【摘要】：基于創(chuàng)新價值鏈理論構(gòu)建技術(shù)研發(fā)、產(chǎn)品開發(fā)和產(chǎn)品銷售的創(chuàng)新效率測度理論模型,采用因子分析定權(quán)法計算我國115個國家級高新技術(shù)園區(qū)的創(chuàng)新效率,并根據(jù)測度所得數(shù)值對樣本園區(qū)進行兩個維度的定位,將其劃分為不同類型。計算結(jié)果顯示,我國高新區(qū)三個階段的創(chuàng)新效率值均偏低,其中技術(shù)研發(fā)階段效率最低。高新區(qū)所處城市的地理區(qū)域、經(jīng)濟發(fā)展水平和園區(qū)主導產(chǎn)業(yè)均會影響創(chuàng)新效率。大部分樣本高新區(qū)均存在不同階段的創(chuàng)新短板。研發(fā)資源非優(yōu)化配置、創(chuàng)新環(huán)境不完善、產(chǎn)業(yè)設置不合理以及產(chǎn)品附加值較低等因素影響東部地區(qū)高新園區(qū)的效率,而高端人才流失、產(chǎn)業(yè)基礎薄弱、產(chǎn)學研結(jié)合度不高以及地區(qū)經(jīng)濟開放度較低則導致大部分中西部園區(qū)創(chuàng)新效率較低。
[Abstract]:Based on the innovation value chain theory, this paper constructs a theoretical model of innovation efficiency measurement of technology R & D, product development and product sales, and calculates the innovation efficiency of 115 national high and new technology parks by factor analysis method. According to the measured values, the sample park is located in two dimensions and divided into different types. The results show that the innovation efficiency of the three stages of high-tech zones in China is on the low side. Among them, the technology research and development stage has the lowest efficiency. The geographical area of the city in which the high-tech zone is located, The level of economic development and the leading industries of the park will affect the efficiency of innovation. Most of the sample high-tech zones have different stages of innovation shortboard, R & D resources are not optimized allocation, and the innovation environment is not perfect. Unreasonable industrial setup and low added value of products affect the efficiency of high-tech parks in the eastern region, while the loss of high-end talents leads to a weak industrial base. The low degree of integration of industry, education and research and the low degree of regional economic openness lead to low innovation efficiency in most central and western parks.
