【摘要】：近些年來隨著經(jīng)濟(jì)的發(fā)展以及社會(huì)的不斷進(jìn)步,文化產(chǎn)業(yè)逐漸的成為了國家重點(diǎn)關(guān)注的領(lǐng)域,也成為了經(jīng)濟(jì)時(shí)代對(duì)于人類發(fā)展的新要求。而在我國的文化產(chǎn)業(yè)發(fā)展中,雖然文化產(chǎn)業(yè)在經(jīng)濟(jì)時(shí)代所凸顯出來的巨大潛力被人們逐漸所知,但是在現(xiàn)階段,人們對(duì)于發(fā)展文化產(chǎn)業(yè)的重要性還沒有得到足夠的認(rèn)識(shí),人們對(duì)于文化產(chǎn)業(yè)發(fā)展的研究還僅僅是停留在定性的階段,特別是對(duì)于文化產(chǎn)業(yè)決策的相關(guān)機(jī)制研究還并不是很多。因此,對(duì)于我國的經(jīng)濟(jì)發(fā)展來講,進(jìn)行文化產(chǎn)業(yè)決策機(jī)制的研究,探索文化對(duì)經(jīng)濟(jì)發(fā)展的拉動(dòng)力,讓其能夠發(fā)揮巨大的潛力,促進(jìn)我國社會(huì)經(jīng)濟(jì)更好的發(fā)展也就成為了新時(shí)代賦予經(jīng)濟(jì)發(fā)展的一個(gè)重要任務(wù),也成為了我國政府以及相關(guān)部門應(yīng)該不斷去探究的一個(gè)重點(diǎn)課題。從另一方面來講,近些年來隨著我國政治體制改革的深入與社會(huì)主義市場經(jīng)濟(jì)的發(fā)展,政府管理職能日益龐雜,從而致使政府決策的范圍和難度也相應(yīng)愈益擴(kuò)大,政府決策的地位與作用也相應(yīng)的更加凸顯,由此也對(duì)政府決策機(jī)制的優(yōu)化提出了更為迫切的要求。 基于此,本文在研究中主要以陜西省的文化產(chǎn)業(yè)為主要的切入點(diǎn)以及研究對(duì)象,通過對(duì)文化產(chǎn)業(yè)相關(guān)概念以及理論基礎(chǔ)的界定與分析,對(duì)陜西省發(fā)展文化產(chǎn)業(yè)及其決策機(jī)制發(fā)展中存在的問題進(jìn)行了分析,并以此為基礎(chǔ)從政府職能以及政府的定位方面提出了相關(guān)的決策的建議,以此為陜西省文化產(chǎn)業(yè)決策機(jī)制的改進(jìn)提供一些思想及實(shí)踐方面的經(jīng)驗(yàn)與建議,促進(jìn)我國陜西省文化產(chǎn)業(yè)事業(yè)更好的發(fā)展。
[Abstract]:In recent years, with the development of economy and social progress, cultural industry has gradually become the focus of national attention, and has become a new requirement for human development in the economic era. In the development of cultural industry in China, although the great potential of cultural industry in the economic age has been gradually known, at the present stage, people have not been fully aware of the importance of developing cultural industry. People's research on the development of cultural industry is only in the qualitative stage, especially for the cultural industry decision-making mechanism is not much. Therefore, for the economic development of our country, it is necessary to study the decision-making mechanism of the cultural industry, to explore the pull force of culture on economic development, so that it can bring into full play its enormous potential. To promote the better development of China's social economy has become an important task entrusted to the economic development in the new era, and has also become a key topic that our government and related departments should constantly explore. On the other hand, with the deepening of China's political system reform and the development of the socialist market economy in recent years, the functions of government management have become increasingly complex, thus resulting in the increasing scope and difficulty of government decision-making. The position and function of government decision-making are also more prominent, which puts forward more urgent requirements for the optimization of government decision-making mechanism. Based on this, this paper mainly takes the cultural industry of Shaanxi Province as the main breakthrough point and research object, through the definition and analysis of the related concepts and theoretical basis of the cultural industry. Based on the analysis of the problems existing in the development of cultural industry and its decision-making mechanism in Shaanxi Province, the paper puts forward some relevant suggestions from the aspects of government functions and the orientation of the government. In order to improve the decision-making mechanism of cultural industry in Shaanxi Province, this paper provides some experience and suggestions in thinking and practice, and promotes the better development of cultural industry in Shaanxi Province.
