【摘要】：小微企業(yè)在國民經(jīng)濟(jì)中具有十分重要的地位。但是,由于小微企業(yè)的先天劣勢和我國現(xiàn)行政策對其扶持力度的不足,我國的小微企業(yè)具有明顯的高成長性和高死亡率的特點(diǎn)。該文利用上海市近三次經(jīng)濟(jì)普查的相關(guān)數(shù)據(jù),探討了影響上海浦東新區(qū)小微企業(yè)生存和發(fā)展的各種因素。文章認(rèn)為:第一,浦東新區(qū)小微企業(yè)的技術(shù)水平、所有制性質(zhì)、所處發(fā)展階段、生產(chǎn)經(jīng)營規(guī)模以及是否入駐經(jīng)濟(jì)開發(fā)園區(qū)等都對其生存率有顯著的影響,而小微企業(yè)所屬行業(yè)的類別對小微企業(yè)生存率的影響不明顯;第二,高技術(shù)、公有制、發(fā)展成熟度高、企業(yè)規(guī)模大、位于四大功能區(qū)的浦東新區(qū)小微企業(yè),其長期生存率高;而制造業(yè)的小微企業(yè)并未表現(xiàn)出在生存方面的優(yōu)勢;第三,擴(kuò)大小微企業(yè)的規(guī)模,推動小微企業(yè)進(jìn)入成熟發(fā)展階段是提高浦東新區(qū)小微企業(yè)生存能力的重要方法。在此基礎(chǔ)上,文章提出:應(yīng)當(dāng)拓寬小微企業(yè)的融資渠道使其度過種子期,要完善公共服務(wù)使小微企業(yè)度過成長期,要加強(qiáng)對小微企業(yè)自身能力的建設(shè)使其步入壯大成熟期以及營造使制造業(yè)的私營小微企業(yè)能夠進(jìn)行公平競爭的政策環(huán)境以進(jìn)一步推動小微企業(yè)發(fā)展等政策建議。
[Abstract]:Small and micro enterprises play a very important role in the national economy. However, due to the inherent disadvantages of small and micro enterprises and the lack of support from the current policies of our country, Small and micro enterprises in China have the characteristics of high growth and high mortality. Various factors affecting the survival and development of small and micro enterprises in Pudong New area of Shanghai are discussed in this paper. First, the technical level, the nature of ownership and the stage of development of small and micro enterprises in Pudong New area are discussed. The scale of production and operation and whether or not to enter an economic development park have a significant impact on the survival rate of small and micro enterprises, but the category of small and micro enterprises does not have a significant impact on the survival rate of small and micro enterprises; second, high technology, public ownership, and high development maturity. The long term survival rate of the small and micro enterprises in Pudong New area, which is located in the four major functional areas, is high; and the small and micro enterprises in the manufacturing industry have not shown any advantages in survival. Thirdly, the scale of the small and micro enterprises has been expanded. It is an important method to improve the viability of small and micro enterprises in Pudong New area. On the basis of this, it is suggested that the financing channels of small and micro enterprises should be widened so that they can survive the seed period. To improve public services so that small and micro enterprises through the growth period, It is necessary to strengthen the construction of the ability of small and micro enterprises to make them enter the stage of growth and maturity, and to create a policy environment in which private small and micro enterprises in manufacturing industries can compete fairly in order to further promote the development of small and micro enterprises.
