【摘要】：創(chuàng)業(yè)一直是提供經(jīng)濟(jì)發(fā)展的重要?jiǎng)恿?也是一個(gè)國(guó)家和地區(qū)經(jīng)濟(jì)發(fā)展的重要組成部分。隨著國(guó)務(wù)院總理李克強(qiáng)發(fā)起“大眾創(chuàng)業(yè),萬(wàn)眾創(chuàng)新”的號(hào)召,關(guān)于創(chuàng)業(yè)的研究又一次成為焦點(diǎn),作為影響創(chuàng)業(yè)的不可缺少的因素,創(chuàng)業(yè)環(huán)境順其自然地成了創(chuàng)業(yè)研究的熱點(diǎn)之一。全球創(chuàng)業(yè)觀(guān)察(GEM)模型是一種被使用頻率較高的創(chuàng)業(yè)環(huán)境分析模型,在國(guó)內(nèi)已被多個(gè)城市及地區(qū)用來(lái)分析創(chuàng)業(yè)環(huán)境。海口市特殊的歷史和地理位置,經(jīng)濟(jì)發(fā)展一直以來(lái)都處于國(guó)內(nèi)中下游水平,故在當(dāng)前國(guó)內(nèi)經(jīng)濟(jì)轉(zhuǎn)型、增速放緩的情況下,對(duì)�？谑械膭�(chuàng)業(yè)環(huán)境進(jìn)行分析,找出創(chuàng)業(yè)環(huán)境中相對(duì)的薄弱環(huán)節(jié)并提出建議對(duì)策,具有重要的意義。本文使用了 GEM模型,以問(wèn)卷的形式對(duì)政府、企業(yè)、高校、金融機(jī)構(gòu)領(lǐng)域的專(zhuān)業(yè)人士進(jìn)行調(diào)查,通過(guò)與國(guó)內(nèi)平均數(shù)據(jù)的對(duì)比及實(shí)際分析,發(fā)現(xiàn)�？谑袆�(chuàng)業(yè)環(huán)境相對(duì)薄弱的環(huán)節(jié),提出了加強(qiáng)建設(shè)金融服務(wù)體系工作、加強(qiáng)產(chǎn)學(xué)研合作體系的建設(shè)工作、變通社會(huì)項(xiàng)目為政策性政府項(xiàng)目、扶持中介服務(wù)機(jī)構(gòu)、加強(qiáng)市場(chǎng)監(jiān)管力度、推廣創(chuàng)業(yè)文化等改善�？谑袆�(chuàng)業(yè)環(huán)境的對(duì)策建議。
[Abstract]:Entrepreneurship has always been an important driving force for economic development and an important component of the economic development of a country and a region. With Premier Li Keqiang of the State Council launching a call for "Mass Entrepreneurship, all kinds of Innovation," Research on entrepreneurship has once again become the focus as an indispensable factor in entrepreneurship, Global Entrepreneurship Watch (GEM) model is a frequently used entrepreneurial environment analysis model. In China, it has been used by many cities and regions to analyze the entrepreneurial environment. Haikou City has a special historical and geographical position, and its economic development has always been at the level of the middle and lower reaches of the country, so in the current domestic economic transformation, the growth rate is slowing down. It is of great significance to analyze the entrepreneurial environment in Haikou City, to find out the relative weak links in the entrepreneurial environment and to put forward some suggestions. This paper uses GEM model to make a questionnaire to the government, enterprises and universities. Through the investigation by professionals in the field of financial institutions, through the comparison with the domestic average data and the actual analysis, it is found that Haikou City has a relatively weak entrepreneurial environment, and it proposes to strengthen the work of building a financial service system. Strengthening the construction of the cooperation system of industry, college and research, changing social projects into policy-oriented government projects, supporting intermediary service organizations, strengthening market supervision and promoting entrepreneurial culture, and so on, to improve the entrepreneurial environment in Haikou City.
