【摘要】：隨著我國經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),經(jīng)濟(jì)結(jié)構(gòu)和經(jīng)濟(jì)發(fā)展方式發(fā)生轉(zhuǎn)變,導(dǎo)致對資源的需求下降,地勘單位發(fā)展的黃金期縮短。同時,國務(wù)院啟動了事業(yè)單位的分類改革,有經(jīng)營性質(zhì)的地勘單位將面臨改企的命運。在新的市場環(huán)境下,研究地勘事業(yè)單位如何根據(jù)經(jīng)營環(huán)境和內(nèi)部條件,抓住機(jī)遇,回避威脅,制定有效的業(yè)務(wù)拓展戰(zhàn)略,在改革的大潮的中占領(lǐng)一席之地具有重要的意義。本文以成立有60年之久,在我國核工業(yè)發(fā)展史上作出重要貢獻(xiàn)的廣東省核工業(yè)地質(zhì)局二九八大隊的發(fā)展戰(zhàn)略作為案例研究對象,研究廣東省核工業(yè)地質(zhì)局二九八大隊在地勘事業(yè)改革背景下,如何采取有效措施擴(kuò)展業(yè)務(wù)、開辟新市場的發(fā)展戰(zhàn)略。首先,本文將討論地勘事業(yè)單位改革背景下廣東省核工業(yè)地質(zhì)局二九八大隊實施業(yè)務(wù)拓展的背景和意義,同時介紹基本概念和分析工具,以及有關(guān)戰(zhàn)略、地勘事業(yè)單位改革等理論綜述。其次,運用基本戰(zhàn)略分析方法PEST分析法、波特五力分析模型分析廣東省核工業(yè)地質(zhì)局二九八大隊的業(yè)務(wù)拓展環(huán)境,包括外部環(huán)境和內(nèi)部環(huán)境分析。再次,對廣東省核工業(yè)地質(zhì)局二九八大隊業(yè)務(wù)拓展進(jìn)行分析,通過波士頓矩陣對其業(yè)務(wù)進(jìn)行分析,得出各類業(yè)務(wù)的產(chǎn)品性質(zhì)。通過SWOT分析得出298大隊所面臨的優(yōu)勢、劣勢、機(jī)遇和挑戰(zhàn),總結(jié)出298大隊業(yè)務(wù)拓展戰(zhàn)略的SWOT分析結(jié)論。最后結(jié)合案例分析結(jié)果確定298大隊?wèi)?yīng)采用一體化戰(zhàn)略以應(yīng)對目前的困境。最后是本文對廣東省核工業(yè)地質(zhì)局二九八大隊在發(fā)展過程中業(yè)務(wù)拓展戰(zhàn)略的一般性總結(jié)和本文的基本建議。本文通過以事業(yè)單位分類改革、國有地勘單位戰(zhàn)略轉(zhuǎn)型和拓展業(yè)務(wù)市場等三方面結(jié)合為研究重點,綜合采用實證研究方法業(yè)務(wù)拓展理論對案例進(jìn)行研究,并使用定性和定量等方法進(jìn)行分析,在確定業(yè)務(wù)發(fā)展方向后,得出298大隊?wèi)?yīng)以結(jié)構(gòu)調(diào)整為突破口,加大產(chǎn)業(yè)結(jié)構(gòu)、產(chǎn)品結(jié)構(gòu)、產(chǎn)權(quán)結(jié)構(gòu)、市場結(jié)構(gòu)調(diào)整,從而進(jìn)行橫向一體化、縱向一體化業(yè)務(wù)拓展,確保298大隊在新形勢下能夠順利實現(xiàn)業(yè)務(wù)拓展目標(biāo)。
[Abstract]:As China's economic development has entered a new normal, the economic structure and mode of economic development have changed, resulting in a decline in the demand for resources and a shortening of the golden period for the development of geological prospecting units. At the same time, the State Council has initiated the reform of the classification of public institutions. Geological prospecting units with business nature will face the fate of enterprise transformation. Under the new market environment, we should study how geological prospecting institutions can seize opportunities, avoid threats, and formulate effective business development strategies according to the operating environment and internal conditions. It is of great significance to occupy a place in the great tide of reform. The development strategy of the 298 team of Guangdong Nuclear Industry Geology Bureau, which has made an important contribution to the history of nuclear industry in China, is taken as the case study object, and the 298 team of Guangdong Nuclear Industry Geology Bureau is studied under the background of geological prospecting reform. How to take effective measures to expand business and open up a new market? firstly, this paper will discuss the background and significance of implementing business expansion in the 298 team of Guangdong Nuclear Industry Geology Bureau under the background of geological prospecting institution reform. At the same time, it introduces the basic concepts and analytical tools, as well as the related strategies, geological prospecting institutions reform and other theories. Secondly, using the basic strategic analysis method of PEST analysis, Porter's five-force analysis model analyzes the business development environment of the 298 team of Guangdong Nuclear Industry Geological Bureau, including the external environment and internal environment. Thirdly, the business development of the 298 team of Guangdong Nuclear Industry Geology Bureau is analyzed. Through the analysis of the Boston matrix, the product properties of all kinds of businesses are obtained. The strengths, weaknesses, opportunities and challenges faced by the 298th team are obtained by SWOT analysis. The conclusion of SWOT analysis of 298th team's business development strategy is summarized. Finally, combined with the result of case analysis, it is determined that the 298th team should adopt integrated strategy to deal with the current predicament. Finally, this paper makes a study on the 298 big of Guangdong Nuclear Industry Geology Bureau. The general summary of the team's business expansion strategy in the process of development and the basic suggestions of this paper. The strategic transformation of state-owned geological prospecting units and the expansion of business market are the key points of the research. The empirical research method, business expansion theory, and qualitative and quantitative methods are used to analyze the case. After determining the direction of business development, it is concluded that 298 teams should take structural adjustment as a breakthrough point, increase industrial structure, product structure, property right structure, market structure adjustment, so as to carry out horizontal integration and vertical integration business expansion. To ensure 298 team in the new situation can smoothly achieve business expansion objectives.
