我國文化產(chǎn)業(yè)國際競爭力實證研究

【摘要】:十八大報告提出了我國要“扎實推進(jìn)社會主義文化強(qiáng)國建設(shè)”,進(jìn)一步提高文化的整體水平,提升競爭力的要求。并提出了文化產(chǎn)業(yè)發(fā)展要以全面快速的發(fā)展文化為目標(biāo),建立健全相關(guān)文化制度,對大型公共文化工程項目要敢于投入,抓質(zhì)量關(guān),建立健全公共文化服務(wù)體系;要適應(yīng)時代,促進(jìn)科技文化相結(jié)合;對于剛出現(xiàn)的文化業(yè)態(tài)要大力發(fā)展,,使有規(guī)模、有技術(shù)的企業(yè)獲得良好的發(fā)展環(huán)境,建立新時代傳播體系,加強(qiáng)傳播手段;要進(jìn)一步開放文化領(lǐng)域,借助外國優(yōu)良文化發(fā)展成果,實現(xiàn)我國更好更快的發(fā)展。2012年11月29日,中共中央總書記習(xí)近平在帶領(lǐng)新一屆中央領(lǐng)導(dǎo)集體參觀中國國家博物館“復(fù)興之路”時,提出了“中國夢”的概念。這些為大力發(fā)展文化產(chǎn)業(yè)創(chuàng)造了先決條件。因為若要實現(xiàn)文化的發(fā)展,必須建設(shè)相應(yīng)的文化產(chǎn)業(yè),在建立完善文化產(chǎn)業(yè)的基礎(chǔ)上,才能更好的實現(xiàn)“中國夢”。在文化全球化、文化產(chǎn)業(yè)全球化趨勢日益明顯的前提下,盡快、有效的提升我國文化產(chǎn)業(yè)國際競爭力是文化產(chǎn)業(yè)發(fā)展的必由之路。 文化產(chǎn)業(yè)是指以市場手段滿足人們精神文化需要為目的的,應(yīng)用復(fù)制技術(shù),按照工業(yè)標(biāo)準(zhǔn)生產(chǎn)、再生產(chǎn)、存儲以及分配文化產(chǎn)品和服務(wù)的經(jīng)濟(jì)體系。文化產(chǎn)業(yè)的興起體現(xiàn)了經(jīng)濟(jì)規(guī)則向文化領(lǐng)域的延伸,是人們精神文化需要進(jìn)一步高漲、社會分工進(jìn)一步深化、文化的生產(chǎn)和傳播方式力求突破的表現(xiàn)。文化產(chǎn)業(yè)具有高外部性、高風(fēng)險高收益性和高收入彈性的特點。這是我們進(jìn)行文化產(chǎn)業(yè)國際競爭力研究的理論起點。其次,基于文化產(chǎn)業(yè)具體內(nèi)容和屬性特點,全面概括在國際競爭力方面,文化產(chǎn)業(yè)的具體內(nèi)涵,指出文化產(chǎn)業(yè)國際競爭力是指能體現(xiàn)相關(guān)產(chǎn)業(yè)和支持產(chǎn)業(yè)發(fā)展?fàn)顩r、國內(nèi)需求等條件的,以國際市場的獲取能力和利潤實現(xiàn)能力為表現(xiàn)的資源整合能力。這一內(nèi)涵厘清了文化產(chǎn)業(yè)國際競爭力的來源和表現(xiàn)形式。在此基礎(chǔ)上,提出了包括競爭力表現(xiàn)、基礎(chǔ)競爭力和環(huán)境競爭力三個部分組成的雙環(huán)理論模型,架構(gòu)了包括七個因素的分析框架,構(gòu)建了囊括三個板塊、6個要素層,18個具體指標(biāo)的指標(biāo)評價體系。 在完善理論基礎(chǔ)的基礎(chǔ)上,在國際競爭力方面,具體評價了世界上具有代表性的9個國家的文化產(chǎn)業(yè)。基于文化產(chǎn)業(yè)以及采集數(shù)據(jù)的特點,本次評價采用灰色關(guān)聯(lián)度這一分析方法進(jìn)行評價。首先,提出每個指標(biāo)的最優(yōu)值建立參考數(shù)列,根據(jù)數(shù)據(jù)特點進(jìn)行無量綱化處理,根據(jù)各個指標(biāo)對國際競爭力的影響分配權(quán)重并計算關(guān)聯(lián)系數(shù)和最終關(guān)聯(lián)度,最后根據(jù)最終關(guān)聯(lián)度得出競爭力排序。依據(jù)計算9個國家文化產(chǎn)業(yè)國際競爭力的排序為美國、德國、英國、澳大利亞、日本、中國、法國、韓國、印度。在此基礎(chǔ)上,指出我國文化產(chǎn)業(yè)國際競爭力具有競爭力提升迅速、整體競爭實力偏弱、競爭力結(jié)構(gòu)不均衡的特點,并對形成原因進(jìn)行了分析。 在競爭力分析的基礎(chǔ)上,對提升文化產(chǎn)業(yè)國際競爭力提出政策建議。本文從宏觀、中觀和微觀三個層面提出建議。從宏觀角度出發(fā),指出要完善文化產(chǎn)業(yè)管理制度,進(jìn)一步提升我國文化產(chǎn)業(yè)的國際競爭力;從中觀角度出發(fā),指出要加強(qiáng)文化市場體系建設(shè),進(jìn)一步強(qiáng)化市場環(huán)境條件,從而實現(xiàn)文化產(chǎn)業(yè)國際競爭力的提升;從微觀角度出發(fā),提出應(yīng)該加強(qiáng)企業(yè)內(nèi)部改革,培養(yǎng)文化產(chǎn)業(yè)經(jīng)營管理人才,為我國文化產(chǎn)業(yè)國際競爭力的提升提供微觀基礎(chǔ)和人才支撐。

On November 29 , 2012 , Xi Jinping , the general secretary of the Central Committee of the Communist Party of China , presented the concept of " China dream " when leading the new central leadership to visit the " road of revival " of the Chinese National Museum .
The cultural industry refers to the economic system which aims at satisfying people ' s spiritual and cultural needs by means of market means . The rise of the cultural industry reflects the extension of the economic rule to the cultural field . It is the theoretical starting point for the research on the international competitiveness of the cultural industry .
On the basis of improving the theoretical foundation , in the aspect of international competitiveness , the paper evaluates the cultural industry of nine countries in the world . Based on the characteristics of the cultural industry and the collection data , this paper evaluates the grey relational degree . First , the paper points out that the international competitiveness of China ' s cultural industry has the characteristics of fast competition , weak overall competitive strength and uneven competitive structure .
Based on the analysis of competitiveness , this paper puts forward some suggestions on improving the international competitiveness of cultural industry . From the macro perspective , it points out that we should perfect the management system of cultural industry and further enhance the international competitiveness of the cultural industry in our country .
From the perspective of meso - view , it is pointed out that we should strengthen the construction of cultural market system and further strengthen the market environment conditions , so as to realize the promotion of the international competitiveness of the cultural industry ;
From the viewpoint of micro - angle , it is proposed to strengthen the internal reform of the enterprise , train the management talents of the cultural industry , and provide the micro - foundation and talent support for the promotion of the international competitiveness of the cultural industry in China .
