【摘要】：中小企業(yè),作為國(guó)民經(jīng)濟(jì)中不可或缺的重要部分,無(wú)論是在西方資本主義國(guó)家還是在本國(guó),在促進(jìn)經(jīng)濟(jì)快速發(fā)展方面、減輕民眾就業(yè)壓力方面、維護(hù)社會(huì)和諧穩(wěn)定方面等都有著極其重要的作用。本文將呼和浩特市新城區(qū)中小企業(yè)扶持政策的運(yùn)行情況作為研究對(duì)象,分析政策運(yùn)行狀況現(xiàn)狀,指出中小企業(yè)扶持政策執(zhí)行力度不夠、申報(bào)流程復(fù)雜、政府服務(wù)不夠到位、融資和信貸扶持滯后等問(wèn)題。通過(guò)借鑒國(guó)內(nèi)外發(fā)達(dá)地區(qū)的經(jīng)驗(yàn)做法,通過(guò)文獻(xiàn)分析法、比較分析法,對(duì)新城區(qū)中小企業(yè)扶持政策的運(yùn)行情況進(jìn)行研究,并對(duì)存在的問(wèn)題進(jìn)行了原因分析。最后從提高對(duì)中小企業(yè)建設(shè)發(fā)展的關(guān)注程度、健立中小企業(yè)扶持政策運(yùn)行體系、推進(jìn)中小企業(yè)公共服務(wù)建設(shè)、促進(jìn)中小企業(yè)融資服務(wù)與信用擔(dān)保體系構(gòu)建、提高中小企業(yè)自身競(jìng)爭(zhēng)力、打造適合中小企業(yè)健康發(fā)展的環(huán)境等方面提出新城區(qū)對(duì)中小企業(yè)扶持政策運(yùn)行過(guò)程中的對(duì)策建議。希望這些建議能夠使得新城區(qū)中小企業(yè)的扶持政策順利運(yùn)行,也能為推進(jìn)呼和浩特市新城區(qū)經(jīng)濟(jì)又好又快發(fā)展貢獻(xiàn)力量。
[Abstract]:As an indispensable part of the national economy, small and medium-sized enterprises (SMEs), whether in Western capitalist countries or in their own countries, in promoting rapid economic development and alleviating the pressure on people's employment,Maintaining social harmony and stability has an extremely important role.This paper takes the operation of small and medium-sized enterprises support policy in Xincheng District of Hohhot as the research object, analyzes the current situation of the policy operation, points out that the implementation of support policy for small and medium-sized enterprises is not strong enough, the declaration process is complex, and the government service is not enough.Financing and credit support lag and other issues.Based on the experience and practice of developed regions at home and abroad, this paper makes a study on the operation of supporting policies for small and medium-sized enterprises in the new urban area by means of literature analysis and comparative analysis, and analyzes the causes of the existing problems.Finally, from improving the attention to the development of small and medium-sized enterprises, Jianli support policy operation system of small and medium-sized enterprises, promote the construction of public services for small and medium-sized enterprises, and promote the construction of financing services and credit guarantee system for small and medium-sized enterprises.In order to improve the competitiveness of small and medium-sized enterprises and create an environment suitable for the healthy development of small and medium-sized enterprises, this paper puts forward the countermeasures and suggestions in the process of supporting the small and medium-sized enterprises in the new urban area.It is hoped that these suggestions can make the supporting policy of small and medium-sized enterprises in Xincheng District run smoothly and contribute to the sound and rapid development of the economy in Xincheng District of Hohhot.
