【摘要】：文化產(chǎn)業(yè)規(guī)制績效是規(guī)制供求結(jié)構(gòu)、規(guī)制博弈行為、規(guī)制職能績效三者相互作用所反映出來的規(guī)制狀態(tài),規(guī)制職能績效內(nèi)涵規(guī)制成本、規(guī)制效率、規(guī)制效果之間的函數(shù)關(guān)系。規(guī)制低效或失靈主要表現(xiàn)為規(guī)制背離規(guī)制需求、規(guī)制促成企業(yè)依賴、規(guī)制成本過高、規(guī)制尋租腐敗。文化產(chǎn)業(yè)行業(yè)壟斷的變化、高新技術(shù)的應(yīng)用、國際文化貿(mào)易的競爭等背景條件的變動(dòng),使文化產(chǎn)業(yè)規(guī)制呈現(xiàn)調(diào)整緩和的趨勢。提高文化產(chǎn)業(yè)規(guī)制績效,須努力做好深化文化體制改革、科學(xué)掌控規(guī)制總供給、加強(qiáng)戰(zhàn)略規(guī)制、重視文化市場監(jiān)管、積極參與國際文化經(jīng)濟(jì)競爭、提高規(guī)制質(zhì)量、管好文化內(nèi)容、整合規(guī)制機(jī)構(gòu)和調(diào)整緩和規(guī)制等九個(gè)方面的工作。
[Abstract]:The regulation performance of cultural industry is the regulation state reflected by the interaction of the supply and demand structure, the regulation game behavior, the regulation function performance, the regulation function performance connotation regulation cost, the regulation efficiency and the regulation effect. Regulation inefficiency or failure mainly shows that regulation deviates from regulation demand, regulation promotes enterprise dependence, regulation cost is too high, and regulation of rent-seeking corruption. The changes of the cultural industry monopoly, the application of high and new technology, the competition of international cultural trade and other background conditions make the regulation of cultural industry take on the trend of adjustment and relaxation. In order to improve the regulation performance of cultural industry, we must deepen the reform of cultural system, scientifically control the total supply of regulation, strengthen strategic regulation, attach importance to the supervision of cultural market, actively participate in international cultural economic competition, and improve the quality of regulation. Manage the cultural content, integrate the regulatory institutions and adjust the nine aspects of regulation.
