用電子采購平臺科學(xué)控制采購計劃提報；結(jié)合ERP系統(tǒng),提出MRO物料電子采購的實施方案,使采購流程更加公平透明,還能降低采購費用；建立一套科學(xué)的對供應(yīng)商選擇和評價的體系；提出改善供應(yīng)商關(guān)系的策略。
[Abstract]:With the development of economic globalization, domestic manufacturing enterprises are facing more and more fierce competition environment. The cost of material purchasing includes the cost of productive materials and non-productive materials. As the cost of productive materials is the main component of production cost, it has always been a high concern of enterprises. The management of direct material purchasing is improving day by day, but the non-productive material, mainly refers to MRO main maintenance, Repair and Operations material, because of the material variety, the frequent purchase, the low value and so on. For a long time, the cost of MRO materials has not been paid much attention by enterprises. Meanwhile, MRO materials play a very important role in the production and operation of enterprises, especially for chemical enterprises. Whether the plant can run stably for a long time has a great impact on the overall benefit of the enterprise, so it is of great significance to improve the level of MRO material management for domestic manufacturing enterprises. This paper takes MRO material purchasing management of GH Chemical Company as the research object. Firstly, it expounds the relevant theories of supply chain and purchasing management, electronic purchasing material management and supplier management, and then combines with the current situation of purchasing, and applies the method of literature and data. Through comparative analysis, statistical investigation and case analysis, this paper points out the problems existing in MRO material purchase plan management, purchasing process management, supplier management and so on. Under the guidance of the advanced supply chain management theory and combining with the author's working experience for many years, this paper puts forward the improvement measures of MRO material requirement plan and the electronic purchasing scheme. Supplier selection and evaluation and improvement of supplier relations in four aspects of improvement measures. Finally, the effect evaluation of the improvement scheme is put forward, and the MRO material management level of GH Chemical Company is greatly improved. The innovation of this paper is to put forward the measures to improve the management of MRO material purchase plan, to establish the system of inter-departmental plan balance meeting, to use electronic procurement platform to scientifically control the purchase plan presentation, and to combine with the ERP system, This paper puts forward the implementation scheme of electronic procurement of MRO materials, which makes the procurement process more fair and transparent, and it can also reduce the procurement costs; establish a scientific system for supplier selection and evaluation; and put forward strategies to improve the supplier relationship.
