海門共青團服務(wù)青年創(chuàng)業(yè)工作研究

【摘要】:我國已進入“大眾創(chuàng)業(yè),萬眾創(chuàng)新”時代,在現(xiàn)今開放式的全球化大背景下,青年創(chuàng)業(yè)作為一個紛繁復雜的重大課題,不僅受到經(jīng)濟、政治、文化多方面的影響,也與不同個體自身的能力、素質(zhì)、世界觀、價值觀等密不可分。我國青年創(chuàng)業(yè)雖然在活躍度上增強,但是整體創(chuàng)業(yè)率低、缺乏創(chuàng)業(yè)資源、創(chuàng)新能力不足。團市委應(yīng)該充分發(fā)揮組織青年、引導青年、服務(wù)青年和維護青年合法權(quán)益的職能,促進青年創(chuàng)業(yè)。本文以海門共青團為研究對象,運用市場失靈和政府失靈理論、公共治理理論、非營利組織理論、人力資本理論等理論,采用實證分析法、文獻分析法、定性與定量分析法,首先分析海門共青團服務(wù)青年創(chuàng)業(yè)現(xiàn)狀,進而指.出海門共青團服務(wù)青年創(chuàng)業(yè)工作存在的問題,主要包括:金融機構(gòu)對青年創(chuàng)業(yè)貸款的積極性不高、服務(wù)青年創(chuàng)業(yè)就業(yè)方式方法科學性差、青年培訓實訓參與度不高、青年創(chuàng)業(yè)見習基地質(zhì)量不高。在此基礎(chǔ)上,剖析海門共青團服務(wù)青年創(chuàng)業(yè)工作存在問題的原因,主要包括:對青年創(chuàng)業(yè)融資幫助不全面、創(chuàng)業(yè)政策落實和維權(quán)服務(wù)不到位、海門共青團對青年培訓機構(gòu)管理不規(guī)范、缺乏長效機制的創(chuàng)業(yè)實踐平臺。最后,提出強化海門共青團服務(wù)青年創(chuàng)業(yè)工作的建議:打破融資瓶頸、建立完善分層次青年創(chuàng)業(yè)服務(wù)體系、加強創(chuàng)業(yè)培訓以提升青年創(chuàng)業(yè)能力、加強社會服務(wù)支持平臺建設(shè)。本文在通過分析海門共青團在幫助青年創(chuàng)業(yè)中的創(chuàng)新工作載體和組織架構(gòu)等,希望對其它青年事務(wù)工作單位和組織有所啟發(fā),以更好的完善落實青年群體的創(chuàng)業(yè)等工作,為我國解決青年創(chuàng)業(yè)問題做出一定的努力和貢獻。
[Abstract]:China has entered the era of "mass entrepreneurship, mass innovation". Under the background of open globalization, youth entrepreneurship, as a complicated and important subject, is not only influenced by economy, politics and culture. It is also closely related to the ability, quality, world outlook, and values of different individuals. Although the activity of youth entrepreneurship in China has increased, the overall entrepreneurial rate is low and the entrepreneurial resources are lacking. The Communist Youth League should give full play to the functions of organizing young people, guiding them, serving them and safeguarding their legitimate rights and interests, so as to promote youth entrepreneurship. This paper takes the Haimen Communist Youth League as the research object. Using the theories of market failure and government failure, public governance theory, non-profit organization theory, human capital theory and so on, using empirical analysis method, literature analysis method, qualitative and quantitative analysis method, First of all, it analyzes the current situation of the youth entrepreneurship service of the Haimen Communist Youth League, and then points out the problems existing in the youth entrepreneurship service of the Haimen Communist Youth League, including: the enthusiasm of financial institutions for youth start-up loans is not high, The method of serving youth entrepreneurship and employment is not scientific, the participation of youth training and training is not high, and the quality of youth entrepreneurship training base is not high. On this basis, the reasons for the problems existing in the service of youth entrepreneurship by the Haimen Communist Youth League are analyzed. Mainly include: not comprehensive help for youth venture financing, the implementation of entrepreneurial policies and rights protection services are not in place, the management of youth training institutions in Haimen Communist Youth League is not standardized, lack of long-term mechanism of entrepreneurship practice platform. Finally, The paper puts forward some suggestions for strengthening the service of youth entrepreneurship in Haimen Communist Youth League: breaking the bottleneck of financing, establishing and perfecting the service system of youth entrepreneurship, strengthening the training of entrepreneurship to enhance the entrepreneurial ability of young people. By analyzing the innovative work carrier and organizational structure of the Haimen Communist Youth League in helping young people to start a business, this paper hopes to enlighten other youth work units and organizations. In order to improve the implementation of youth entrepreneurship and other work, for our country to solve the problem of youth entrepreneurship to make certain efforts and contributions.
