【摘要】：文化產(chǎn)業(yè)作為新的文化生產(chǎn)、傳播與消費方式，不僅深刻地影響著各國的經(jīng)濟和文化發(fā)展，同時也以文化軟實力的方式影響著各民族文化傳承和發(fā)展。近年來，我國的文化產(chǎn)業(yè)雖然有所發(fā)展，但是實力不強，區(qū)域發(fā)展不平衡、產(chǎn)業(yè)結(jié)構雷同；多種所有制共同發(fā)展的文化產(chǎn)業(yè)格局尚未形成；在國際競爭中，我國的文化產(chǎn)業(yè)也仍然處于劣勢。為了貫徹黨的十七屆六中全會精神，努力建設社會主義文化強國，2012年2月，中辦國辦印發(fā)《“十二五”文化改革發(fā)展規(guī)劃綱要》，提出了2015年文化產(chǎn)業(yè)成為國民經(jīng)濟支柱性產(chǎn)業(yè)的目標，這對加快發(fā)展文化產(chǎn)業(yè)，增強中國文化國際影響力具有現(xiàn)實意義和深遠影響。從政策實踐看，我國文化產(chǎn)業(yè)政策對推動文化產(chǎn)業(yè)發(fā)展的作用是巨大的,但在制定和實踐過程中仍存在諸多問題和不足,嚴重制約著我國文化產(chǎn)業(yè)的健康發(fā)展。本文從我國文化產(chǎn)業(yè)政策上進行研究，，以求對文化產(chǎn)業(yè)政策有一個全面、科學的認識，系統(tǒng)分析我國文化產(chǎn)業(yè)政策問題存在的原因并提出解決問題的對策。 本文有三大部分組成：第一部分系統(tǒng)闡述文化產(chǎn)業(yè)和文化產(chǎn)業(yè)政策的內(nèi)涵。第二部分全面分析我國現(xiàn)行文化產(chǎn)業(yè)政策現(xiàn)狀。第三部分針對現(xiàn)行我國文化產(chǎn)業(yè)政策存在的問題，提出解決的對策。本部分是本文的重點，也是研究此問題的意義所在。文化產(chǎn)業(yè)將在十二五時期得到大發(fā)展，并逐漸成為中國經(jīng)濟發(fā)展的支柱性產(chǎn)業(yè)。
[Abstract]:Cultural industry, as a new cultural production, communication and consumption mode, not only profoundly affects the economic and cultural development of various countries, but also affects the cultural heritage and development of all ethnic groups in the form of cultural soft power. In order to carry out the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the CPC and strive to build a socialist cultural power, in February 2012, the Central Office of the People's Republic of China issued the Outline of the Twelfth Five-Year Plan for Cultural Reform and Development. In 2015, the cultural industry will become the pillar industry of the national economy, which has realistic significance and far-reaching impact on accelerating the development of the cultural industry and enhancing the international influence of Chinese culture. The problems and shortcomings seriously restrict the healthy development of China's cultural industry. This paper studies the policy of China's cultural industry in order to have a comprehensive and scientific understanding of the policy of the cultural industry, systematically analyzes the causes of the existing problems in China's cultural industry policy and puts forward countermeasures to solve them.
This paper consists of three parts: the first part systematically expounds the connotation of cultural industry and cultural industry policy. the second part makes a comprehensive analysis of the current situation of China's cultural industry policy. the third part puts forward solutions to the existing problems of China's cultural industry policy. Cultural industry will develop greatly in the 12th Five-Year Plan period and gradually become a pillar industry of China's economic development.
