【摘要】：從尼克松時(shí)代開始,美國(guó)商會(huì)一直是中美經(jīng)貿(mào)關(guān)系的積極務(wù)實(shí)推動(dòng)者。2017年,美國(guó)商會(huì)對(duì)華情緒出現(xiàn)顯著變化,首次施壓政府對(duì)華采取強(qiáng)硬措施。商人出身的特朗普上任,共和黨控制參眾兩院后,美國(guó)商會(huì)在美國(guó)內(nèi)政中的重要性進(jìn)一步凸顯,政府重視傾聽其利益訴求并延續(xù)其思維方式。從某種意義上講,其利益訴求或?qū)⒅苯芋w現(xiàn)下一輪美國(guó)對(duì)華經(jīng)濟(jì)政策的主攻方向。將美國(guó)商界的經(jīng)濟(jì)理性注入特朗普的"公平貿(mào)易",以加強(qiáng)貿(mào)易執(zhí)法做法力求在核心問題上有所斬獲,施壓中國(guó)進(jìn)一步開放市場(chǎng),調(diào)整核心產(chǎn)業(yè)政策,確保美國(guó)投資者在華獲得"公平"投資機(jī)會(huì)。美國(guó)商界對(duì)華情緒變化背后原因復(fù)雜,分析美國(guó)商界對(duì)華態(tài)度演變及影響,進(jìn)而掌握美國(guó)對(duì)華政策的調(diào)整變化,對(duì)中國(guó)政府準(zhǔn)確制定對(duì)美經(jīng)貿(mào)政策、維護(hù)中美關(guān)系大局具有重要意義。
[Abstract]:Since Nixon's time, the American Chamber of Commerce has been an active and pragmatic promoter of Sino-US economic and trade relations. In 2017, the American Chamber of Commerce's sentiment toward China changed dramatically, and for the first time pressured the administration to take tough measures against China. Trump, a businessman, took office. After the Republican Party took control of the House and Senate, the importance of the American Chamber of Commerce in the internal affairs of the United States was further highlighted. The government attached importance to listening to its interests and continuing its way of thinking. In a sense, Its interest demands may directly reflect the main direction of the next round of US economic policy toward China. It will inject the economic rationality of the American business community into Trump's "fair trade" in order to strengthen trade law enforcement practices and strive to achieve something on the core issues. To pressure China to further open its market, adjust its core industrial policies, and ensure that American investors are given "fair" investment opportunities in China. The reasons behind the changes in US business sentiment towards China are complex, and the evolution and impact of American business attitudes towards China are analyzed. Therefore, it is of great significance for the Chinese government to accurately formulate economic and trade policies towards the United States and to safeguard the overall situation of Sino-US relations.
