【摘要】：大遺址簡而言之就是規(guī)模大、范圍廣的遺址,大的可達幾十公頃,小的也有幾公頃。這些大遺址或是在城市或是在鄉(xiāng)村,它們一方面占據(jù)大量耕地或住地,阻礙著當(dāng)?shù)厝嗣竦陌l(fā)展,另一方面又囿于國家相關(guān)遺址遺產(chǎn)保護政策的原因不能有效開發(fā)大遺址。如何在保護大遺址的前提下對大遺址進行合理有效的開發(fā),加快當(dāng)?shù)鼐用竦纳a(chǎn)生活水平的提高,促進當(dāng)?shù)貐^(qū)域社會經(jīng)濟的發(fā)展,一直以來是各方面專家學(xué)者共同努力的方向。 大遺址文化產(chǎn)業(yè)集群是解決這一突出矛盾的有效手段,既可以通過吸收外外部投資來進行遺產(chǎn)保護,又能帶動遺址區(qū)域社會經(jīng)濟的發(fā)展,增加政府財政收入,還可以在經(jīng)濟發(fā)展的帶動下更好的保護大遺址。目前,中國的遺址文化產(chǎn)業(yè)集群,不論是地處鄉(xiāng)村的還是城鎮(zhèn)的,它們的發(fā)展還處于初級階段,如何優(yōu)化發(fā)展、政府在其中發(fā)揮怎樣的作用是亟待我們這代人去解決的問題。 本文研究的目的是探討在大遺址文化產(chǎn)業(yè)集群優(yōu)化中地方政府應(yīng)該發(fā)揮的具體職能。文章先采用了層次分析法制定了大遺址文化產(chǎn)業(yè)集群的優(yōu)化評價指標(biāo)體系,繼而用系統(tǒng)動力學(xué)的方法探討大遺址文化產(chǎn)業(yè)集群各子系統(tǒng)之間的相互關(guān)系,以及地方政府在其中應(yīng)該發(fā)揮的作用,通過合作創(chuàng)新網(wǎng)絡(luò)理順大遺址文化產(chǎn)業(yè)集群中各主體之間關(guān)系,然后界定出地方政府在大遺址文化產(chǎn)業(yè)集群優(yōu)化中的具體職能。通過本文研究我們認為地方政府促進大遺址文化產(chǎn)業(yè)集群優(yōu)化發(fā)展是必要的也是必須的,但地方政府發(fā)揮其職能時一定要嚴(yán)格控制,市場可以解決的交給市場,市場不能解決的政府也一定要慎重發(fā)揮其職能。
[Abstract]:Large sites, in short, are large, wide-scale sites that can be dozens of hectares large and several hectares small. On the one hand, they occupy a large amount of cultivated land or residential land, which hinder the development of local people, on the other hand, they can not effectively develop large sites because of the national heritage protection policy. How to develop the great ruins reasonably and effectively, how to improve the production and living standards of local residents, and how to promote the social and economic development of the local areas have been the common efforts of experts and scholars from all over the world. The cultural industrial cluster of great ruins is an effective means to solve this outstanding contradiction. It can not only absorb external investment to protect heritage, but also promote the development of social economy and increase the revenue of the government. Can also in the economic development under the impetus of better protection of the great ruins. At present, China's ruins and cultural industrial clusters, whether located in rural or urban areas, their development is still in the primary stage, how to optimize development, how to play a role in the government is an urgent problem to be solved by our generation. The purpose of this study is to explore the specific functions that the local government should play in the optimization of the cultural industrial cluster of the great ruins. In this paper, the AHP method is used to establish the optimal evaluation index system of the cultural industrial cluster of the great ruins, and then the relationship between the subsystems of the cultural industrial cluster of the great heritage site is discussed by the method of system dynamics. And the role that the local government should play in it, through the cooperation and innovation network to straighten out the relationship between the main bodies in the cultural industrial cluster of the great ruins, and then define the specific function of the local government in the optimization of the cultural industrial cluster of the great ruins. Through the study of this paper, we think that it is necessary and necessary for local governments to promote the optimization and development of large heritage sites cultural industrial clusters, but local governments must strictly control their functions when they perform their functions, and the market can be solved by the market. Governments that cannot be solved by the market must also exercise their functions prudently.
