【摘要】：本文構(gòu)建了新興大國政府與戰(zhàn)略性新興產(chǎn)業(yè)企業(yè)間的演化博弈模型,探討為達(dá)到最優(yōu)穩(wěn)定狀態(tài)政府應(yīng)采取的策略路徑。在此基礎(chǔ)上,結(jié)合技術(shù)演化A-U模型與政策工具理論,構(gòu)建了新興大國扶持企業(yè)趕超的"三階段、三維度"政策工具框架,進(jìn)而解析了中國扶持TD-SCDMA技術(shù)趕超的政策工具。結(jié)果表明,在混沌階段,新興大國應(yīng)強(qiáng)化供給政策和環(huán)境政策以推動技術(shù)突破;在主導(dǎo)設(shè)計階段,應(yīng)強(qiáng)化需求政策與環(huán)境政策以促進(jìn)技術(shù)商業(yè)化,并借助供給政策引導(dǎo)互補(bǔ)技術(shù)的研發(fā);在成熟階段,應(yīng)強(qiáng)化需求政策與環(huán)境政策以搶占市場,并輔以一定的供給政策引導(dǎo)技術(shù)變革。
[Abstract]:This paper constructs an evolutionary game model between the governments of big emerging countries and strategic emerging industrial enterprises, and probes into the strategic path that should be adopted by the government in order to achieve the optimal stable state.On this basis, combined with the A-U model of technological evolution and the theory of policy tools, this paper constructs a "three-stage, three-dimensional degree" policy tool framework for supporting enterprises to catch up and catch up with the new big countries, and then analyzes the policy tools for China to support TD-SCDMA technology catching up.The results show that, in the chaotic stage, the emerging countries should strengthen the supply policy and environmental policy to promote the technological breakthrough, and in the dominant design stage, the demand policy and the environmental policy should be strengthened to promote the commercialization of technology.In the mature stage, we should strengthen the demand policy and environmental policy to seize the market, and guide the technological change with a certain supply policy.
