藏羌走廊文化產(chǎn)業(yè)公共政策研究

【摘要】:十七屆六中全會(huì)作了出深化文化體制改革、推動(dòng)社會(huì)主義文化大發(fā)展大繁榮的部署;四川省政府制定加快我省從文化資源大省向文化強(qiáng)省跨越的目標(biāo)。這樣的時(shí)代背景下,為全面貫徹“二為”方向和“雙百”方針、加快發(fā)展文化產(chǎn)業(yè)、推動(dòng)文化產(chǎn)業(yè)成為國(guó)民經(jīng)濟(jì)支柱性產(chǎn)業(yè)的發(fā)展目標(biāo)。四川省政府在“深化文化體制改革,加快建設(shè)文化強(qiáng)省”的決定中提出,要以“與西部經(jīng)濟(jì)高地相適應(yīng)的文化強(qiáng)省為目標(biāo),實(shí)現(xiàn)從文化資源大省到文化強(qiáng)省的跨越!痹谒拇ㄊ〉奈幕a(chǎn)業(yè)發(fā)展的指導(dǎo)性戰(zhàn)略中,重點(diǎn)提到了“文化特色戰(zhàn)略”和“文化精品戰(zhàn)略”。作為文化特色和文化精品戰(zhàn)略的重要承載體,藏羌走廊是川內(nèi)的主要的藏、羌族民族聚集區(qū),民族文化資源非常豐富、多樣,,該地區(qū)文化產(chǎn)業(yè)的發(fā)展受到了空前關(guān)注。藏羌走廊內(nèi)的民族文化產(chǎn)業(yè)在發(fā)展過(guò)程中逐漸暴露出一系列問(wèn)題,都指向文化產(chǎn)業(yè)公共政策,這引起了學(xué)界的廣泛關(guān)注。藏羌走廊地區(qū)的文化產(chǎn)業(yè)大部分尚處于創(chuàng)意萌發(fā)階段,在發(fā)展態(tài) 勢(shì)上對(duì)旅游業(yè)依賴(lài)較重,存在先天不足;四川省政府已經(jīng)把文化產(chǎn)業(yè)的發(fā)展列入到重要的工作任務(wù)中——這一特殊的情況決定了藏羌走廊文化產(chǎn)業(yè)的發(fā)展與政府的引導(dǎo)和推動(dòng)息息相關(guān);具體體現(xiàn)在在公共政策對(duì)文化產(chǎn)業(yè)的發(fā)展有相當(dāng)大的影響。目前,藏羌走廊文化產(chǎn)業(yè)發(fā)展總體勢(shì)態(tài)良好,各業(yè)態(tài)都取得了相當(dāng)喜人的效果;但在發(fā)展中,也暴露出公共政策影響造成產(chǎn)業(yè)發(fā)展方向不明、產(chǎn)業(yè)發(fā)展后繼乏力、在產(chǎn)業(yè)發(fā)展中出現(xiàn)市場(chǎng)失靈問(wèn)題、產(chǎn)業(yè)發(fā)展產(chǎn)生的公共問(wèn)題難以消除等問(wèn)題。上述問(wèn)題,都指向公共政策。本文首先對(duì)藏羌走廊文化產(chǎn)業(yè)發(fā)展中暴露出的問(wèn)題系統(tǒng)整理的基礎(chǔ)上,提煉出文化產(chǎn)業(yè)公共政策存在的問(wèn)題,并提出解決文化產(chǎn)業(yè)公共政策存在問(wèn)題的方法設(shè)想;其次,通過(guò)對(duì)公共政策的行政主體、公共政策執(zhí)行環(huán)節(jié)和公共政策的調(diào)整依據(jù)進(jìn)行分析,論證方法設(shè)想的合理性。從公共政策的主體、執(zhí)行、調(diào)整三大環(huán)節(jié)對(duì)造成藏羌走廊地區(qū)文化產(chǎn)業(yè)公共政策偏差的過(guò)程進(jìn)行追溯,剖析這三個(gè)重要節(jié)點(diǎn)中造成公共政策導(dǎo)致文化產(chǎn)業(yè)發(fā)展出現(xiàn)系列問(wèn)題的原因;最后,在對(duì)前文中提出的相關(guān)公共政策造成藏羌走廊地區(qū)文化產(chǎn)業(yè)發(fā)展中出現(xiàn)問(wèn)題的原因進(jìn)行論證的基礎(chǔ)上提出一套解決方法,為藏羌走廊地區(qū)文化產(chǎn)業(yè)的公共政策取得更好的效果提出建議建言。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee made a plan to deepen the reform of the cultural system and promote the great development and prosperity of socialist culture, and the Sichuan Provincial Government formulated the goal of speeding up our province's leap from a large province of cultural resources to a province of strong culture. Under this background, in order to carry out the policy of "two for" and "double hundred", to speed up the development of cultural industry and to promote the development of cultural industry as the pillar industry of national economy. In the decision of "deepening the reform of the cultural system and speeding up the construction of a strong province with strong culture", the Sichuan Provincial Government proposed that it should take "a strong cultural province adapted to the economic highlands of the west as the goal to realize the leap from a province with large cultural resources to a province with strong culture." In the guiding strategy of the development of cultural industry in Sichuan Province, emphasis is put on the strategy of cultural characteristics and the strategy of cultural excellence. As an important carrier of cultural characteristics and cultural strategies, the Tibetan and Qiang Corridor is the main Tibetan area in Sichuan. The Qiang ethnic areas are rich in cultural resources and diverse. The development of cultural industry in this area has received unprecedented attention. In the process of development, a series of problems have been gradually exposed in the Tibetan and Qiang Corridor, all pointing to the public policy of cultural industry, which has aroused widespread concern in academic circles. Most of the cultural industries in the Tibetan and Qiang Corridor areas are still in the stage of creative germination. The Sichuan Provincial Government has included the development of cultural industry in the important work tasks-this special situation determines that the development of cultural industry in the Tibetan and Qiang Corridor is closely related to the guidance and promotion of the government; The concrete manifestation is in the public policy to the cultural industry development has the considerable influence. At present, the cultural industry of Tibetan and Qiang Corridor is in a good state of development in general, and all kinds of industries have achieved quite gratifying results. However, in the process of development, it is also revealed that the influence of public policy causes the unclear direction of industrial development, the weakness of industrial development, the emergence of market failure in industrial development and the difficulty of eliminating the public problems arising from industrial development. All these questions point to public policy. Based on the systematical arrangement of the problems exposed in the development of the cultural industry in the Tibetan and Qiang Corridor, this paper abstracts out the problems existing in the public policy of the cultural industry, and puts forward a method to solve the problems in the public policy of the cultural industry. Secondly, through the analysis of the administrative subject of public policy, the implementation of public policy and the adjustment basis of public policy, the rationality of the method is demonstrated. From the main body of public policy, implementation and adjustment of the three major links to the Tibetan and Qiang Corridor cultural industry caused by the process of public policy deviation retroactive, Analyze the causes of the series of problems caused by public policy in these three important nodes; Finally, on the basis of demonstrating the causes of the problems in the development of cultural industry in the Tibetan and Qiang Corridor region caused by the related public policies mentioned above, this paper puts forward a set of solutions. Some suggestions are put forward for the better effect of the public policy of cultural industry in Tibetan and Qiang Corridor.
