國有大型鋼鐵企業(yè)核心人才開發(fā)策略研究

【摘要】:當(dāng)前,我國鋼鐵企業(yè)之間的競爭日趨激烈,國有鋼鐵企業(yè)面臨著產(chǎn)能過剩、需求不足等問題?茖W(xué)合理地開發(fā)和管理核心人才是企業(yè)獲得競爭優(yōu)勢的關(guān)鍵。在過去的較長一個時期,我國鋼鐵企業(yè)產(chǎn)能擴(kuò)張過快、研發(fā)投入不足,尤其在當(dāng)前供給側(cè)改革的政策大環(huán)境下,我國鋼鐵企業(yè)供給過剩,能耗較高,企業(yè)效益下降等問題有味突出。大型鋼鐵企業(yè)具有產(chǎn)業(yè)鏈長、技術(shù)更新快的特點(diǎn)。無論是新產(chǎn)品開發(fā),還是新工藝應(yīng)用,無論是加強(qiáng)內(nèi)部管理,還是拓展外部市場,都需要一大批核心人才作為支撐。因此,正確認(rèn)識鋼鐵企業(yè)面臨的產(chǎn)業(yè)背景,科學(xué)合理地制定核心人才開發(fā)策略,是國有大型鋼鐵企業(yè)轉(zhuǎn)變發(fā)展方式,提高核心競爭力必須解決的重大問題之一。本文以我國供給側(cè)改革和去產(chǎn)能環(huán)境下的國有鋼鐵企業(yè)改革為背景,從中外核心人才開發(fā)理論入手,提出本課題研究的目的和意義。在闡述核心人才的定義、特征和界定方法的基礎(chǔ)上,列出本課題研究的主要思路和框架,通過詳細(xì)分析我國鋼鐵企業(yè)面臨的產(chǎn)業(yè)背景,指出國有大型鋼鐵企業(yè)核心人才開發(fā)的現(xiàn)狀和問題,并結(jié)合國有大型鋼鐵企業(yè)面臨的市場環(huán)境設(shè)計出核心人才的開發(fā)策略和思路,最后對全文進(jìn)行總結(jié),提出本文在某些層面研究的不足并提出展望。本文的創(chuàng)新點(diǎn)是綜合運(yùn)用人力資源理論、管理科學(xué)及系統(tǒng)工程等理論與方法,基于我國供給側(cè)改革和去產(chǎn)能環(huán)境下的國有鋼鐵企業(yè)改革背景下國有大型鋼鐵企業(yè)核心人才開發(fā)現(xiàn)狀的分析,提出了核心人才開發(fā)的思路和策略。
[Abstract]:At present, the competition between the iron and steel enterprises in our country is becoming increasingly fierce, and the state-owned steel enterprises are facing overcapacity. The scientific and reasonable development and management of core talents is the key for enterprises to obtain competitive advantage. In the past a long period of time, China's iron and steel enterprises have expanded their production capacity too quickly, and the R & D investment is insufficient. Especially in the current supply-side reform policy environment, China's iron and steel enterprises supply surplus, high energy consumption, enterprise efficiency decline and other issues outstanding. Large iron and steel enterprises have a long industrial chain. The characteristics of rapid technological renewal. Whether new product development or new process applications, whether to strengthen internal management or expand the external market, need a large number of core talents as support. The correct understanding of the industrial background faced by the iron and steel enterprises and the scientific and reasonable development strategy of the core talents are the transformation of the development mode of the large state-owned iron and steel enterprises. In order to improve the core competitiveness, we must solve one of the major problems. This paper takes the supply-side reform and the state-owned iron and steel enterprise reform under the environment of deproductivity as the background, starting with the theory of the development of core talents at home and abroad. Put forward the purpose and significance of this research. On the basis of elaborating the definition, characteristics and defining methods of core talents, this paper lists the main ideas and framework of this research. Through the detailed analysis of the industrial background faced by iron and steel enterprises in China, this paper points out the current situation and problems of the development of core talents in large state-owned iron and steel enterprises. And combined with the large state-owned iron and steel enterprises facing the market environment to design the development of core talent strategy and ideas, and finally summarized the full text. The innovation of this paper is the comprehensive use of human resources theory, management science and systems engineering theory and methods. Based on the analysis of the present situation of the development of core talents in large state-owned iron and steel enterprises under the background of supply-side reform and deproductivity environment of state-owned iron and steel enterprises, this paper puts forward some ideas and strategies for the development of core talents.
