【摘要】：隨著科技革命的深入與信息經(jīng)濟(jì)時(shí)代的到來,科學(xué)技術(shù)作為第一生產(chǎn)力越來越受到人們的關(guān)注和重視,技術(shù)創(chuàng)新能力已成為衡量某一地區(qū)乃至國家核心競爭力的關(guān)鍵因素。我國現(xiàn)處于市場經(jīng)濟(jì)體制改革的關(guān)鍵時(shí)期,經(jīng)濟(jì)發(fā)展模式由資源消耗型逐步向創(chuàng)新驅(qū)動型轉(zhuǎn)變,技術(shù)創(chuàng)新的作用和地位愈發(fā)凸顯,增強(qiáng)技術(shù)創(chuàng)新能力,構(gòu)建創(chuàng)新型國家,建設(shè)創(chuàng)新型社會,已成為當(dāng)前我國發(fā)展戰(zhàn)略的核心,更是我國提升綜合國力的關(guān)鍵。湖北省作為我國傳統(tǒng)老工業(yè)基地,規(guī)模以上工業(yè)企業(yè)的發(fā)展對湖北省經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變、產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化升級有著至關(guān)重要的作用,因此,分析研究湖北省規(guī)模以上工業(yè)企業(yè)的技術(shù)創(chuàng)新能力既十分迫切、又十分必要。本文首先回顧和梳理了國內(nèi)外相關(guān)理論研究,包括創(chuàng)新、技術(shù)創(chuàng)新、企業(yè)技術(shù)創(chuàng)新能力等,目的是為全文的研究提供一定的理論基礎(chǔ);其次,對湖北省規(guī)模以上工業(yè)企業(yè)總體發(fā)展概況進(jìn)行簡要介紹,并從技術(shù)創(chuàng)新投入現(xiàn)狀、技術(shù)創(chuàng)新產(chǎn)出現(xiàn)狀、技術(shù)創(chuàng)新支撐環(huán)境現(xiàn)狀三方面對湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新現(xiàn)狀進(jìn)行了較為深入地分析,了解到湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新投入仍有待增強(qiáng),技術(shù)創(chuàng)新產(chǎn)出有待改善;再次,在充分吸收借鑒前人研究成果和經(jīng)驗(yàn)的基礎(chǔ)上,構(gòu)建了評價(jià)湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力的指標(biāo)體系,采用因子分析法對2015年全國30個(gè)省份的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行計(jì)算,得到各個(gè)省份規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力得分及排名情況,并通過計(jì)算各指標(biāo)得分及排名情況,找出了影響湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力的主要因素,有RD人員人均經(jīng)費(fèi)支出、境內(nèi)研究機(jī)構(gòu)和高校經(jīng)費(fèi)支出、技術(shù)市場成交額、專利申請數(shù)和技術(shù)獲取和改造費(fèi)用支出等,并對湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力進(jìn)行了動態(tài)維度分析,得到2013-2015年技術(shù)創(chuàng)新能力評價(jià)得分及排名,由此知曉湖北省近三年來規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力具有明顯的下降趨勢;最后,綜合前文分析結(jié)果,從企業(yè)、政府、外部環(huán)境三方面有針對性地提出了提升湖北省規(guī)模以上工業(yè)企業(yè)技術(shù)創(chuàng)新能力的對策建議,一是強(qiáng)化企業(yè)創(chuàng)新主體地位,二是發(fā)揮政府引導(dǎo)和推動作用,三是改善技術(shù)創(chuàng)新外部環(huán)境。
[Abstract]:With the deepening of the science and technology revolution and the arrival of the information economy era, more and more people pay attention to science and technology as the first productive force. The ability of technological innovation has become a key factor to measure the core competitiveness of a certain region or even a country. China is now in the crucial period of market economic system reform, and the economic development model is gradually changing from resource consumption type to innovation-driven type. The role and status of technological innovation are becoming more and more prominent. Strengthening the ability of technological innovation, building an innovative country and building an innovative society have become the core of the current development strategy of our country. Hubei Province, as the traditional old industrial base of our country, the development of industrial enterprises above the scale plays an important role in the transformation of the mode of economic development and the optimization and upgrading of industrial structure in Hubei Province. It is very urgent and necessary to analyze and study the technological innovation ability of industrial enterprises above the scale of Hubei Province. Firstly, this paper reviews and combs the relevant theoretical research at home and abroad, including innovation, technological innovation, technological innovation ability of enterprises, etc. The purpose is to provide a certain theoretical basis for the research of the full text. Secondly, the general situation of the development of industrial enterprises above the scale of Hubei Province is briefly introduced, and the present situation of technological innovation input and technological innovation output is introduced briefly. This paper makes a deep analysis of the technological innovation status of industrial enterprises above the scale in Hubei Province from three aspects of the supporting environment of technological innovation, and finds out that the investment in technological innovation of industrial enterprises above the scale in Hubei Province still needs to be strengthened. The output of technological innovation needs to be improved. Thirdly, on the basis of absorbing the previous research achievements and experience, the index system of evaluating the technological innovation ability of industrial enterprises above the scale of Hubei Province is established. By using factor analysis method to calculate the statistical data of 30 provinces in the whole country in 2015, the scores and rankings of technological innovation ability of industrial enterprises above the scale of each province are obtained, and the scores and rankings of each index are calculated. The main factors influencing the technological innovation ability of industrial enterprises above the scale of Hubei Province are found out, such as the expenditure of R D personnel per capita, the expenditure of domestic research institutions and universities, and the turnover of the technology market. The number of patent applications and expenditure on technology acquisition and renovation costs are also analyzed, and the technical innovation capability of industrial enterprises above the scale of Hubei Province is analyzed in dynamic dimension, and the evaluation score and ranking of technological innovation ability in 2013-2015 are obtained. From this, we know that the technological innovation capability of industrial enterprises over the past three years in Hubei Province has an obvious downward trend. Finally, synthesizing the previous analysis results, from the enterprises and the government, Three aspects of external environment have been put forward to improve the technological innovation ability of industrial enterprises above the scale of Hubei Province. The first is to strengthen the status of the main body of enterprise innovation, the other is to give play to the role of government guidance and promotion. Third, improve the external environment for technological innovation.
