【摘要】：上海依托自貿區(qū)文化開放的成功經驗主要有:綜合運用多項政策疊加的優(yōu)勢加快發(fā)展對外文化貿易;通過"市區(qū)聯動""部市共建"機制強化自貿試驗區(qū)文化改革同上海市、國家部委改革的聯動;通過打造功能平臺不斷推進文化服務對外開放;政府推動、企業(yè)運作的運營模式。福建自貿區(qū)成功復制上海自貿區(qū)文化開放的經驗,對自貿區(qū)有關文化市場開放政策做了明確規(guī)定,開放試點的任務順利落地,并且大膽創(chuàng)新,建設廈門兩岸青年創(chuàng)業(yè)創(chuàng)新創(chuàng)客基地、福州利嘉保稅展示交易中心等功能平臺,使自貿區(qū)成為福建文化擴大開放的試驗田。
[Abstract]:The successful experiences of Shanghai in relying on the cultural opening of the free trade zone mainly include: comprehensively utilizing the advantages of the superposition of several policies to accelerate the development of foreign cultural trade; and strengthening the cultural reform of the free trade experimental area with Shanghai through the mechanism of "urban linkage" and "co-construction of ministries and municipalities". The linkage of the reform of national ministries and departments; the continuous promotion of the opening up of cultural services to the outside world through the creation of functional platforms; the operation mode of government promotion and enterprise operation. Fujian Free Trade Zone has successfully copied the cultural opening experience of Shanghai Free Trade Zone, and has made clear provisions on the opening policy of cultural market in the Free Trade Zone. The task of opening up the pilot projects has successfully landed, and it has made bold innovations. The construction of Xiamen cross-straits youth pioneering and innovative guest base, Fuzhou Li-Jia bonded display and trading center and other functional platforms, make the free trade zone become the experimental field for Fujian culture to expand and open.
